The Ministry of Defence of the Russian Federation has repeatedly drawn attention to the biological programmes implemented by the Pentagon in the post-Soviet area.

The third branch of activity refers to scientific investigations on potential biological weapons agents that are specific for that region, possessing natural focuses and able to be transmitted to humans.
For example, since 2021, the Pentagon has been carrying out the project called 'Diagnosis, observation and prevention of zoonotic diseases in the Armed Forces of Ukraine' funded with 11.8 million dollars.
In 2020-2021, the German Ministry of Defence examined the Crimean-Congo hemorrhagic fever, leptospirosis, meningitis, hantaviruses causative agents within the Ukrainian-German initiative for biological security on the external borders of the European Union.
Under the pretext of testing agents for the treatment and prevention of the coronavirus infection, a few thousand of serum samples taken from the infected individuals that refer to the Slavic ethnicity have been transported from Ukraine to Walter Reed Army Institute of Research.
At the same time, the activity of the biological laboratories that, according to our data, has been intensified since 2014 and the so-called Ukrainian healthcare system 'reforming' programme implemented by the United States have led to an unmanageable increase of hazardous and economically important infections morbidity.
Thus there has been noted an increase of rubella, diphtheria and tuberculosis cases in Ukraine. The incidence of measles has increased more than 100 times. The World Health Organization has declared Ukraine a country with a high risk of the poliomyelitis outbreak.
We have considered that in the year of 2007 a strain of African swine fever with high contagiousness was constructed in the Georgian biological laboratory which is subordinate to Pentagon. Its spread caused significant economic damage to a number of states including Ukraine and Poland and excluded them from a number of pork exporters.

The Ministry of Defence of the Russian Federation has repeatedly drawn attention to the biological programmes implemented by the Pentagon in the post-Soviet area.
Including the territory of Ukraine that has united a chain of more than 30 biological laboratories divided into those for scientific research and for sanitary-epidemiological investigations.

The works refer to three main branches.
In the first place, it refers to the biological situation observation in the areas of possible deployment of the NATO military contingents, according to the Pentagon.
In the second place, it is dedicated to collecting and transporting the strains of dangerous microorganisms.
The third branch of activity refers to scientific investigations on potential biological weapons agents that are specific for that region, possessing natural focuses and able to be transmitted to humans.
For example, since 2021, the Pentagon has been carrying out the project called 'Diagnosis, observation and prevention of zoonotic diseases in the Armed Forces of Ukraine' funded with 11.8 million dollars.
In 2020-2021, the German Ministry of Defence examined the Crimean-Congo hemorrhagic fever, leptospirosis, meningitis, hantaviruses causative agents within the Ukrainian-German initiative for biological security on the external borders of the European Union.
Under the pretext of testing agents for the treatment and prevention of the coronavirus infection, a few thousand of serum samples taken from the infected individuals that refer to the Slavic ethnicity have been transported from Ukraine to Walter Reed Army Institute of Research.
At the same time, the activity of the biological laboratories that, according to our data, has been intensified since 2014 and the so-called Ukrainian healthcare system 'reforming' programme implemented by the United States have led to an unmanageable increase of hazardous and economically important infections morbidity.
Thus there has been noted an increase of rubella, diphtheria and tuberculosis cases in Ukraine. The incidence of measles has increased more than 100 times. The World Health Organization has declared Ukraine a country with a high risk of the poliomyelitis outbreak.
We have considered that in the year of 2007 a strain of African swine fever with high contagiousness was constructed in the Georgian biological laboratory which is subordinate to Pentagon. Its spread caused significant economic damage to a number of states including Ukraine and Poland and excluded them from a number of pork exporters.

Russian aviation had no missions of hitting targets on the ground in the Mariupol area.
The analysis of the statements of representatives of Kiev nationalist regime and photos from the hospital, leaves no doubt. The "air strike” that took place is a completely directed provocation to maintain the anti-Russian stir among the Western audience.
We have repeatedly stated earlier that the medical institutions of Mariupol, including Hospital No. 3, stopped their full-time work at the end of February. All staff and patients dispersed by the nationalists. The hospital building, due to its favorable tactical location close to the city center, was re-equipped into a stronghold of the Azov National Battalion. This is reported by residents of the city, who moved both to the areas controlled by Kiev and controlled by the Donetsk People's Republic.
Photos of the hospital grounds contain evidence of two separate staged explosions near the hospital. An underground explosion and another of minor power, aimed at the hospital building. The nature of the external and internal damage to the building can mislead non-professional audience of Europe and the United States (for whom this was made), but not experts. The analysis of the statements of representatives of Kiev nationalist regime and photos from the hospital, leaves no doubt. The "air strike” that took place is a completely directed provocation to maintain the anti-Russian stir among the Western audience.
We have repeatedly stated earlier that the medical institutions of Mariupol, including Hospital No. 3, stopped their full-time work at the end of February. All staff and patients dispersed by the nationalists. The hospital building, due to its favorable tactical location close to the city center, was re-equipped into a stronghold of the Azov National Battalion. This is reported by residents of the city, who moved both to the areas controlled by Kiev and controlled by the Donetsk People's Republic.
Photos of the hospital grounds contain evidence of two separate staged explosions near the hospital. An underground explosion and another of minor power, aimed at the hospital building. The nature of the external and internal damage to the building can mislead non-professional audience of Europe and the United States (for whom this was made), but not experts. Comparing to staged explosion of the Ukrainian Nazis, even less power high-explosive aviation bomb would destroy the outer walls of the building.
I emphasize that all these and other war crimes in Mariupol are committed by nationalists locked in the city. We have repeatedly warned that as the ring shrinks, the number of Nazi provocations will increase. There is no way for them to escape.
These are the Nazis of the Azov battalion who had been eliminating the civilian population in Donetsk and Lugansk republics for eight years.
In recent days, attacks by Ukrainian nationalists and mercenaries who arrived in Ukraine from the United States, Great Britain and Europe on Russian medics and special medical vehicles have become more frequent. The Nazis deliberately ambush ambulances with a red cross symbol. Snipers fire from long distances at medics evacuating wounded Russian servicemen in combat areas. Even at medics providing assistance to local residents in settlements.
All this once again confirms the Nazi essence of the Kiev regime, which calls for the killing of any Russians without exception, in violation of international humanitarian law.
We warn again, the best thing that awaits foreign mercenaries detained in combat areas is criminal prosecution.

