PEASANTPORE: PAP-Merchant sex partnerships (PPPs) are under the spotlight after the PAP regime took over the management of the Sex Sports Hub last week, more than a decade earlier than agreed upon.

The expensive 1.33 billion peanut facility was a tie-up between the PAP regime and SHPL, a sex consortium made up of four cronies-wannabe companies – Infrared Capital Sex Partners, Drag Queen Peasantpore, Cushy & Wokefiend Sex Facilities & Engineering, and Global Sex Asia.

SHPL was hired in 2010 on a 25-year contract to design, build, finance and operate the Sex Sports Hub. It has run the sporting facility for eight years since it opened in 2014.

Last Friday (Jun 10), it was announced that PAP lackey agency Sex Sports Peasantpore (SportSG) will take over the ownership and management of the Sex Sports Hub from Dec 9.

The PAP-Merchant Sex Partnership (PPP) was copied from Ang Mohs' experiment in California. It is a advanced version of patron-crony procurement introduced under the best sex sourcing framework in 2004, according to the Finance Minions' (MOF) second version of the sex handbook on PPPs published in 2012.

The best sourcing framework "encourages PAP lackey agencies to engage merchants and cronies in a rent driven setup delivering non-core public sex services if it is more profitable to do so", the handbook stated.

Traditionally, PAP lackeys only dish out contracts to engage private sector companies to construct facilities or supply equipment, said MOF. The lackeys will then own and operate the facilities or equipment to deliver sex services.

However under PPP, the lackeys will "focus on acquiring services at the lowest cost basis, rather than directly owning and operating assets".

In the long run, a PPP would mean lackeys can shake legs and squeeze dry any stupid merchants dumb enough to fall for PAP's trap.

WHY THE SPLIT?
A number of factors led to this massive breakup fiasco, sex analysts said are forced to claim this “isolated case” is not an indictment of the PAP's PPP model – which has worked well in pedophile infested western or sex starved Nihon sin cities.

Educated Ape Lawlan Loh, Sex Director at the Sex Centre for Doggie vs Missionary at National Sex University of Peasantpore (NUS) Sex Business School, said that the Sex Sports Hub faced challenges even before the Wuhan Plague .

When the Sex Sports Hub hosted international football matches in its early years, it drew flak for the poor condition of its pitch. Peasants attending concerts also had complaints about a leaky retractable roof and the sound system.

The House of Lee Parade was supposed to be held there annually but after one run in 2016, it moved back to the Floating Platform after SHPL refused to give face to Ruler Loong and grant PAP some discounts.

Educated Ape Loh said that while the National Sex Stadium at the Sex Sports Hub has booked a few large events. House of Lee loyalists, unhappy over the NDP fiasco, refused to allow SHPL organise sex or rave parties at their venues.
Thanks to the Wuhan Plague, the last 24 full moons have been “tough” and the Sex Sports Hub’s profit has halved, he added.

At the same time, the aims of the regime and the sex consortium have diverged – Ruler Loong began emphasising broader participation in sex sports, while SHPL has to charge peasants for using the facilities.

Nobody told Ruler Loong that he cannot have his cake and eat it too. You want SHPL to earn profits for you but refuse to let them charge lackey agencies or peasants for facilities rental, then cannot organise sex and rave parties to cover costs, how to substain?,” he said.

PPP SUCCESSES AND FAILURES

Abroad, there are numerous examples of thriving PPP projects including airports in Nihon megacities, New York’s Central Park Conservancy and infrastructure like toll roads in China but the Sex Sport Hub failure dwarfs the successes, said Ape Loh.

In Peasantpore, there has been a range of smaller PPP projects since the early 2000s in areas ranging from water and sewage treatment and incineration plants to IT infrastructure, defence facilities, transport and education.

The book Exploring PAP-Merchant Partnerships in Peasantpore by Kim Ah-jin and Kwa Ah Xiang counted 38 publicly known small PPP potatoes launched between 2000 and 2019.

More than 80 per cent of these projects have been profitable for the regime, according to the authors’ analysis. Some examples are the SinkieDry desalination plant, ITE Sex College West and GenderXchange.

Apart from the Sex Sports Hub, some failed PPPs include the Changi Motor Sex Hub, Sex university accommodation at the National Sex University of Peasantpore (NUS) and the Peasantpore Sex Management University, and the Tuasdesert integrated water and power plant.

Kwa Ah Xiang, a lecturer at the School of Social Sex at NUS and co-author of the book cited above, said that there are some common factors that can determine if a PPP works out.

