As the caption goes, is that the right proceedings under our country legal framework?

I thought that he is undergoing a trial, verdict has not pass, he should have the right to access his funds in his bank account ( a reasonable amount)for living and legal expenses. If the authority wants to restrain him from withdrawing, they should prove that the money doesnot belong to him; rather the other way round. This will put undue pressure and further impose the predicament to someone undergoing a legal proceeding with stress. Not only for this cae the tour guide but for anyone in the situation.

Any experts can comment on this?
