Thinking that staying near the MRT station would be more convenient, Mr Yeo paid cash over valuation (COV) of $30,000 for his home, but things have not worked out the way he imagined.

Shin Min Daily reported that after moving into his Tampines flat, he found the noise generated by passing trains increasingly intolerable.

The 48-year-old Mr Yeo, who works at a hardware store, bought his flat in Block 248 on Tampines Street 21 more than a year ago.

He told the Chinese evening daily that the noise from the MRT trains has disturbed his rest, causing his fatigue.

"Before I bought the flat, my friends warned me about the potential noise from the MRT, but it seemed bearable at the time. I also thought I would get used to it over time. But after I moved in, I found it hard to bear."

Besides the fact that it was only a five minutes walk from the Tampines MRT station, He also favoured this location as it was near his daughter's secondary school.

"This unit is only 91 sq metres, smaller than the usual HDB flat (110 sq metres), but it is near the MRT. When I bought it at $350,000, I had to pay $30,000 cash over valuation."

Mr Yeo says that from 6am to 8.30am in the morning, and 6pm to 8.30pm in the evening, there are trains passing through every two to three minutes. The noise is even louder when two trains pass through in both directions.

The noise not only wakes him up, it also drowns out television programmes and telephone conversations.

Within permissible limits

A spokesperson from Singapore Mass Rapid Transit (SMRT) told Shin Min Daily that they received a complaint from Mr Yeo in january this year.

They called him within a week, and explained to his daughter that the tracks are undergoing upgrading that will help reduce the noise from trains.

SMRT also tested the volume at the flat and found it to be 62.8 decibels, which is within the permissible noise limits of 65 decibels set by the National Environmental Agency.

The train service provider also says it conducts regular checks on the noise levels to ensure that they are within the permissible range.

A reporter from Shin Min Daily visited Mr Yeo at 4pm in the afternoon on Monday, and measured the noise level from a window facing the train tracks. She found that the sound from one train passing through reached 72 decibels.

According to the NEA website, the permissible noise limit in a residential area should be less than 75 decibels from 7am to 7pm, and less than 65 decibels from 7pm to 10pm.

from the pictures though, it look that he's on a rather high floor. if he's complaining about the noise. what about those on the lower stories?

there's set of rules n regulation in place to cater to this sort of issue. if the sound/noise decibel is as per regulations, he has no case. (likely in this case)
otherwise, the authorities must work on it to minimise the noise via smoother rails, different kind of wheels, or even the erection of noise suppression barriers.

There is a radiation problem associated with the train, so residential buildings need to be built further away from it or make sure the entire thing is underground. In congested SG, that might not be an option

It's bloody expensive to setup the infrastructure

It's a bloody waste of money for short distance travel since U will never reach anywhere close to the max speed of the train

Very convenient. NEA's "permissible noise limit" is set to be just above whatever noise level the trains generate. In a few years, suppose the noise level of MRT trains increases to 100 decibels (say, because the tracks have become older), you'll find that the NEA standards would be magically revised to 105 decibels to accommodate the new levels. Neither HDB nor SMRT would need to take any action.

That's why it sucks to live in a totalitarian state — when NEA, SMRT, and HDB are all parts of the same state apparatus controlled by a totalitarian big brother, you can't really expect any standards to be enforced.

In other more enlightened countries, the equivalent of NEA would be a watchdog organization independent from the equivalent of SMRT and would set its own standards independent of the business interests of the railway company. When the trains get too noisy, the railway company gets fined a million dollars a day until it rectifies the condition. That's why you can always be sure that any noise problem would be promptly addressed.

On the other hand S'poreans should get use to the flash floods. Soon the Ministry of Environment will rewrite its standards so that once-in-50-years floods are acceptable as long as they don't happen more than twice per week.

I don't live near the MRT but also face daily noise from a construction site, 7 days a week, from 7am to 8pm When one building was completed they started on the next.

When I bought my place the surrounding area was empty & it was quiet but now it's a noisy place :(

I know what you mean. Can be damn irritating. There was once very jialak. A construction site near my place. 11pm+ leow still rushing to finish. In the end, I call the police. You should call teh Police to check whether they are operating beyond the permitted hours.

I remember seeing in the news that the PAP in their infinite wisdom will be imposing restrictions on when they can do construction. Only problem is the law will only take affect sometime in the future. :mad:
