This test is more about general knowledge and language than intelligence.
Intelligence tests mainly test logical deduction, not so much to do with words, phrases or language.
Sometimes they use numbers, more often than not, they use pictures and ask you to logically deduce the next one in the sequence.

But the best crafted IQ tests should be able to test even those who are illiterate or have no knowledge of a particular language.

this fellow is an excellence example, zero formal training or education in mathematics, but he is a rare gem in this field. did not finish university as he has failed the rest of the subjects. live till age of 32 but his contribution to mathematics is....HUGE!

this fellow would have did badly in most IQ test design in the world if it involved languages

ppl who r intelligent in languages may not b intelligent with non-language things n wil thus perform badly in non-language-based intelligent test n thus ze results will not show their true iq in languages ...

Not so much talent in languages, which is more talent than intelligence. Linguistic talent perhaps.
Same as in being able to play the piano well or play scrabble well, to take 2 examples of other talents.
Even knowledge of culture, history, geography, football, movie stars, etc, are all examples of knowledge, experience and/or education, not so much IQ.

A well crafted IQ test would be able to measure fairly and accurately the IQs of several people, regardless of their knowledge, education levels or even literacy. No doubt most of the test will comprise of pictures.
