I doubt that there was someone higher involved.

If this guy was the DD, the Director of his department would have to countersign his expenditure. Who was his boss? Get him to talk.

Also, the finance in SLA needs to answer a few questions, making them culpable.

He could have easily forged the signature. The fact remains that many people, even those in mid-management level can have access to the GeBiz system. This is the problem.

If you want to commit CBT or graft, it's not difficult to imagine that forging a signature is a relatively minor act to commit considering the bigger picture at hand.

Even the contact person of the GeBiz tender can be anybody within the orginization and normally this can be another person. That's why they probably had two persons working on this crime.

GeBiz seems to be very lax and bochap without any checks and balances and the ministries are very much the same.

As I have mentioned, committing to a tender knowing that the goods and services to be rendered is not of the highest value possible given all the other tenders is also very wrong even if no graft or CBT was involved.

The entire system stinks!

The allegations that Singapore's land reclamation was carried out using sand smuggled from its neighbouring countries ("The Sand Smugglers" Aug. 4, 2010) and that the government condones this illegal sand trade are baseless. Singapore is a small island. To support our economic development, we import sand to reclaim land within our terroritorial waters. This means sand is extracted from elsewhere and brought to Singapore. Since Malaysia and Indonesia banned sea sand exports, we have sourced for reclamation sand from other sources.

The Singapore government does not condone illegal smuggling of sand. We have put in specific and stringent procedures to ensure that sand is extracted legally and in compliance with the environmental laws and regulation of the source countries.

The JTC Corporation imports sand for Singapore's land reclamation projects. JTC requires sand suppliers to show documentary proof that the sand will come from an approved sand concession holder, and requires each sand load to have valid documentation on the date and source location. To date, all sand vendors have provided valid clearance documentation from the source countries.

Singa_pore expects sand suppliers to respect the laws and regulations of their source countries. We cannot police or enforce laws and regulations which are the sovereign responsibility of the source countries, but we will certainly cooperate with any investigations to the best of our ability within our laws, just as the Singapore authorities routinely cooperate with Malaysian and Indonesian enforcement agencies on a range of issues.

Uncleyap, the spelling for Teh's name should be Teh Cheang Wan, if I recall. U are absolutely right in that there are many more TT Durais in the PAP's beneficial society system. What I find surprising is how far the CPIB have fallen. In the past, if a civil servant is driving lambos and living in luxury houses, they would have been investigated long before it got to this stage. Instead, this is a case where SLA discovered it themselves, and the police is taking over the investigation. If CPIB really on the ball, they can dig up many more of these cases. But because they are seconded to the PMO, Gay Loong can veto any investigation into high ranking PAP elites, unless the transgression becomes so bad, they cannot cover up. The CPIB now is like a dog with no teeth.

There was once I recall . I don't know if PAP regime CPIB or CAD or some entities decides to come down hard on private securities agencies .

If the PAP falls from power, this will one of the first places to conduct a detailed audit. Simple matter to gather up all this "valid documentation" and send it back to Malaysia, Indonesia etc to validate and verify.

After this, the next step will be to follow up and investigate these companies Singapore has been buying sand from. In particular, who owns these companies and is earning huge amounts of money?