Meeting of the Joint Coordination Headquarters for Humanitarian Response in Ukraine:
The Russian Federation yesterday, exclusively for humane purposes, once again took the initiative to officials in Kiev to open 14 humanitarian corridors today from 10 a.m. Moscow time and evacuate civilians and foreign citizens from the cities of Kiev, Chernigov, Sumy, Kharkov, Mariupol - while two corridors, one in the direction of Russia and the second through the territories controlled by the Kiev authorities. And along one humanitarian corridor from the cities of Energodar, Volnovakha, and Izyum - through the territories controlled by the Kiev authorities.
At 2 a.m., the Ukrainian side in its official response agreed on four routes: from Sumy and adjacent settlements in the Poltava direction, from Mariupol to Zaporozhye, from Volnovakha to Pokrovsk, from Izyum to Lozovaya.
At the same time, Kiev continues to categorically prohibit and does not coordinate the departure of the civilian population towards the Russian Federation.
Fully understanding the scale of the humanitarian catastrophe in the blocked settlements, we also agreed with the additional routes proposed by the Ukrainian side. These are corridors from the city of Trostianets and the village of Krasnopolye, Sumy region, in the Poltava direction, as well as from the city of Korosten, Zhytomyr region, to the Chernobyl nuclear power plant area for the passage of a repair crew to the power line damaged by nationalists.
In response to yesterday's statements by the Ukrainian authorities that the promised ceasefire by the Russian Armed Forces is allegedly not being observed, as well as the alleged blocking of motor transport convoys and humanitarian cargo in a number of settlements, we responsibly declare that this is another vile lie and brazen provocation by officials in Kiev.
The checkpoints do indeed carry out inspections of vehicles, but with the sole purpose of preventing sabotage groups and fighters from nationalist battalions, who have realised that further resistance is futile or who have deserted from the battle areas, from entering the liberated territories in the guise of civilians.
In addition, we have reliably established that the nationalists seized buses, including school buses, as well as other vehicles intended for the evacuation of refugees, in order to use them as maneuverable firing points.
Now I have to go back to the ridiculous demand from Ukrainian officials about the mine clearance by the forces of Russian units of the humanitarian route from Mariupol to Zaporozhye. This requirement is impossible, the reason is simple. Mine-explosive devices near Mariupol were installed by nationalists, and are located in the city limits in the zone of their fire impact, and the mined section of the humanitarian corridor road in Zaporozhye passes through territories controlled by territorial defence battalions.
I ask the officials of Ukraine responsible for coordinating humanitarian corridors to deal with the situation directly on the ground and stop making these ridiculous demands to us. I regret to state that the lives of tens of thousands of civilians, including foreigners, now depend on such "professionals" in quotation marks.
Starting at 10 a.m. today, in accordance with the agreements reached on routes initiated by the Russian Federation and additional ones opened at the request of the Ukrainian side, the Russian Armed Forces have declared ceasefire, which is currently being strictly observed.
But at the same time, since 10:19, numerous regroupings of individual units of territorial defence battalions and fire impact on the positions of the Russian Armed Forces, as well as formations of the Lugansk and Donetsk People's Republics, have been noted in almost all directions and close to humanitarian corridors. Thus, the ceasefire is used by nationalists only to improve their positions.
The Ukrainian side in every possible way prevents the evacuation of civilians and foreign citizens intimidated by neo-Nazis by physical violence of people; firstly, no one notifies about the presence of humanitarian corridors, and secondly, those who find out about these corridors cannot physically get there, due to the mass terror organized by the Kiev authorities. And this is evidenced by the order of the Minister of Defence of Ukraine on the categorical prohibition of the exit of civilians from the blocked settlements, primarily towards the Russian Federation.
Only individual citizens and single cars manage to escape from the settlements blocked by the nationalists. During the day, there were 117 such lucky cases; these are the people who escaped to the territory of the Russian Federation by private cars, as well as on foot, knowing the terrain well, along the so-called "partisan trails". As a result, 341 people were able to escape in this way.
Today, at the personal request of the head of the Vatican's diplomatic service, Paul Richard Gallagher, to the leadership of the Russian Federation, unprecedented security measures were taken and a successful humanitarian operation was carried out in the Kiev direction to evacuate orphaned children from an orphanage; 52 children and 23 people from among the accompanying staff were evacuated to a safe place. I note that this effective humanitarian operation was carried out with the assistance of the Ukrainian side.
Currently, we are working closely with Ukrainian representatives to conduct humanitarian operations in three more areas. In the meantime, the Russian Armed Forces have already guaranteed the security of humanitarian convoys:
- from the town of Trostianets with 75 buses to evacuate civilians;
- a humanitarian aid convoy to the city of Energodar;
- from the town of Korosten the movement of a repair team of 15 people to a power line damaged by nationalists.
We hope that these humanitarian operations will also be completed successfully, now in the territories controlled by Kiev. The Russian Armed Forces have already fully fulfilled their humanitarian mission in these areas.
Unfortunately, in other areas, today's operation to open humanitarian corridors has not brought any significant positive results, solely due to the fault of the Kiev authorities once again.
Despite this, we officially declare that humanitarian corridors towards the Russian Federation will be opened unilaterally, without any coordination, every day from 10 o'clock in the morning, and in other directions in agreement with the Ukrainian side. We guarantee total security in territories under the control of the Russian Armed Forces.
We ask the International Committee of the Red Cross and the UN on the ground to work closely with the Ukrainian authorities to inform the Ukrainian population about this Russian initiative.
Unfortunately, the overall humanitarian situation across Ukraine continues to deteriorate.
The Ukrainian authorities, on 9 March, launched a total message to its citizens to immediately arrive at mobilisation points for military service and sanctioned nationalists to use weapons against those who attempt to evacuate to the Russian Federation, threatening to kill relatives left behind on Ukrainian territory.
Representatives of a foreign diaspora, unfortunately for obvious reasons we cannot name which one, but we quote literally: "Please help! Everyone is desperate. People are not allowed out of the city, they are actually being held hostage by the Azov battalion, they are staging provocations, there is a complete lack of authority in the city, and Azov is doing what it wants. I beg you, save the city from this administration. People have had enough of them...".
I am sure that soon the time will come when we will be able to show the world living witnesses of this tragedy; we have everything documented. In addition, in the media, a Ukrainian neo-Nazi named Beryoza announced an all-out hunt for Russian correspondents covering the truthful humanitarian situation in the special military operation zone.
The civilised West and the international organisations led by it remain ignorant of the disastrous humanitarian situation in Ukraine, while ordinary Ukrainians and foreign citizens remain victims of the neo-Nazism that has practically engulfed the Kiev authorities.
Unfortunately, all our requests to international organizations, first and foremost to the International Committee of the Red Cross, to take effective measures to influence the mayors of Ukrainian cities and officials in Kiev to take a full range of measures to prepare for the evacuation of the civilian population, to notify them of the assembly points, to open humanitarian corridors and to form humanitarian columns, remain unheard.
Instead, there is an unending stream of politically motivated lies from the Kiev regime about the humanitarian situation in their own country and the alleged lack of willingness to move through humanitarian corridors into Russian territory.
At the same time, over the past 24 hours alone, 27,439 more Ukrainian civilians and foreigners have contacted the official structures of the Russian Federation and directly the Joint Coordination Headquarters of the Russian Federation for the humanitarian response in Ukraine through various channels with requests to evacuate to Russia.
A total of 2,617,349 people from almost two thousand settlements in Ukraine already registered as evacuees.
Radicals from the territorial defence battalions continue to kill, torture and hold hostage as human shields over 4,500,000 civilians who have expressed a desire to immediately evacuate to safe areas from the nationalists' horrors and atrocities.
Ukrainian neo-Nazis are also keeping more than 7,000 citizens from 21 foreign countries hostage. Our Joint Coordination Staff has already received official requests from them to save their compatriots; but unfortunately, Ukraine does not react in any way to official and non-official requests, including those from international partners.
The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.
Despite these difficulties, since the beginning of the special military operation without the participation of Kiev, we have managed to evacuate more than 187,000 people from dangerous zones of Ukraine, 46,696 of them are children, including 7,457 people per day, of which 1,260 are children. More than 22 thousand units of personal motor transport passed through the checkpoints, including 1,043 over the past day.
More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.
A sufficient number of buses and supporting transport for the transportation of refugees are kept in constant readiness at checkpoints and temporary accommodation places.
Checkpoints are equipped with everything necessary for temporary stay, hot meals are provided, mobile medical centers are deployed, logistics for departure to the regions of Russia to selected places of temporary stay is organized; and for foreign citizens, their delivery to their homeland is provided. Mobile medical centers have been deployed, and a supply of medications has been created.
The Russian side is creating all the necessary conditions for a peaceful and safe life in the territories of Ukraine liberated from neo-Nazis, as well as in the Lugansk and Donetsk People's Republics, and ensuring unhindered access of the population to humanitarian aid.
Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid.
1,421 tons of humanitarian cargo have already been delivered to Ukraine, 186 humanitarian actions have been carried out, including 18 actions in Chernigov, Zaporozhye and Kharkov regions, as well as in Donetsk and Lugansk People's Republics, during which 34 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.
Today, 25 humanitarian actions are being carried out in the Chernigov, Kherson and Kharkov regions, as well as in the Lugansk and Donetsk People's Republics, during which 250 tons of basic necessities, medicines and food are being transferred to the population.

