On Saturday evening, the bloodied and bruised body of a man was found along the corridor of the sixth storey of Block 279 Yishun Street 22.

A 20-year-old man who lives at the block was later arrested in relation to the case.

A police spokesman said they received a call at about 8pm on Saturday.

“Upon arrival, a 26-year-old man was found lying motionless at the location,” said the spokesman.

“He was pronounced dead by paramedics at 8.29pm. A 20-year-old man has been arrested in connection to the case.”

No weapon is believed to be involved.

The deceased was clad in shorts and a striped green T-shirt.

The 22-year-old sister of the arrested man told reporters that her brother knew the deceased.

The administration assistant, who did not want to be identified, said her brother had been agitated due to the 26-year-old “stalking” him.

“We know very little about him, but he would always bang on the door looking for my brother,” she said.

She added that she would see the man loitering in the area whenever she visited her family at the flat on weekends.

“He used to be very quiet, and only started acting strangely about two years ago,” she said.

“We have no idea why he is stalking us.”

Residents of the block said they have often seen the man hanging around the area during odd hours of the day.

A number of people The New Paper spoke to said they were only aware of something wrong when the police arrived.

One resident, Mr Yew, 37, said he was shocked to find out that the man was dead.

“I never thought this would happen, I don’t think he bothered anyone,” he said.

“He was this plump guy in glasses who would just walk around quietly till late, and always looked like he was in a daze.”

Police investigations are ongoing.

The man found dead on the sixth floor of Block 279, Yishun Street 22, on Saturday had known his suspected assailant, who attended the same church as him.

Mr Shawn Ignatius Rodrigues, 26, a former Republic Polytechnic student, had sought out the suspect at the latter's flat on the sixth floor of Block 279 when a dispute occurred around 7.45pm on Saturday.

Mr Rodrigues lived a few bus stops away from the suspect.

Chinese paper Shin Min Daily News said the dispute had escalated into a fight.

The 20-year-old suspect, who is believed to be doing his national service, allegedly tied Mr Rodrigues' wrists and ankles before hitting him outside a stairwell on the sixth floor. The police were alerted around 8pm. Mr Rodrigues was pronounced dead by paramedics at 8.29pm. The suspect was arrested.

The police have classified the case as an unnatural death.

No weapon is believed to be involved. Blood stains were found on the sixth floor outside the lift landing after the body was removed.

The suspect's sister, a 22-year-old administrative assistant who declined to be named, claimed Mr Rodrigues had been "stalking" her brother for the past two years. She said that they went to the same Catholic church and knew each other but were "not close".

"(Shawn) would come to the flat, banging loudly on the door at odd hours of the day and ask for my brother," she said. "He tried to speak to him nicely. He told him to go away many times."

On his Facebook page, the suspect had posted screenshots of multiple missed calls he claimed to have received from Mr Rodrigues last year. "He is regularly calling me to find where I am... He is invading my privacy and well thinks it's alright (sic) doing that," he wrote.

Residents on the fifth floor of the block said they sometimes heard loud noises from the floor above.

Mr Rodrigues' family, including his parents, brother and sister, were at the mortuary yesterday to identify his body, reported Shin Min. His sister told the paper the family was " very distressed".

While she also knew the suspect, she said she did not know what had happened between him and her brother.

Police investigations are ongoing.

SINGAPORE - The mother of a 20-year-old man arrested in connection with the death of a man in Yishun made multiple police reports against the deceased, said the police in a statement today (July 11).

Between April 2015 and March 2016, she lodged four police reports against Mr Shawn Ignatius Rodrigues, 26, who was found dead in the corridor on the sixth storey of Block 279, Yishun Street 22 on Saturday evening (July 9).

The 20-year-old Singaporean arrested in connection with the unnatural death is known only as Ryan.

The two men had known each other for a few years, said the police.

Three of the police reports made were for alleged nuisance caused by Mr Rodrigues after he showed up at Ryan's house looking for him, and was asked by Ryan's family to leave.

The fourth police report, which was lodged on March 27, 2016, was classified by police as a case of outrage of modesty of a woman, and the case is being investigated.

During this time, the police had spoken to Ryan's mother and written to her on April 8, acknowledging that they had received an appeal made through her MP K. Shanmugam for help in the case. The police also confirmed that the case was being investigated.

The police also noted that Ryan's family had made a number of calls to the police's emergency 999 number whenever Mr Rodrigues showed up at the family's home.

On June 30, 2015, Mr Rodrigues himself lodged a police report against Ryan, alleging that he had been assaulted by him a week before. However, he also expressed that he did not want to pursue the matter any further.

On the police's advice, Ryan's family had lodged a Magistrate's Complaint against Mr Rodrigues. Both sides had also been attending mediation proceedings at the Community Court since February 2016, said the police statement. The most recent session was in May.

Police investigations into the case are ongoing.

Most residents described him as a harmless man who often loitered at the block looking dazed.

But one family claims he was a stalker who terrorised them for more than two years.

