Judges will be given discretion to impose life imprisonment instead of death penalty in certain specific instances of drug trafficking and murder.

This comes after a review of the death penalty by the Ministry of Home Affairs in December 2010. It had deferred all executions since it began reviewing drug cases in July last year.

Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean said in Parliament on Monday that the review reaffirmed the relevance of the death penalty for all the offences to which it currently applies.

Mr Teo said that for drug trafficking, mandatory drug penalty will continue to apply except where two 'specific, tightly-defined' conditions are both met.

First, the person must have only played the role of a courier. He or she must not have been involved in any other activity related to drug supply or distribution.

Second, the person must have cooperated with authorities in a "substantive" way, or has a mental disability that "substantially imapirs" his judgment of the gravity of the act.

Other than these instances, the death penalty will remain, such as for drug kingpins and distributors, said DPM Teo.

Minister for Law K Shanmugam, who spoke after DPM Teo in Parliament, said that in respect of how the mandatory death penalty applies to cases amounting to murder, the Government intends to apply capital punishment only when there is an intention to kill.

Mr Shanmugam said that all accused persons who meet the requirements can choose to be considered for re-sentencing under the new law, once the draft legislation is in place.

Both ministers said, meanwhile, that Singapore still sees the relevance of death penalty to most cases.

This is a fucking stupid move, that is like 10 steps backwards...for cases like mass murderers, serial killers, rapist etc,,,it should be automatic,,,want to give convicted criminals life sentences and feed them forever is it? its bad enough we have to feed the PAP and their Dogs and old fart,,,now got to feed criminals for life,,,this is BS.....

No lah, for PAP ministars and their Dogs,,hanging is the best,,,but use any old rope without the platform,,,it will be a slow torturous death.

For firing squad that is only for military personnel and its a honourable death,,

For burning at the stake,,too much carbon emissions and need too much wood...and air pollution,,,but alternatively, can just throw them into the rubbish incinerator ...garbage get treated like garbage,,,

I also disagree that someone to be hanged for 500grams of cannabis, To hell with the other drugs because they really F. you and society up.. But death for cannabis and relaxation for a courier who brings in Heroin? F THAT SHIT but then Morale and logic thinking kicks in and i would have to say, "Death sentence for all drug offense has to go", because demand fuels supply and with addicts being punished but not being cure/treated(Addicts are patients, they are sick people not criminals) the trade will go on.. Remember that the death sentence is a "Deterrence" to drug kingpins, And we all know None of them is going to get caught, only the low life peasant mules will get the noose and then be replaced tomorrow.

As for murder cases, Truth is.. Nothing has changed so Relax. And doesn't this charge already has a non capital punishment attached to it??

2 Thoughts, They are either trying to show to the international community that we/they are moving forward and/or they are tweaking the punishment for someone on death row. Either way not much thought/balance or "liberal thinking" has gone into this changes.

P.s Rapist don't get death sentence.

Lau Lee envisioned a zero tolerance state. Hang! Hang! And Hang!. Take away discretion from the judge and even the president. Add more and more crimes to mandatory hanging. Cut it down from 3 to 1 judge. And make sure the bugger is hanged in 18 months like his crony Yong Pung Sai did. Old fuck didn't realized we don't live in a time capsule. Society change and so is its attitudes and beliefs in crime and punishment. We have more than 10,000 hard core addicts in prison. These people are never going to change, upon release they will deal in drugs. World is not black and white, judicial executions aka "hanging" & "final solution" work only in backward societies run by religious zealots like Talibans and warlords where there are no rule.

For those who clamor for state executions, why not be more creative instead. How about volunteer euthanasia, I am sure for certain $$$ Changi prisoners will be willing to end their lives and cease to be society burden Or we can put them into ships and go fight somalian pirates. Or put them at Pulau Sudong so our commando boys practise killing them with knives and survive on their liver and hearts.

If my definition of retributive is correct - "An Eye for an Eye type Justice"

To Sinkies, a criminal is a criminal. Criminals don't deserve sympathy. To mete out punishment proportionate to the crime is to be tolerant of criminality. Sinkies want your heart, lungs and liver for an eye.

Some their children are even attending school in Spore.

These changes will only affect the small fry e.g. mules, users,...