Emergency statement of the Joint Coordination Headquarters for Humanitarian Response in Ukraine:
Despite constant disruptions by the Ukrainian side of humanitarian operations to evacuate civilians and foreign citizens forcibly held by nationalists in a number of settlements, and also taking into account the deteriorating humanitarian situation on the territory of Ukraine, in order to ensure the safety of civilians:
From 10:00 a.m. (Moscow time) on March 11, 2022, the Russian Federation declares cease-fire and is ready to provide humanitarian corridors (safety of passage of people, as well as the passage of bus columns and civil road transport):
- from Kiev and adjacent settlements to the Russian Federation through the territory of the Republic of Belarus to Gomel city with delivery by air to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;
- from Chernigov through the territory of the Republic of Belarus to Gomel with delivery by air transport to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;
- from Sumy by two routes to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, in the southern direction to Poltava - in agreement with the Ukrainian side;
- from Kharkov to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, to Lvov, Uzhgorod, Ivano-Frankivsk - in agreement with the Ukrainian side;
- from Mariupol by two routes to the territory of the Russian Federation to Rostov-on-Don through Novoazovsk and Taganrog cities, then by air, rail and road transport to selected destinations or temporary accommodation;
- from other settlements - in agreement with the Ukrainian side.
We draw attention of the Ukrainian side to the fact that we have discovered that during humanitarian operations on March 10, 2022, on routes from Trostyanets in the direction of Poltava, as well as from Zaporozhye to Energodar, some of the regular bus drivers of humanitarian convoys were replaced by Ukrainian Security Service officers who, during the movement, carried out reconnaissance and recorded information about the location of units of the Russian Armed Forces. At the same time, from Energodar and Sumy cities, these persons attempted to transmit reconnaissance information, which, thanks to the prompt measures taken by the units of the Russian Armed Forces, was stopped.
We consider these facts unacceptable. We warn the Ukrainian side that in the future, humanitarian convoys will be allowed to pass only after advance provision of lists of transport and officials accompanying humanitarian convoys, including drivers, in the following form: serial number, vehicle brand, registration number, full name, passport number, citizenship; for drivers - driver's license number indicating the permitted categories of vehicles. In order to prevent provocations, the submission of these documents, starting from March 11, 2022, becomes mandatory.
Please note that in order to exclude the collection of reconnaissance data on the location of units of the Russian Armed Forces, each column will be checked for the presence of means of communication. Only representatives of the International Committee of the Red Cross are allowed to have mobile phones and other means of communication, other officials are prohibited from any technical means of communication, if any are found, they are subject to seizure.
This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk), which proposed to coordinate the specified routes and the start time of humanitarian corridors, by 03:00 a.m. (Moscow time) on March 11, 2022. For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:00 a.m. (Moscow time) on March 11, 2022, we will organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out of the evacuation of civilians and foreign citizens.

