Since NRD has everyone's photo, why does the facial recognition algorithm not able to identify these girls till the need to ask the public for help? Is there a weakness we can exploit here?
Of all the reasons I can think of, it's probably that NRD does not have a photo of these girls as they have not registered for NRIC.
So the lesson is, if you want to do crime, get someone pre-NRIC registration.

Having a face alone is it enough evidence to charge or arrest someone ?
I don't think so. Unless the person fall into police trap to admit it during interrogation.
If the person is smart enough not to fall into the police threats and traps, police will need some dna to proof .
