The Singapore system, as seen by Chinese officials

DPM Teo Chee Hean spoke to the Singapore media after opening the inaugural China-Singapore Forum on Leadership Selection and Development yesterday. He gave his views in the following issues:

CHINESE VIEW ON SINGAPORE'S SYSTEM
"They found today our system of having assessment of both potential and performances quite interesting. They also found our system meritocratic...
"They told us pay in civil service is less than (that) in the state own enterprises, and pay in the state-own enterprises is less than the pay in the private sector."
" So they must create enormous stresses and strains for the future. And they will have to address those issues, just as we had to address those issues in Singapore as we moved through the 70s, 80s, 90s and 2000."

WHAT SINGAPORE CAN LEARN FROM CHINA'S LEADERSHIP SUCCESSION
"China in fact has a very meritocratic system. It's a very competitive system, based on sound philosophies. And they also stress a lot on integrity.
"So they have leadership development based on ability and integrity being more important than ability. That's the philosophy they have espoused."

I saw TEO on the news giving a speach in china in english, WHY he cannot speak chinese and still want to go there for what, ALL SG chinese ministers should be able to speak chinese when in china, otherwise why so much talk about the language by LKY