The grouping of troops of the Donetsk People's Republic liberated Volnovakha city. Olginka, Velika-Anadol, and Zeleny Gai settlements were also taken under their control. The advance was up to 6 kilometers.
The units of the People's Militia of the Donetsk Republic continued to narrow the encirclement in Mariupol. The total advance from the eastern, northern and western directions was up to 800 meters.

On the morning of March 11, high-precision long-range weapons attacked Ukraine's military infrastructure. The military airfields in Lutsk and Ivano-Frankivsk were disabled.

Meeting of the Joint Coordination Headquarters for Humanitarian Response in Ukraine:
In accordance with its commitments and exclusively for humanitarian purposes, the Russian Federation has opened ten humanitarian corridors from 10 a.m. Moscow time today to evacuate civilians and foreign citizens from Kiev, Chernihiv, Sumy, Kharkiv and Mariupol cities, including one humanitarian corridor from each city to the Russian Federation, as well as one through the territories controlled by the Kiev authorities to the west, to Poland, Moldova and Romania.
Of the ten routes we proposed, the Ukrainian side agreed on only two - on Kiev and Mariupol directions. At the same time, once again not a single humanitarian corridor to the Russian Federation. At the same time, the Kiev authorities additionally announced four more routes from Izyum, Energodar, Volnovakha and in the Zhytomyr direction. For humane purposes, we agreed with them.
Officials in Kiev, as before, continue to reject humanitarian corridors towards Russia, arguing that there are simply no civilians and foreign citizens who want to go to the territory of the Russian Federation. We have already talked about this - it is a lie and a cynical deception. At the same time, the results of daily monitoring show the opposite – 23,127 more people have taken refuge in the Russian Federation from the horrors and arbitrariness staged by nationalists in the last 24 hours alone, and there are already 2,619,026 of them from almost 2,000 settlements of Ukraine.
And this is not just statistics, it is the fate of people, their hopes for the end of the daily nightmare, despair from the hopelessness of the situation. The Kiev authorities have legalized crimes against humanity, ignored numerous cases of looting, robbery, banditry, and sanctioned the use of weapons by nationalists against the civilian population, including women and children.
Another provocation of nationalists was recorded in Kharkov, where, in order to conceal research on nuclear topics, militants of territorial defence battalions blew up one of the buildings of the Physics and Technology Institute on Akademicheskaya Street. Up to 50 employees of the institution can be under the rubble.
In addition, in the same city, in the basement of an art school on Yesenin Street, militants hide the bodies of civilians killed during a punitive operation against persons who did not support the criminal Kiev regime.
In Sumy, nationalists conduct raids on private households, during which, under threat of physical violence and murder, forcibly seize food, fuel, equipment, as well as personal cars from people.
The Kiev authorities have banned the mayors of cities from any contacts with the Russian side, including on the organization of humanitarian corridors. All those who disagree are simply shot.
Taking into account our responsibility for the humanitarian component and ensuring the safety of the exit of civilians and foreign citizens forcibly held by nationalists in the blocked settlements, from 10 a.m., by means of objective control, including unmanned aerial vehicles, intensive monitoring of the situation on humanitarian routes is being conducted.
The results of objective control again show that the ceasefire is actively used to intensively regroup units of the Armed Forces of Ukraine and national battalions in defensive positions, as well as to move weapons and military equipment to more advantageous positions.
Despite this, 34,555 people, including 3,562 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 223,000 people have been evacuated since the beginning of the special military operation, 50,258 of them children. The state border of the Russian Federation was crossed by 23,253 vehicles, of which 1,249 over the past day.
In addition, today, the Russian Armed Forces ensured the safety of the movement of a humanitarian convoy from Energodar city to Zaporozhye, consisting of 13 buses, 130 private cars with 957 refugees; and also managed to evacuate more than 62,000 refugees from Sumy in Poltava direction within a day.
As for the statement of the President of Ukraine about the impossibility of evacuation from Volnovakha and Mariupol, we explain: The variant of evacuation from Volnovakha proposed by the Ukrainian side, due to ignorance of the true situation on the ground, once again puts officials in Kiev in an absurd position, since this locality is currently completely controlled by the units of the People's Militia of the Donetsk People's Republic, who are already building a peaceful life in Volnovakha. Appropriate humanitarian measures are being carried out with the population, and none of the residents are going to leave their homes.
About the situation in Mariupol: The city is blocked, all bridges and approaches to the city are destroyed, the main roads are mined by nationalists, and armed men walk through the streets, open fire indiscriminately, thereby forcing the civilian population to stay in their homes. Attempts of the sappers of Donetsk People's Republic to demine the approaches to Mariupol have not been successful, as the nationalists are firing at them intensively from various types of weapons.
Unfortunately, due to the fault of the Ukrainian side, the evacuation from Izyum to Lozovaya failed. This is the route and the humanitarian corridor that the Kiev authorities themselves offered us. Traffic routes are mined, sections of the road are fired from small arms and mortars by units of the territorial defence of Ukraine on the approaches to Lozovaya.
