SINGAPORE - Four men were charged in court today (June 3) for allegedly offering bribes to Singapore Power (SP) technicians to close one eye during inspections.

Chinese national Li Chen, 33, allegedly offered cash to two different technicians on three separate occasions, in return for "not creating difficulties" during their inspections of electrical board installations, said the Corrupt Practices Investigation Bureau (CPIB).

Li is accused of offering $100 to former SP Services technician Jasman Tiron on Sept 26, 2011, when the latter inspected premises at Block 55, Havelock Road. The bribe was offered so that Jasman would go easy when inspecting Great Resources M&E Contractor's electrical board installations.

Malaysian national Richard Nyap Fat Ming, 61, is accused of instigating Li to offer the bribe.

On Nov 29, 2013, Li again allegedly offered $100 to Jasman to do the same during a similar inspection at Block 780E Woodlands Crescent for the same contractor.

Li faces a third charge of conspiring with two others on Aug 8, 2014 to give a $450 bribe to Muhamad Ridhuan Ramli, a former SP PowerGrid technician. This time, the money was given to overlook any problems during an inspection of Hong Dat Engineering's electrical board installations at Block 667A, Punggol Drive.

The duo, Myanmar national Aung Myat Wynn, 31, and Bangladeshi national Mohammad Jasim Uddin Habej Uddin, 34, face charges of conspiring with Li to offer the bribe.

The four men were charged under the Prevention of Corruption Act, and if convicted, face a fine of up to $100,000 or imprisonment of up to five years, or both.

The two technicians involved in the cases, Jasman and Ridhuan, were convicted and sentenced to six weeks' and two weeks' jail respectively, earlier this year. They were also ordered to pay a penalty of $200 each.
