[Labour Justice] All foreigners should bid for standard work permit, COE style.

Only category available= 1 year work pass option, paid lump sum in advance before COE is issued.

For unused portion, will be refunded like 75% unused, refund 60%. 50% unused refund 40%, 25% unused refund 20%.

Daily work pass for visiting workers celebrity chef, licensed professionals requiring shorter employment periods or prior to successful bidding of annual COE employment pass will pay a daily rate double that of the PQP (last 3 months annual COE bidding result)

Benifits of this:
1) cut bloated manpower at MOM because much easier to manage, no need to check qualifications and S/E pass salary level cos no point employer cheating and getting salary refund from foreign employee to operate a bribery slush fund. Just make sure businesses using foreigners are not vice related. The job/financial uncertainty of employment will be shifted from Singaporeans (current) to foreigners (ideal situation) and their employers.

The total number of foreigners will be fixed and Singaporeans will work hard to make the Singapore economy more resilient because they know that the system is transparent and honest, unlike the present where different tiers of workpass work to cause Singaporean retrenchment and corruption within the Singapore economy.

2) will improve Singapore total defence since there will be Singaporeans working at all levels. Even construction companies and maid employers need to bid for the foreign work pass COE so more Singaporeans will do these menial jobs for high salary which will not be depressed by the thousands of menial work foreigners since only limited employee COE is available and only employment of Singaporeans is excused this requirement.

3) More companies will train Singaporeans for senior management jobs (or ask C suite foreigners to adopt SG citizenship) as well as prioritise hiring citizens because every citizen hired will mean less employee COE costs overhead for company and exemption from need to bid a profits eroding price for employee COE.

4) Singaporeans will stop hating/ suspicion of epass foreigners for stealing lunch/ corrupt employment because there will not be any such category with one standard foreigner employee COE. Any foreigner at any level must really be worth his hire because there will be no more hiring of foreigner to get kickbacks (s/e pass holder salary refund to employer slush fund).

5) Singaporeans will be more resilient and stop depending on foreign maids (need to bid for foreign employment COE) or pay the correct wages for someone to do cleaning, cooking etc on hourly wage or contract basis. No more butt jokes about NSmen having their maids defend Singapore on their behalf.

6) Government and citizens will have to do proper skills planning. Citizens have more security rather than sudden policy change allowing s/e pass at cheaper rate and their job in certain sector is suddenly devalued due to gahmen policy change. Gahmen also needs to forecast talent needs early, since COE system makes foreign labor use transparent and so gahmen will not be able to knee jerk promote certain industries overnight flash in pan style, at high expense to Singaporeans financially and emotionally as well.

Cheap maid levys mean an army of maids in Singapore, less rugged Singaporeans and greater inequality because only people living in bigger residences can hire maids (at a relative levy discount) :

COE bidding is a fight out, no?

My current plan is just to have one type to bid for: 1 year on monthly basis.
(Unused employee COE refund rate calculation as per my FP).

Parliament will decide annually, the total foreigner employee number for Singapore and MOM will operate the bidding system that is modeled after LTA COE system.

Thus, downside of depending on foreigners is that employee COE price will be market based and based on genuine and transparent supply-demand economics. Good foreign employees will be encouraged to accept SG citizenship (must relinquish existing foreign citizenship) so save employer money and annual overhead costs of bidding for foreigner employee COE.

Citizens will significantly improve work productivity because then there is job security. Gone will be worry that employer will hire foreigner to save money or obtain kickback money from s/e pass salary kickbacks scheme. Gone will be worry that a foreigner will be hired for management level positions because others in mgt level are foreigners too.

Employers who hire foreigners will also have to pay 1 year levy in advance, so hiring citizens or locals part time can improve cash flow for those companies unwilling to take bank loan to pay foreign employees levy for 1 year.

The upside is that SG economy will strengthen and be more resilient because citizens will be more engaged knowing that they will not be replaced easily by foreigners (as per current system) and that Singapore economy is genuinely plugged into world markets, rather than a state controlled economy whereby jobs are dependent on the political whims and fancy of demagogue politicians running the country.

So to outbid the rest, foreign workers must outbid each other, forcing companies to increase their salaries, increasing costs, make ourselves more uncompetitive, eventually moving to another country to set up shop? All that to increase our coffers and national reserves so we can make more loss investments in Merrill Lynch ($4.6 billion loss we made) and other similar companies?

They can slowly start off with sector based COE based on current consumption and reduce each year by 20% to be open COE, or even fixed uniform price COE for 1st year and then have bidding system after the demand is known and if total total number is not changed, in fact good companies costs will decrease because those corrupt companies which operate salary kick back scheme to bypass levy requirements may close down and send their equally corrupt foreign workers home.

After 5 years of transition, will all be one same open type COE; for fixed price COE, there will be transition period for companies to adapt such that say the average levy is $500/ month, then all the E-pass employees will pay $100 1st year and then $500/ month at 5th year and follows.

So since some work permit holders and s-pass may actually end up paying lesser, companies cost decrease in some sectors and will increase in other. Net effect is better life for all Singaporeans since sacred cows slaughtered and those in high demand blue collar get high salary increments and those PMETS also easier to find jobs because banks, high end consulting firms, although their c suite employees are paid $200,000-1,000,000 p.a. easily, they will still take the $6,000 annual levy into consideration and replace foreign management with local talent or groom local talent since the common levy for foreigners may be increased with improved Singaporean economic performance to $10,000 p.a. or so.

As I have mentioned, government will probably collect same in total levies in exchange for an unchanged 1,400,000 p.a. work passes, and only because of improved productivity in economy (more equitability in economic policy). HR will have much easier task since the price of foreigners is fixed and there is much more flexibility to get more foreigners if projects require the laborforce upsurge, rather than forgo contracts because not allowed foreign labour no matter what costs. Singaporeans also will be more motivated to improve because they have guaranteed upper hand of $6,000 p.a. over foreigners in any, let alone PMET jobs and would thus be more committed to good contribution at work, knowing that their jobs are secure unlike the current state of affairs where due to E-pass, no PMET job is really secure (unless the PMET possesses exceptional talent, in so far that the PMET is indispensable in his current employment).
