US is fucking useless as it's own Katrina Hurricane Relief was notoriously bad. So near to continental US and until today nearly a week past, and with planes and aircraft carriers there, still the country is lawless, depressing, chaotic and deadly.

There is no after shock, but rescue if hopeless, there is only a tiny figure of survivor found. There is no food no water no power no hospital no transport no medicine. There is no law no government.

What the fuck is US good for?

Corpses are piling up foul sky high, no body bags! No coffins! No graves! No hygiene!

People are looting even coffins just to be able to contain their own family members corpses, they plundered coffins and dump bodies of the others!

As good as NOTHING!

British rescue workers freed two more earthquake victims from the rubble in Port-au-Prince today as disorder grows on the streets of the Haitian capital and aid sits undistributed.

A rescue team from Rapid UK used hammers and chisels as they spent six hours digging a 39-year-old woman out from under the ruins of her collapsed home.

Dan Cooke, a Wiltshire firefighter, said: “There was a woman under three or four floors of concrete squashed in with dead members of her family. That was a hammer and chisel job and it took six hours before the doctor assigned to our team took her to hospital.”

Meanwhile rescuers from Kent Fire and Rescue Service (KFRS) said today that they had reached a man after seven hours of tunnelling. He had been thrown out of his bed by the earthquake and ended up underneath it, which protected him and helped him to survive. After being rehydrated he recovered well and was treated for minor injuries.

Mr Cooke said his team rescued two people yesterday and two the day before. “It is more than we would usually come across," he said. "The people are very tough as a nation and the weather conditions help to keep people alive but as the days go on the chances of people surviving fall massively.”

The 64-strong search and rescue contingent from Britain is among 47 teams working across the capital in dangerous conditions. There have been many scenes of lawlessness as looters ransack shops and stores. In at least one case, angry Haitians have taken the law into their own hands and lynched a suspected looter, dragging his body through the streets with a rope lashed around his feet.

Mr Cooke said: “You hear gunfire, you see gangs of youths carrying machetes but to some extent that is part of the culture here.

“We are doing quite well. The UN security forces are attaching themselves to us and some teams have brought their own armed security.

“The conditions yesterday were very hot and dusty. There is always a smell of the dead and sometimes it is extremely potent. There are some very horrific scenes.”

Britain’s Ambassador to the Dominican Republic and Haiti, Steven Fisher, said that security problems in Port-au-Prince were hampering the relief effort as people awaiting aid grew frustrated.

He told the BBC: “Nobody can go anywhere without security in the city. No aid workers can go anywhere without taking risks with security. That adds to the difficulty of delivering the aid because you not only have to have transport – which is rare – you also have to have some sort of security with you, or you are taking a risk. People are getting angry, people are getting hungry and thirsty.”

The Department for International Development (DfID) said £2 million of the £6 million in aid pledged by the UK Government would be spent on providing logistical support and communications to help speed up the distribution of supplies.

海地屍體太多 當垃圾丟棄亂葬崗

海地大地震之後,首都太子港街頭到處都可以看到罹難者的遺體,由於人數太多無法掩埋,只好用卡車載到郊外的亂葬崗就地丟棄,這些死者身分來不及被辨認,就此消失在人世間,死亡的尊嚴早已蕩然無存。

大地震過後太子港街頭橫屍遍野,許多罹難者被親人發現,還可以裝在棺木裡下葬,但有更多的遺體被一卡車、一卡車的載往郊區的亂葬崗當成垃圾就地丟棄。

CNN記者古柏形容,「我無法呼吸,要盡可能掩住口鼻,氣味真是難以忍受,到處都有屍體的味道飄散在空氣中。」

這個有如垃圾場的墳場,估計已經有幾好百具的遺體被隨意的丟棄,更令人難過的是,這些罹難者都沒有紀錄,將就此消失在世界上。古柏表示,「目前沒有建置任何系統來辨認這些屍體,這些人的名字,也沒有保存下來,許多人就這樣消失,沒有人知道他們發生了什麼事。」

海地政府聲稱目前已處理了7000具遺體,但其中大部分可能就是找個荒涼的地點當成垃圾來丟棄,又一輛卡車開進來倒下一堆又一堆的遺體,他們是誰?永遠沒有人知道。(新聞來源:東森新聞記者陳國華)

【明報專訊】海地7級大地震發生4天,當地開始陷入無政府狀態,廣泛地區出現搶掠,首都太子港更出現手拿大刀的匪徒通街搶錢。聯合國維和部隊警告,若海地300萬名缺糧缺水的災民未能在短時間內得到救援物資,當地就可能會爆發暴亂。有數以千計的太子港居民為了避禍,開始逃亡到其他地方。

