In a controlled ticketing systems (based on room configuration), this is the only possibility.
I guess it should be some higher mgt staff kay Kiang do the bulk cancellation and forgotten to update the lower ranking staffs.
From a technical IT POV yes this is a likely possibility, but what I'm suggesting is in the hospitality industry, the more prevalent reason such a thing happens normally has nothing to do with ticketing system.

The problem usually arises due to the cruise operator's overbooking policy and/or the processes governing the quota allocation between various agencies. In heavily discounted deals, operators are more likely to take the risk of expanding the upper limits with aggressive forecasting. In the worse case scenario, bookings through agencies are usually ranked lower than those from direct booking and are the first to get cancelled.

Even amongst agencies, it is not equal. Usually there is a ranking order depending on the agency's size, commercial and personal relationship.

Yes overbooking issue is possible if the agents just accept all the bookings without system intervene.
Hence as a consumer make sure you get the physical tickets before payment.

With some backgrounds in ticketing systems - how this kind of double booking can happen is usually someone had returned the tickets in the system I.e cancelled and new transactions being carried out. Once the previous ticket had been cancelled, the seats/rooms are made available again.
It could be a genuine cancellation by authorised mgt staff or a fraud.
Some sharing of what other hiccups that can happen in a ticketing system of which some are frauds.

1. the configuration can have mistakes if the operator didn't double check their job. It can result in phantom seats being sold I.e when you turn up for the event and cannot find the seat.

2. Double bookings with fraud in it while some fraudster went scot free. How can this happen ?
a) Customer A purchased 2 tickets.
b) Seller B collected the money and issue ticket to customer A.
c) Seller B went to system to cancel the 2 tickets. Accounting system updated with minus amount. Seller B think that the concert already started and noone would have chance to buy them. Seller B pocketed the money.
d) Customer C went to another booth and purchased a last min entry . System pickup the same seat based on a configured algorithm.
e) Customer entered the venue and found someone with same ticket.

3. Event with no seats I.e free standings.
Fraudster configure fake ticket and sold it becas there is no counting of thousands of heads on site
Fake ticket comes with invalid transaction id.
Buyer unable to attend event and went to return ticket and case exposed.

Every Human needs a break, after the Worldwide lockdowns & restrictions caused by COVid-19 for years. Humans are social creatures, & not meant to be locked up facing 4 walls alone at home. It will drive one nuts. Only the mentally ill & criminals should be accorded such, & NOT innocents. Exploration is in our blood. Thus a need for all to take a holiday, a break from the usual routine & pressures of work & life in servitude, to experience the beauties of life, regardless if it just 1 nite off to a pub, a few days in Johor or Bali or a week in Amsterdam.

It will help one to regain mental health, to focus back to work to earn an honest living after the break, & a motivation to perform assignments & family life better, so as to be able to earn enough money for the next break. Most of us belong to the 99% & will have to earn a living. The 1% are either born rich, or lucky to seize opportunities, & the worse are crooks, but never envy crooks, as they will only get to enjoy breaks in life only once & spend the rest of their lives in prison - 24/7, 365/365, x/life.

As for TS, there are more idyllic escapades in life than just a ship cruise. Don't let anything spoil your rest day. Tolerance, forbearance will save the day.
