Ok. the Jews exaggerated the death tolls by a lot since you said that the different experts from different countries / organizations unanimously agreed that that the death tolls were well below the supposedly millions of deaths figures.

Hitler probably made plans to exterminate the Jews race. it was just that the plans were carried out halfway, maybe put aside for more important issues or even defiance / ignore of orders from Hitler's Generals ( quite unlikely ).
