Please check the tendering system - why to Ng Kok Khim when he's rich enough to rent a stall at market rate?

Hmmm... interesting. The provisional result shows that Ng was the only bidder for the stall at $160.
But the final result shows that he was awarded the stall for just $100. Why? Any one know how the tendering system works?

Ng Kok Khim has PAP connections mah ...someone talk to NEA ...and he got it at a special price too.

And the PAP tells us that everything is above board.