To date, more than 7,000 from 21 foreign countries remain hostage to Ukrainian neo-Nazis, whom the nationalists continue to hold as "human shield". The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.
Please note that by the decision of the Minister of Science and Higher Education of the Russian Federation, foreign students evacuated from the territory of Ukraine will be able to continue their studies at Russian universities according to quotas for foreign students. To this end, the Ministry of Education and Science of Russia is already preparing notes to the embassies of the relevant foreign states.
In addition, foreign partners express particular concern about the lack of the possibility of safe passage of ships from the ports of Ukraine due to the high mine danger created by the Kiev authorities in their internal waters and territorial sea, as well as possible provocations by the Armed Forces of Ukraine, including shelling of ships from the shore. Currently, there are more than 50 foreign vessels in Ukrainian ports, crewed by foreign citizens of Azerbaijan, Greece, Georgia, Egypt, India, Lebanon, Syria, Turkey, the Philippines, Jamaica and a number of others. Ukraine's actions to create a mine danger violate the provisions of international humanitarian law in terms of mine installations that threaten the safety of civilian vessels of third States. The concern of the Russian side in this regard was stated on March 10 at an extraordinary session of the Council of the International Maritime Organization, which is a specialized agency of the United Nations. We call on the Ukrainian side to strictly comply with the norms of international humanitarian law and ensure the safe exit of foreign vessels from Ukrainian ports and the territorial sea.
We emphasize once again that the Russian Armed Forces do not pose a danger to navigation in the Azov, Black Seas, as well as other areas of the World Ocean.

During the day, aviation and military air defence shot down 3 unmanned aerial vehicles, including 2 Bayraktar TB-2. In accordance with its commitments and exclusively for humanitarian purposes, the Russian Federation has opened ten humanitarian corridors from 10 a.m. Moscow time today to evacuate civilians and foreign citizens from Kiev, Chernihiv, Sumy, Kharkiv and Mariupol cities, including one humanitarian corridor from each city to the Russian Federation, as well as one through the territories controlled by the Kiev authorities to the west, to Poland, Moldova and Romania.
Of the ten routes we proposed, the Ukrainian side agreed on only two - on Kiev and Mariupol directions. At the same time, once again not a single humanitarian corridor to the Russian Federation. At the same time, the Kiev authorities additionally announced four more routes from Izyum, Energodar, Volnovakha and in the Zhytomyr direction. For humane purposes, we agreed with them.
Officials in Kiev, as before, continue to reject humanitarian corridors towards Russia, arguing that there are simply no civilians and foreign citizens who want to go to the territory of the Russian Federation. We have already talked about this - it is a lie and a cynical deception. At the same time, the results of daily monitoring show the opposite – 23,127 more people have taken refuge in the Russian Federation from the horrors and arbitrariness staged by nationalists in the last 24 hours alone, and there are already 2,619,026 of them from almost 2,000 settlements of Ukraine.
And this is not just statistics, it is the fate of people, their hopes for the end of the daily nightmare, despair from the hopelessness of the situation. The Kiev authorities have legalized crimes against humanity, ignored numerous cases of looting, robbery, banditry, and sanctioned the use of weapons by nationalists against the civilian population, including women and children.
Another provocation of nationalists was recorded in Kharkov, where, in order to conceal research on nuclear topics, militants of territorial defence battalions blew up one of the buildings of the Physics and Technology Institute on Akademicheskaya Street. Up to 50 employees of the institution can be under the rubble.
In addition, in the same city, in the basement of an art school on Yesenin Street, militants hide the bodies of civilians killed during a punitive operation against persons who did not support the criminal Kiev regime.
In Sumy, nationalists conduct raids on private households, during which, under threat of physical violence and murder, forcibly seize food, fuel, equipment, as well as personal cars from people.
The Kiev authorities have banned the mayors of cities from any contacts with the Russian side, including on the organization of humanitarian corridors. All those who disagree are simply shot.
Taking into account our responsibility for the humanitarian component and ensuring the safety of the exit of civilians and foreign citizens forcibly held by nationalists in the blocked settlements, from 10 a.m., by means of objective control, including unmanned aerial vehicles, intensive monitoring of the situation on humanitarian routes is being conducted.
The results of objective control again show that the ceasefire is actively used to intensively regroup units of the Armed Forces of Ukraine and national battalions in defensive positions, as well as to move weapons and military equipment to more advantageous positions.
Despite this, 34,555 people, including 3,562 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 223,000 people have been evacuated since the beginning of the special military operation, 50,258 of them children. The state border of the Russian Federation was crossed by 23,253 vehicles, of which 1,249 over the past day.
In addition, today, the Russian Armed Forces ensured the safety of the movement of a humanitarian convoy from Energodar city to Zaporozhye, consisting of 13 buses, 130 private cars with 957 refugees; and also managed to evacuate more than 62,000 refugees from Sumy in Poltava direction within a day.

