From the response team that arrived there, we know whoever was in charge was taken by surprise and there were no standby units ready for action 24/7.
It appears the authorities responsible for such incidents are complacent.

Yes, but they need a top man to be in charge, an ex army colonel no less.

An army camp should be established there in little india and another police station next to mustafa.
