Doctor suspended, fined for professional misconduct
THE Singapore Medical Council (SMC) has suspended and fined a local general practitioner for professional misconduct.
Dr Thomas Seng Tee Kiat - of Lifecare Family Clinic and Surgery at Blk 106, Hougang Avenue 1 - initially faced 28 charges of professional misconduct under the Medical Registration Act.
These charges included inappropriately prescribing Subutex and not conforming to Ministry of Health guidelines on substance abuse.
The SMC proceeded with 25 of the 28 charges against Dr Seng, who pleaded guilty to all 25.
But because he was a first-time offender and had pleaded guilty, the SMC gave him a three-month suspension and a $3,000 fine.
In addition to the suspension and fine, the SMC Disciplinary Committee ordered Dr Seng to be censured and to pay the costs and expenses of the inquiry proceedings, including costs of counsel to the SMC and the Legal Assessor.