Unfortunately, due to the fault of the Ukrainian side, the evacuation from Izyum to Lozovaya failed. This is the route and the humanitarian corridor that the Kiev authorities themselves offered us. Traffic routes are mined, sections of the road are fired from small arms and mortars by units of the territorial defence of Ukraine on the approaches to Lozovaya.
To date, more than 7,000 from 21 foreign countries remain hostage to Ukrainian neo-Nazis, whom the nationalists continue to hold as "human shield". The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.
Please note that by the decision of the Minister of Science and Higher Education of the Russian Federation, foreign students evacuated from the territory of Ukraine will be able to continue their studies at Russian universities according to quotas for foreign students. To this end, the Ministry of Education and Science of Russia is already preparing notes to the embassies of the relevant foreign states.

More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.
A sufficient number of buses and supporting transport for the transportation of refugees are kept in constant readiness at checkpoints and temporary accommodation places. They are equipped with everything necessary for a temporary stay, hot meals are provided, mobile medical centres are deployed.
Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid.

Unfortunately, the humanitarian situation in Ukraine continues to deteriorate rapidly; and in some cities, it is catastrophic.
Armed formations of nationalists are mining residential areas, destroying bridges and roads, destroying life support facilities. As a result of these criminal and treacherous actions of the Ukrainian authorities, primarily in relation to their own people, the civilian population is forced to survive in inhumane conditions: without heat, electricity, water supply, food and medication. People are on the verge of despair; and officials in Kiev, knowing the true state of affairs on "earth", continues cynically, through the Ukrainian media, to claim that these are the results of actions of the Russian Armed Forces, while all these outrages – mining, explosions, equipment of firing points in residential areas, hospitals, schools, kindergartens, are happening in front of witnesses who will sooner or later tell the world the whole truth about this tragedy. In this lie, the Kiev authorities force people to stay around the clock.
The most difficult humanitarian situation has developed in Mariupol. Hundreds of thousands of people, including foreigners, are forcibly detained by nationalists who, threatening physical violence, stop any attempts to leave the city.
Today from 10 a.m., the Russian Federation has already provided humanitarian corridors for the eighth time in Kiev, Chernigov, Sumy, Kharkov and Mariupol directions, along one humanitarian corridor to the Russian Federation, and one more through the territories controlled by the Kiev authorities towards the western borders of Ukraine. Of the ten routes we proposed, the Ukrainian side added one more - in Zhytomyr direction.
At the same time, not a single humanitarian corridor to the Russian Federation has been officially confirmed by Kiev again, which once again proves the indifference of the current government to its own people. Officials in Kiev, as before, continue to insist that there are no civilians and foreign citizens who want to go to the territory of the Russian Federation. But the daily increase in the number of appeals received through various communication channels from citizens of Ukraine, as well as foreigners with requests for evacuation, suggests the opposite. Only over the past day, 19,963 such appeals were recorded, and there are already 2,638,989 of them with specific surnames and addresses from almost 2,000 settlements in Ukraine.
After we started releasing these statistics to the public, we reliably established that the Security Service of Ukraine units received instructions to detect all calls around the clock, conduct mass total inspections, detentions and arrests, searches and interrogations. People are constantly forced to make excuses for their desire to receive protection in Russia.
We are now forced to instruct all those who contact us to immediately destroy all possible contacts, outgoing calls and messages that may allow even the slightest suspicion of them in communication with our coordination headquarters, as well as other organizations and departments of the Russian Federation.
Here is one of today's appeals: "I ask you to save my sister with two young children. They are located in Kiev. The route of the humanitarian corridor Kiev - Chernobyl is unsafe. The militants do not let them go. Chats with my sister in messengers and information about the provided corridors are blocked by the Ukrainian special services. My sister does not want to travel to the West of Ukraine and further to Poland and receive refugee status. Please help me." I consider comments here superfluous.
And at the same time, representatives of the Western, so-called "civilized world", continue to deny the existence of neo-Nazism in Ukraine. But objective facts show a completely different picture.
The current government deliberately and criminally legalized the uncontrolled and unpunished use of firearms by citizens on the territory of Ukraine, actually issuing "licenses for murder" in quotation marks, which has already led to countless facts of looting, robbery, banditry and the death of civilians.
We are forced to state that the law enforcement and judicial systems of Ukraine are paralyzed and no longer perform their functions. Pre-trial investigations with the participation of competent authorities are not carried out, the courts have ceased their activities, and sentences are passed by those who have weapons in their hands. Local police officers are afraid to conduct paperwork on any criminal offenses and administrative offenses, as they have actually become "targets" for thousands of bandits released by the official Kiev authorities from places of detention. This is happening right now.
Today in Mariupol, armed gangs of neo-Nazis staged another so-called "looting raid" on residential buildings, during which, under threat of physical violence, they took the last food, clothing and valuables from civilians, and those who showed the slightest resistance were shot on the spot.
Despite the full compliance of the ceasefire by the Armed Forces of the Russian Federation, the Ukrainian side continues to cynically violate the agreements reached on the opening of humanitarian corridors towards Russia. Notification of the population in Kiev, Chernigov, Kharkov, Sumy and Mariupol cities was simply not carried out. At the same time, in Mariupol, the nationalists not only did not stop shooting, but from 9:30 a.m. today, by means of objective control, including the use of unmanned aerial vehicles, an increase in its intensity was recorded in the direction of humanitarian corridors. Only individual citizens manage to escape from the blocked settlements by private cars.