Regardless of who he really was, it all ended on Saturday evening when the bloodied and bruised body of Mr Shawn Ignatius Rodrigues, 26, was found on the corridor on the sixth storey of Block 279, Yishun Street 22.

A police spokesman said they received a call at about 8pm on Saturday, and Mr Rodrigues was pronounced dead at the scene at about 8.30pm.

A 20-year-old man known only as Ryan, who lives in the block, was later arrested in relation to the case.

Ryan's sister, a 22-year-old administrative assistant who declined to be named, told reporters that Mr Rodrigues had been stalking Ryan for the past two years.

"We know very little about him, but he would always bang on the door looking for my brother," she said.

"We've made many complaints and reports to the police, but nothing was done."

According to her, the two men got to know each other at a meeting in church.

"He (Mr Rodrigues) used to be very quiet, and only started acting strangely about two years ago," she said.

"We have no idea why he was stalking us."

She added that Ryan had become increasingly agitated ever since the alleged stalking began.

"He became very protective of me and my mother," she said.

The woman, who does not live there, also said that the incident on Saturday happened while their mother was out, so neither of them saw how Mr Rodrigues died.

Mr Rodrigues was found with his face bloodied and with a gash across his face.

Clad in shorts and a striped green polo shirt, there was also a cut on his left arm and what appeared to be rope tied around his right wrist, which was also bloodied.

Mr Supangat, 58, an aircraft technician who was visiting his relatives on the first storey, said no one thought anything was amiss until the police showed up.

"I was here since about 7pm and didn't hear anything," he told The New Paper on Saturday night. "Only after the paramedics went up and came down empty-handed did we suspect something was wrong."

Residents of the block said they have often seen Mr Rodrigues loitering in the area during odd hours of the day.

A 63-year-old barber, who lives on the first storey and who wanted to be known only as Mr Wan, said the man would often walk around aimlessly, and that some residents complained about his loitering.

"He usually keeps to himself, but sometimes, he would disturb women (residents) by staring at them," he said.

"We've seen him often in the past two to three years, but we have no idea who he is."

Another resident on the 11th storey, a 37-year-old contractor who wanted to be known only as Mr Yew, said he was shocked to find out that the man had been killed.

"I never thought this would happen, I don't think he bothered anyone," he said.

"He was this plump guy in glasses who would just walk around quietly till late, and he always looked like he was in a daze."

A resident in the area, who wanted to be known as Mr An, 35, a technician, said he has seen both Ryan and Mr Rodrigues in the area.

"I've seen them confronting each other, below the block," he said.

"He (Ryan) was walking his dog, but nothing happened then.

"He has tattoos all over his arms, and the other guy (Mr Rodrigues) is just always in the area, sometimes staring at the block from an opposite block. If I don't see him for one day, something's just not right."

It is not known what Ryan was arrested for.

Police investigations are ongoing.

SINGAPORE - The police have advised the public to refrain from commenting or speculating on the case of a man being found dead in Yishun on Saturday (July 9).

In a news release on Monday, police said a "thorough investigation" into the unnatural death is ongoing and that people are free to comment on the matter after the "full and true" facts are established in court.

Laying out the timeline of the case, police said it received a call at 7.57pm on Saturday requesting for assistance at Block 279, Yishun Street 22.

Upon arrival, a 26-year-old man, identified in media reports as Shawn Ignatius Rodrigues, was found lying motionless and was subsequently pronounced dead by paramedics.

A 20-year-old man was arrested Saturday night after a 26-year-old man was found dead outside a flat at Block 279 in Yishun.

The deceased and the accused, a 20-year-old Singaporean male, had known each other for a few years, police confirmed.

Between April last year and March, the accused's mother had lodged a total of four police reports against the deceased.

Three of the reports were for alleged nuisance caused by the deceased after he had turned up at the accused's house to look for the latter and been asked by the accused's family to leave.

The fourth report was lodged on March 27, which police are investigating as a case of outrage of modesty of a female.

Police said they interviewed the accused's mother and also sent her a letter on April 8, acknowledging an appeal made by them through her Member of Parliament K. Shanmugam, and confirming that the matter was under investigation.

The accused's family had also made a number of "999" calls whenever the deceased had turned up at the accused's house, police said.

Separately, on June 30, the deceased had also lodged a police report alleging that he had been assaulted by the accused in the vicinity of Block 279, Yishun Street 22, on June 23.

But he had also indicated that he did not wish to pursue the matter further, police noted.

It has been following up on the reports lodged by the parties and has been engaging both sides. Following police advice, the accused's family had also lodged a magistrate complaint against the deceased.

The parties had also been attending Community Court mediation proceedings since February, with the last session held in May, the statement said.

Police warned that commenting or speculating on issues which will have to be dealt with in court proceedings may be sub judice.

"The police will conduct a thorough investigation and there will be proceedings in Court, in relation to the death of the deceased. Pending the Court proceedings, everyone should refrain from commenting or speculating about the case, and what may or may not have happened," police said in the statement.

"The full and true facts will be established in Court. Once the proceedings are over, and the facts have been established, people are free to comment on the matter, the facts, including the conduct of all the parties, the investigations, and the legal process."