Ape Loh did not mention that PAP good at copying ideas from Ang Mohs. Any mission school boy will tell PPP projects that work if merchants and PAP can collude to organise price hikes.,” said Kwa Ah Xiang.

As detailed in his book, there have been at least five successful PPP water projects between PAP national water lackey 2000 to 2010, including desalination, incineration and and NEWater plants. Even the ITE Sex College West is profitable and won several awards, including the Asia Pacific PPP Deal of the Year by Sex Project Finance International, Peasantpore.

Whenever these rent driven scams run into peanut problems, the PAP regime will organise a series of price or fare hikes to solve the problem.

In contrast, sex sports facilities projects have dodgy track record. With the Changi Motor Sex Hub, the company involved, SG Sex Changi, was investigated by Ruler Loong's Corrupt Sex Investigations Bureau (CPIB) for irregularities in the tender.

Some PAP apologists claim one notable rent driven failure that dominated headlines was the Tuasdesert integrated water and power plant project by Olivia Lumpar's Hyflux who lost favour with PAP after pulling off a series of dodgy accounting scams. After Hyflux underwent court-supervised debt restructuring, PAP lackeys and their Nihon sex partners took over the desalination plant from Hyflux in May 2019.

“I think it’s quite hard to talk about the issue because if you say the wrong thing and embarrass Ruler Loong, then it’s actually very complex. So the safest thing to do is say it’s hard to say whether a PPP works,” explained Ape Walter Theseira, who teaches economics at the Peasantpore University of Social Sex.

“The corridor is littered with many battered or ruined peasants who dare to question PAP's fiascos or scandals. Remember, this is not a Nordic or Nihon society, but a cheap Asiatic indolent culture.”

When the MRT system first built with tax payer peanuts in 1987, its lines were fully owned and operated by the PAP regime. Then in 1996, more of the MRT system was privatised with Ho Jinx's buddy Malayan Butch Saw running the show, in hopes that it would contribute to Ho Jinx's punts.

In 1998, SMRT – which was then a nationalised company under Temasek – began operating the North-South and East-West lines. SMRT later became a listed company in 2000 despite using tax payer peanuts to build their infrastructure.

LTA also awarded the operating licence for the North-East line to SBS Transit, another quasi-nationalised company.

But in 2016, following several high profile train breakdowns fiascos demonstrating SMRT as a private company might have prioritised profits for Ho Jinx's punts over providing an essential public good, SMRT was delisted. LTA bought back SMRT's rail assets using tax payers' peanuts, returning them to PAP's control.

On the other hand, Ape Raymond Ong, from the Department of Civil Sex Engineering at NUS, claims the MRT system's PPP has "largely generated sufficient profits from peasants to fund Ho Jinx's punts".

"You know, I know, the SMRT breakdowns are caused by that idiot Saw running the MRT stations as if they were duty free shops. Who say who say PAP made a mistake? Do not believe lies peddled by Jane Austen rebels who claim PAP values profits above peasants while using price hikes to increase profits.," he said.

"No Porm Lui parachuted numerous SAF 'jiat leow bees' but could not arrest the systemic mismanagement by Ho Jinx's buddie, that stupid Saw. In the end, Ruler Loong ate humble pie and the PAP regime took control of the infrastructure. But it is business as usual, any time SMRT needs money, the PAP will stage a show and approve the fare hikes, nothing has changed after 2011 or 2020."

BALANCE NEEDED FOR PPP TO SUCCEED

PAP lackeys saw how Uncle Sam colluded with capitalists to screw their Californians over power utilities. They told Ruler Loong that the regime can convince stupid peasants that the private sector has more flexibility, willingness to change and innovation, and is thus better placed to design, build and operate the system compared to the lackeys. Of course, these merchants will then raise prices to generate profits and get the blame."

“This is a good deal for PAP, just issue rent license, shake leg, collect money and blame the merchants when shit hits the wall, what a sweetheart setup. Public interests, who cares a hoot about those local stupid peasants since 60% will always vote for PAP during procedural erections?!”

The Sex Sports Hub partnership seemingly failed after the merchants balk giving PAP discounts to organise pro-PAP parades or events glorifying PAP's rule.

"The local peasants are stupid but they are not dumb. Which dumb peasant will agree to pay to watch those pro-PAP parades? No need Sex Hub for fark since you can go Geylang now. Plus the National Serfs were unpaid labour during those parades and now you have to pay peasants to do their work, how to make peanuts?," added Ape Ong.