Also, we have reliably established today that neo-Nazis detained all civilians, about 450 people, who tried to travel north from the Sumy region through Sudzha city to Kursk region of the Russian Federation, personal cars were seized, and civilians were simply sent in the opposite direction.
Despite this, 9,787 people, including 1,738 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 231,000 people have been evacuated since the beginning of the special military operation, 51,996 of them children. The state border of the Russian Federation was crossed by 24,168 vehicles, of which 915 over the past day.
In addition, today, thanks to the unprecedented security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 8,730 citizens traveling by buses and private cars in Poltava direction.
At the same time, it should be noted that the local authorities did not take any attempts to organize these columns. Desperate people themselves gathered in groups, but realizing the impossibility of the nationalists blocking the exits towards Russia, they were forced to leave in any possible directions.
Currently, a humanitarian operation is being completed to evacuate 130 foreign citizens in Kherson direction. They are delivered through the Crimea to Novorossiysk for subsequent departure to their homeland.
Metropolitan Luka of Zaporizhia and Melitopol addressed the leadership of the Russian Federation yesterday, announcing his readiness to take out part of the civilian population and foreign citizens out of Mariupol on 50 buses. The formations of the Donetsk People's Republic planned an evacuation operation, but despite the agreements with the commanders of territorial defence battalions, according to the cleric, the intense shelling of the humanitarian convoy from small arms and mortars by the nationalists disrupted this next opportunity for civilians to escape from the city controlled by the militants.
Today, all our attempts through officials in Kiev to force the militants in Mariupol to let a convoy of buses pass for the civilian population also failed.
More than 6,900 citizens from 16 foreign countries, as well as the crews of more than 50 foreign vessels that are blocked in seaports due to the high mine danger created by Ukraine, in violation of international humanitarian law, in Azov and Black Seas, continue to be held hostage by Ukrainian neo-Nazis as a "human shield". But the daily increase in the number of appeals received through various communication channels from citizens of Ukraine, as well as foreigners with requests for evacuation, suggests the opposite. Only over the past day, 19,963 such appeals were recorded, and there are already 2,638,989 of them with specific surnames and addresses from almost 2,000 settlements in Ukraine.
After we started releasing these statistics to the public, we reliably established that the Security Service of Ukraine units received instructions to detect all calls around the clock, conduct mass total inspections, detentions and arrests, searches and interrogations. Here is one of today's appeals: "I ask you to save my sister with two young children. They are located in Kiev. The route of the humanitarian corridor Kiev - Chernobyl is unsafe. The militants do not let them go. Chats with my sister in messengers and information about the provided corridors are blocked by the Ukrainian special services. My sister does not want to travel to the West of Ukraine and further to Poland and receive refugee status. Please help me." I consider comments here superfluous.
And at the same time, representatives of the Western, so-called "civilized world", continue to deny the existence of neo-Nazism in Ukraine. But objective facts show a completely different picture.
The current government deliberately and criminally legalized the uncontrolled and unpunished use of firearms by citizens on the territory of Ukraine, actually issuing "licenses for murder" in quotation marks, which has already led to countless facts of looting, robbery, banditry and the death of civilians.
We are forced to state that the law enforcement and judicial systems of Ukraine are paralyzed and no longer perform their functions. Pre-trial investigations with the participation of competent authorities are not carried out, the courts have ceased their activities, and sentences are passed by those who have weapons in their hands. Local police officers are afraid to conduct paperwork on any criminal offenses and administrative offenses, as they have actually become "targets" for thousands of bandits released by the official Kiev authorities from places of detention. This is happening right now.
Today in Mariupol, armed gangs of neo-Nazis staged another so-called "looting raid" on residential buildings, during which, under threat of physical violence, they took the last food, clothing and valuables from civilians, and those who showed the slightest resistance were shot on the spot.
Despite the full compliance of the ceasefire by the Armed Forces of the Russian Federation, the Ukrainian side continues to cynically violate the agreements reached on the opening of humanitarian corridors towards Russia. Notification of the population in Kiev, Chernigov, Kharkov, Sumy and Mariupol cities was simply not carried out. At the same time, in Mariupol, the nationalists not only did not stop shooting, but from 9:30 a.m. today, by means of objective control, including the use of unmanned aerial vehicles, an increase in its intensity was recorded in the direction of humanitarian corridors. Only individual citizens manage to escape from the blocked settlements by private cars.
Also, we have reliably established today that neo-Nazis detained all civilians, about 450 people, who tried to travel north from the Sumy region through Sudzha city to Kursk region of the Russian Federation, personal cars were seized, and civilians were simply sent in the opposite direction.
Despite this, 9,787 people, including 1,738 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and more than 231,000 people have been evacuated since the beginning of the special military operation, 51,996 of them children. The state border of the Russian Federation was crossed by 24,168 vehicles, of which 915 over the past day.
In addition, today, thanks to the unprecedented security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 8,730 citizens traveling by buses and private cars in Poltava direction.

