Job growth high despite more layoffs in Q3: MOM

SINGAPORE: The Ministry of Manpower (MOM) said employment growth stayed high despite a rise in layoffs in the third quarter of this year.

Job openings increased, bucking the declines in the preceding two quarters, said a MOM statement on Friday.

The seasonally-adjusted vacancies rose by 13 per cent over the quarter to 51,500 in September 2012. There are now 125 job openings per 100 job seekers, up from 91 in June.

The seasonally-adjusted overall jobless rate dipped marginally to 1.9 per cent in September 2012 from 2.0 per cent a quarter ago, while the unemployment rates for residents and Singapore citizens were unchanged at 2.8 per cent and 3.0 per cent respectively.

The ministry said unemployment rates have remained low, reflecting high manpower demand amid the tightening in foreign manpower controls.

Total employment grew by 26,200 in the third quarter of 2012, moderating from the growth of 31,900 in the same period last year, and 31,700 in the second quarter of 2012.

In the first nine months of 2012, total employment grew by 85,100 -- just slightly more than the increase of 85,000 in the same period last year.

Layoffs rose after declining in the preceding two quarters; 2,850 workers were made redundant in the third quarter of 2012, comprising 2,430 workers retrenched and 420 workers whose contracts were terminated prematurely.

This was one of the few higher quarterly redundancy figures reported in post-recessionary periods, but they remained substantially below recessionary highs, said MOM.

Based on CPF records, slightly more than one in two (52 per cent) residents laid off in the second quarter of 2012 secured employment by September 2012. This rate of re-entry into employment within six months of redundancy fell from 60 per cent experienced by the previous cohort (laid off in the first quarter) in June 2012.

4) Funeral Related Service; Buses provider, Parlor owner, Parlor cleaner, Parlor technician, Tent Provider, food provider, flower supplier, funeral items supplier and wake care with wake service team shall separated from Casket Service.
5) In Door Casket Service shall base on prepare Coffin, Collecting body, Embalming, Makeup, Dressing and Take Order for Funeral arrangement.
6) Out Door Casket Service shall base on sending body for the wake and performing funeral day service.
7) Company can plan for one stop services but employee can not share among the Funeral Related Service Department, In Door Casket Service Department and Out Door Casket Service Department.
8) Due to Singaporean only want to work for office hour 9am-6pm on Monday to Friday, foreign staff have to cover some duty on 8 pm - 8 am 12 hour shift and rotation 4 days work 3 day off and 3 days work 4 day off
9) Singaporean employee who come back on duty after working hour will consider overtime base on working hours and with transport allowance per trip.

There must have a Funeral Related Service Shopping Center so that Singaporean easy to find, understand, chose correct products and service that Singaporean needed.

Casket Company who shortage of manpower shall only concentrated on In Door Casket Service.

Volunteer Service, Non Profit organisation and religion organisation shall help on out door casket services to reduce cost and shortage of manpower.

Town Council, Religion Organisation and Non Profit Organisation shall help up on Parlor Service, Night Service, Night Care Service and Culture and Art Service to cut cost and solving manpower shortage issued.

Some of Singapore management is Army SAF siow On.

When company staff have some free time for teabreak, lunch time and dinner time. The management staff will having Army Siow On to face company staff to polish toilet, floor, tyre, mirror, wall and so on. Some will try to late payment, cut pay, reduce some benefit and so on.

MOM and NTUC do not know. The management continue to bully company staff. Who dare to say?

In the past we are proud of being NTUC members. Company will pay our overtime, phone bill, transport bill and so on.

Today we are worry to be NTUC members. Maybe we will lose our jobs and replace by others if NTUC come to help us. Employer will use our personal transportation, personal hand phone call, free overtime and so on from us. Who dare to fight back if MOM is sleeping government only.

SINGAPORE: Acting Manpower Minister Tan Chuan-Jin has said his ministry can and will do more for foreign workers.

He said this in response to various criticisms about the ministry's management of migrant worker matters.

Mr Tan said the ministry's various systems, including those dealing with employment issues for workers, can be improved, and the ministry will continue to work on them.

He also pointed out that whatever systems are in place, there will always be some employers who are irresponsible and who do not treat workers fairly.

However, most are reasonable employers, and should not be tarred with the same brush.

The same goes for workers.

In a blog post on Tuesday evening to mark International Migrants Day, Mr Tan said the ministry has reviewed its legislation and will continue to do so to ensure protection for workers.

He stressed the ministry is not pro-employer or pro-worker.

Instead, it strives to balance the employer-worker relationship while ensuring vulnerable workers are not disadvantaged.

But Mr Tan added the onus is also on employers -- those who bring in foreign workers must also be responsible for them and treat them fairly.

Employers should not simply look at the bottom-line, without caring for workers' welfare and well-being. Mr Tan added that this applies for local and migrant workers alike.

He said workers are also more productive and committed, if they are taken care of.

Mr Tan stressed it is about doing what is right and time should be taken to recognise the contributions of migrant workers in Singapore.

He pointed out that Singapore's economy and businesses will continue to tap on foreign workers to supplement specific sectors and workers who may not be as familiar with the laws and avenues for help in Singapore are vulnerable.

Mr Tan said their rights should and must be protected.

More than 90 per cent of some 3,000 work pass holders surveyed in 2011 were satisfied with working in Singapore and Mr Tan said things should be kept that way.
