Yes. SAF is still the only place where citizens are employed full-time regulars.

All these is due to the shortsighted PSC allowing PRs and others to be employed by them, when in the past, only citizens can join the Civil Service.
Soon, places that used to be reserved for citizens will be opened up to the world and then citizens will find themselves jobless. It's already happening.