太子港保安出現真空,加上有4000名囚犯趁監獄破損而逃獄,當地治安問題惹人關注,太子港出現手拿大刀的匪徒在街上搶錢,有鄰近居民擔心這只是大暴亂的開始,居民布伊諾說﹕「街上忽然出現手拿大砍刀的匪徒搶錢,這只是開始。」當地一名警員說﹕「這城市所有罪犯現時都在街上,他們打劫途人,造成很大問題。」

災民瓦礫尋食物日用品

在太子港最貧窮地區「鐵市場」(Iron Market),有災民在瓦礫中找到數個粟米片紙盒,其他人即湧上爭奪紙盒找食物;有災民則搶掠肥皂、洗頭水及化妝品。不少年輕男女災民都毋懼攀上數層瓦礫,在瓦礫中「尋寶」。一名警員說﹕「情况很恐怖,但我們不會阻止他們找尋食物,因他們只為了生存。我們只會阻止劫匪。」在無政府狀態下,有民間組織自發呼籲居民合作,防止發生大暴亂,當地電台Metropole呼籲道﹕「組織社區委員會,避免暴亂發生,防止人們搶掠商店及房屋。」電台並呼籲自願者保衛派發飲用水的公司,「人們肚餓口渴,他們現在沒人理。這裏愈來愈危險,沒有警察,人們都做他們想做的事」。

派駐到海地的1萬名美軍已接管太子港機場,處理物資分發,美軍第82空降師已火速派發首批物資,包括糧食、水及醫療用品,希望可令災民溫飽,減少罪案發生。為防有人搞事,海地警方至今拘捕最少50人,巴西亦將運送槍及橡膠子彈等武器到海地,巴西國防部長若賓(Nelson Jobim)說﹕「只要災民仍飢餓口渴,而住屋問題仍未解決,就有暴亂危機。」

居民出城避禍 車費加價1倍

數千名居民唯恐被打劫、厭倦流落街頭及恐怕發生餘震,已陸續逃離太子港,搬到其他受災較輕的地區,令「出城」的車費驟升。以前往離太子港3小時車程的Fodernerg為例,車費要10美元,比平時漲價1倍。其中一名出走的難民費爾斯(Tatulum Saint Fils)說:「滿街都是屍臭。無人伸援手,我的孩子總不可像牲畜般活下去。」長途巴士營運商表示,坐車出城的乘客比平時多1倍,由於汽油短缺和市內治安甚差,他們被迫加價1倍,「但那是逃出地獄的好價錢」。

台大使﹕必要時建議撤僑

台灣駐多米尼加(台稱多明尼加)大使蔡孟宏表示,海地治安惡化,零星暴亂已發生,必要時會建議台灣政府撤僑,而台灣大使館職員及家屬等,目前都在較安全地方,儲備的食物及食水可維持至少一周。聯合國發言人表示,各國運來的6000噸糧食,很快會分發給災民,首艘運有香蕉及煤的貨船已抵太子港港口,將分別為災民提供糧食及煲水燃料,防止爆發疫症。

US official: Violence in Haiti hindering aid work

WASHINGTON – Some incidents of violence in Haiti have hindered rescue workers trying to help earthquake victims, a top official leading the U.S. government's relief efforts said Sunday.

Providing humanitarian aid requires a safe and secure environment, said Lt. Gen. Ken Keen of the U.S. Southern Command. While streets have been largely calm, he said, violence has been increasing.

"We are going to have to address the situation of security," Keen said. "We've had incidents of violence that impede our ability to support the government of Haiti and answer the challenges that this country faces."

Keen said about 1,000 U.S. troops are in Haiti and that 3,000 more are working from ships. More than 12,000 U.S. forces are expected to be in the region by Monday.

Fear of looters and robbers has been one of the factors slowing the delivery of aid. After Tuesday's earthquake, maintaining law and order fell to the 9,000 U.N. peacekeepers and international police already in Haiti even though those forces also sustained heavy losses in the disaster.

Keen said U.S. forces are working with U.N. peacekeepers and that local police are beginning to assist in providing security.

Rescue efforts and getting food, water and medical supplies to earthquake victims were the focus of efforts Sunday, U.S. officials said. An estimated 100,000 or more people may have died in the magnitude-7.0 quake.

Rajiv Shah, who leads the U.S. Agency for International Development, said U.S. relief workers are also trying to rescue people from under the damaged and destroyed buildings.

"Our first priority was to go in with urban search and rescue teams," said Shah, who visited Haiti on Saturday with Secretary of State Hillary Rodham Clinton. "They work around the clock to try and save lives."

Rescuers, he said, still hoped to find more survivors buried in the rubble.

