SINGAPORE - A former deliveryman who took upskirt videos of more than 30 women over a period of seven months was jailed for 28 weeks on Friday (Dec 11) for insulting modesty.
Mohammed Faisal Kemat, 34, who faced 48 charges, was also fined a total of $35,900 for having obscene films and films without valid certificates.
He pleaded guilty to 20 charges and the rest were considered during sentencing.
He was caught at Dhoby Ghuat MRT station while trying to film an upskirt video of a 26-year-old Korean woman on Oct 3, 2013.
Deputy Public Prosecutor Tan Soo Tet said the woman was travelling up on an escalator that evening when Faisal stood directly behind her. A 65-year-old man stood directly behind Faisal.
While travelling up the escalator, Faisal lowered his cellphone below the victim's skirt. But before he could record the video, the witness noticed his actions and immediately shouted at him.
Faisal tried to run but the witness managed to detain him. With the help of other passers-by, Faisal was brought to the station's operations control centre and the police were called in.
After his arrest, police raided his home and workplace. They seized a number of electronic devices comprising computers, mobile phones and computer accessories.
These were sent for forensic examination. Multiple video recordings of women's inner thighs and undergarments taken by him were found stored within the devices.
Investigations showed that from March to October that year, he had recorded upskirt videos of multiple victims on his mobile phones.
The identities of the women in the 14 proceeded upskirt cases were unknown.
The other five proceeded charges were under the Films Act.
DPP Tan cited aggravating factors such as multiple charges, difficulty in detection and use of a recording device when he sought a jail term of six to nine months for each intrusion of privacy charge.
Faisal, who was unrepresented, said he was sorry for his actions.
He could have been jailed for up to one year and/or fined for each charge of insulting the modesty of a woman.
The penalty for having obscene films is a minimum fine of $500 for each film, up to a maximum of $20,000 or a jail term of up to six months or both.
For having films without valid certificates, the minimum fine is $100 each, up to a maximum of $20,000.
