Lim had questioned twice how this clause was in the public interest.

"This is reasonable as the contractor has agreed to provide services on the basis of the existing TC- and town-boundaries, and priced this assumption into the tender. Should this change materially, the contractor could end up providing services to a TC which comprises a much larger area and more residents, but at the same price."

This is bloody nonsensical and an open lies. If Aljunied GRC were to remain in the hands of PAP instead of WP, will AIM terminate the contract based on the above reasoning that the GRC boundaries have changed? :oIo:

WP screwed and and then turn around and lied to the public that it was AIM who terminated the contract.

Obviously he kicked his own feet by admiting this is indeed a partisan transaction - for SINGLE PARTY. Why consolidate for the benefit of single party and not for the residents regardless of their party affiliation? Why not operate like power supply,water supply that benefit everyone in Singapapore and yet have two different set of systems when managing Town council?

This reasoning is unreasonable because the contractor is providing service to the Town Council employees and hence a certain number of computers used by the employees, and NOT THE RESIDENTS directly. Unless the number of computers increases, the increase in the number of residents does not result in the contractor having to do more work.

I fully agree with you. Computer is set up to cater to volumne and if this shitty computer cannot handle it why developed it in the first place and how to justify that this computer will benefit the town economically with such stupid limitation. This is called the utlimate lie to quickly get the guilt covered but the fox tail is still seen waging in the open.

The PAP town councils sold the management software to a third party because it was "cumbersome and inefficient" to have 14 individual town councils hold intellectual property rights to the software.

Dr Teo Ho Pin, the coordinating chairman of PAP town councils, gave this explanation in a 26-paragraph, four-page statement outlining why and how the town councils came to have a sale and lease back deal with the PAP-owned Action Information Management (Aim).

"The vendor would have to deal with all the 14 town councils when reviewing or revising the system. It would be better for the 14 town councils to consolidate their software rights in a single party which would manage them on behalf of all the town councils, and also source vendors to improve the system and address the deficiencies," he said.

He added that the idea to have a third party own the computer system with the councils paying a service fee was not uncommon and that the deal ultimately yielded savings of around $8,000 for the town councils.

After so many days, this is the best the millionaire scholars can come up with?
$8,000 savings - I bet that they did not take into account the increase in IT support cost for the town council as a result of the sale of the software.

'Cumbersome and inefficient' - so it is more efficient to enrich some PAP-owned companies?

There is NO rationale explanation of enriching a PAP-owned company at the expense of taxpayers.

The press statement by THP appears illogical and inconsistent.

1) On what basis would AIM get better deal than the 14 Town Councils? AIM is afterall a $2 shell company with a virtual office. Why could AIM get deals and prices from NCS that the town councils could not?

2) The replacement of obsolete systems and software is a fairly common thing. Going by the timeline, the standard practice would be to call tender in 2009 and have the system ready by 2011. The option to extend would be used as a contingency in the event of unexpected delays. It is not standard practice to spend money to hire a consultant to tell you your system is old and should be replaced. It is also not standard practice to sell your obsolete system and then pay money to use it.

There should not be a termination clause to cater to material causes. If the township outgrew the system, then there can be some price variation upwards but both sides cannot terminate the contract unless there is a contractual breach. So, Teo Ho Pin's explanation is hogwash with regards to the existence of the termination clause.