"On next priority, which started in parallel, was getting those commodities down there and making sure we have the food, water, shelter and basic needs met for the people of Haiti," Shah said.

Keen and Shah spoke on ABC's "This Week," NBC's "Meet the Press" and "Fox News Sunday — three of five Sunday shows on which they were appearing.

First the op is ignorant. Haiti is just 300 miles off US coast. Should the situation get worse US can face a flotilla of refugees in the hundreds of thousands. Once they can touch US shore they can claim refugee status.

No way US Coast guard will be able to stop if there are 5000 to 10000 boats. 300 miles is not that far away and anyone with sampan or dinghy with outboard can give it a try. Furthermore, many will sink their boats so that US CG forced to picked these people up.

So in a way this is self serving. Politically there are large groups of Haitians living in the US with political power (similar to Cuban immigrants in Miami) so they have a voice in US.

Finally Haiti is an embarrassment to US. Being so close to US, it has sufferred under US meddling when in fact it should have boomed.

GFY - you are wrong. Among first world nations I believe that the Nordic countries are the most generous. US is not as generous as perceived. However there is no doubt with regard to US military power projection ability which comes in handy in times of national disaster.

3rd world countries have less capacity to help. And to be frank shouldn't the US help more since it in in its backyard.

BEIJING: China has been engaged in a flurry of efforts to help Haitians and Chinese nationals after the Caribbean island country Haiti was battered by a devastating earthquake on Tuesday.

Immediately after the quake was reported, Chinese President Hu Jintao and Premier Wen Jiabao ordered related Chinese departments to be prepared for assistance.

On Wednesday, a Chinese emergency rescue team made up of 60 members was dispatched to Haiti, where they went all out to look for traces of lives as soon as they reached the debris of the UN headquarters.

The Chinese team set up on Friday a medical assistance station, the first one by a foreign rescue team. The station not only provided medical treatment to the injured, but also tried to improve the local people's awareness of and knowledge about epidemic prevention.

A team member told Xinhua that local people believe that the medical assistance the Chinese rescuers are giving is desperately needed.

On Saturday night, a Boeing-747 jumbo jet carrying 90 tonnes of emergency humanitarian aid provided by the Chinese government took off from Beijing Capital International Airport for Haiti.

The relief supplies, worth 13 million yuan (US$1.9 million), included tents, stretchers, food, medicines, clothing and water purification equipment.

The aid was the first batch of a 30-million-yuan (US$4.41-million) relief package announced by the Chinese government Friday. The supplies were prepared within 24 hours after the government decided to provide emergency aid for Haiti.

China's Red Cross Society has also pledged 1 million dollars in emergency aid.

In response to the UN flash appeal for Haiti on Friday, Liu Zhenmin, deputy Chinese permanent representative to the UN, said "the Chinese government will closely follow the developments of the disaster in Haiti" and "will do what it can to provide assistance and contribute to the efforts of the Haitian people to triumph over the disaster and rebuild their homes at an early date."

The bodies of all eight Chinese police officers who were buried in the debris of a UN building were discovered as of late Saturday local time.

They were having a meeting with Hedi Annabi, head of the UN Stability Mission in Haiti (MINUSTAH), when the strong quake destroyed the building. Annabi's body was discovered by Chinese rescuers shortly after noon in the day.

"The eight comrades who sacrificed their lives during the Haiti quake are outstanding representatives of the 2 million Chinese police force members ... They are the models for public security departments across the country to learn from," said a statement of the Chinese Public Security Ministry.

Before the quake, a total of 142 Chinese police officers were deployed in Haiti as part of the UN peacekeeping mission.

50 sampans the Singapore Navy can stop but if they come in the hundreds and when Navy comes near they since their boats we have no choice.

Turning back on drowning refugees will be a big political headache. So better to nip in bud by offering $$ loans.

The Hispanics have some political base in USA. Maybe more in Florida. But the Haitians have almost NIL. And there is no particular affection for them from the Hispanics.

Secondly, what kind of refuge situation are you talking about.?..There is an open sea of 300 miles wide, and not many Haitians have yachts and boats to cross that big water divide. In fact not even 0.1 % of the people there have the resource to go to USA , to become a refugee.

If you take the past 100 years,, there is no nation on this planet that has given more than the USA in terms of aid and help. This information can be verified by facts. From France to Russia, to Africa, Latin America and elsewhere. The US technology leadership and its openness to share it with the world has little comparison with other nations. The worst being the communist nations who can crush their own people without the slightest care for human rights, but at the same time show an instant protest against USA for the slightest " Interference ", if the USA happen to highlight the lack of freedom and human rights. even china befitted immensely when the USA gave it MFN status in 1972. What did China give back in return to USA or to any other country ?.
