NEWater is produced by a multiple barrier water reclamation process:
The first barrier is conventional wastewater treatment in the Water Reclamation Plants.
The second barrier, and first stage of the NEWater production process, uses microfiltration/ultrafiltration to remove suspended solids, colloidal particles, disease-causing bacteria, some viruses and protozoan cysts. The filtered water after passing through the membrane contains only dissolved salts and organic molecules.
The third barrier, and second stage of the NEWater production process, uses reverse osmosis (RO). A semi-permeable membrane filters out contaminants such as bacteria, viruses, heavy metals, nitrates, chlorides, sulfates, disinfection by-products, aromatic hydrocarbons, and pesticides. NEWater is thus free from viruses and bacteria and contains very low levels of salts and organic matter. At this stage, the water is of potable quality.
The fourth barrier, and third stage of the NEWater production process, is a safety precaution. UV disinfection is used to ensure that all organisms are inactivated and the purity of the water can be guaranteed. After adding some alkaline chemicals to restore the pH balance, NEWater is ready for use.

SINGAPORE - The police have confirmed that a 45-year-old male marathon participant was pronounced dead at Tan Tock Seng Hospital, after being conveyed from Stadium Link yesterday morning.
They have confirmed that the cause of the man's death was cardiac arrest.
Shin Min Daily News reported that the incident occurred at 5am, and hour after the race started.
The man is understood to have been taking part in the 42km marathon, but collapsed at the 11km mark. The Chinese daily identified the man as Martynn Koh, formerly a vice-president at a multi-national company.
A reader alerted citizen journalism website Stomp to a social media post describing how a man had collapsed suddenly while running in the 2XU Compression Run 2014 held at Nicoll Highway.
The post describes how a man had collapsed during the marathon, before several runners stopped to help him.
According to Facebook user William Muk who witnessed the incident, the man collapsed at about 5.06am. He had been running behind the man and had stopped to help, believing that the man had tripped and fallen.
It also states that one of those who stopped to help was a doctor, who administered CPR to the man.
The post also describes how an ambulance arrived on the scene 20 minutes later, and that they used the AED on the man before loading him into the vehicle.
The man was sent to the hospital at about 5.35am, the Facebook account of the incident said.
Police provided the following information via a phone conversation:
"Police received the call on Mar 2 at 7.21am. A 45 year-old man was pronounced dead at Tan Tock Seng Hospital.
"He had been conveyed there earlier from Stadium Link.
Police are currently investigating the case as unnatural death.
