They incorporated a pte ltd company to bid and see if they will win and hope that the Ministry did not do due diligence to check that they are religious organization or not. Either that or they had an insider in the ministry that looked the other way and awarded them the bid. So, it happens they got the bid and hoped to fly under the radar, but imagine their surprise when the social media and nearby residents and future flat holders when full blast against them.