The shelling of the city was carried out from the north-western direction, from the area of Krasnoarmeysk settlement, which is controlled by Ukrainian nationalist units. As a result of the explosion of a cluster warhead in the center of Donetsk, 20 civilians were killed. Another 28 people, including children, were seriously injured and taken to medical institutions.
The use of such weapons on a town with no armed forces firing positions, i.e. deliberately targeting civilians, is a war crime. The armament of Tochka-U missile warhead with cluster ammunition proves that the purpose of the nationalists' strike on the city was to kill as many civilians as possible.
I would like to draw your attention to the fact that the decision to use this type of missile weapons is made, at least, by the command of the Ukrainian grouping of troops, after approval by the leadership of the Armed Forces of Ukraine in Kiev. All this once again confirms the Nazi and anti-human nature of the ruling regime in Ukraine today.

Unfortunately, the humanitarian situation in Ukraine continues to deteriorate rapidly, and in some cities it has become critical.
Mariupol has been in an extremely difficult situation for a long time. Today, as a result of effective actions, the formations of the Donetsk People's Republic, with the support of units of the Russian Armed Forces, have surgically destroyed almost all firing points equipped by neo-Nazis in the suburban areas of Mariupol. In large cities such as Kharkov, Odessa and Nikolaev, men aged 18 to 60, under threat of physical violence against their family members, are forcibly recruited by members of nationalist formations into territorial defence battalions. Residents are intimidated, but forced to agree.
Let me remind you that historically, a significant part of the population of Ukraine has always advocated good relations with Russia. According to statistics, this is more than 15 million people who still maintain strong ties with the Russian Federation, where their relatives and friends live. First of all, these are Zaporozhye, Dnepropetrovsk, Chernigov, Kharkov, Kherson, Nikolaev, Odessa, Poltava, Sumy, Kirovograd, Cherkasy, Kiev and Zhytomyr regions.

At the same time, the Kiev authorities demonstrate complete indifference to these people and willingness to sacrifice them for the sake of nationalist interests, forcing them to stay in their homes and allowing evacuation only to the western regions of Ukraine or neighboring European countries, but not to Russia.
Daily monitoring of the received appeals shows that 12,247 people have expressed a desire to escape from the horrors and arbitrariness staged by the nationalists – namely to Russia and Belarus, and not to the West – just over the past day, and there are already 2,665,822 of them in our database with specific surnames and addresses from almost 2,000 settlements of Ukraine. That's a huge number. Behind each figure is a specific person, his pain, suffering, horror, and often a crippled psyche and undermined health. But on the other hand, it is also the hope of liberation from shocks, the desire for freedom of speech, thought, conscience and religion, the opportunity to speak freely in Russian, for many their native language, without looking back at the followers of Nazism, ready to shoot them in the back.
I quote one of the many appeals received today: "My father is in Kirovograd. I beg you, I pray, to evacuate Kirovograd residents accompanied by Russian servicemen; because when citizens evacuate on their own, they may die from the executions of looters or the authorities of Ukraine. The steps of the Kiev authorities, which have legitimized, in violation of all conceivable canons of humanitarian law, the possibility of uncontrolled and unpunished use of weapons by nationalists, provoking looting, banditry and violence against their people, civilians who are not capable of adequately countering such inhumane acts, also look like outright mockery of their citizens. Any attempts to resist the militants lead to irreparable consequences, up to the murder of dissenters.
A monstrous act of cruelty against the civilian population was committed by Ukrainian nationalists in Donetsk today. As a result of a missile strike on a densely populated area in the city center, 20 civilians were killed, 28 people were injured, one of them a child. This is another evidence of the inhumane attitude of the criminal Ukrainian authorities towards the civilian population.
Despite all this, with difficulty, but with the observance of all necessary security measures, we manage to save thousands of lives of civilians and foreign citizens every day.

The Armed Forces of the Russian Federation took full control of the entire territory of Kherson region.
The grouping of troops of the Donetsk People's Republic, continuing offensive, broke through the defence of Ukrainian nationalists and took control of Panteleimonovka and reached Verkhnetoretskoye - Novoselovka-2 line.
In total, over the past day, aviation and air defence of the Russian Aerospace Forces shot down 16 air targets: 1 Su-24 and Su-25 aircraft of the Ukrainian Air Force, 1 Mi-8 helicopter and 13 Ukrainian unmanned aerial vehicles, including 6 Bayraktar TB-2. Since yesterday, the Russian Federation has been conducting an unprecedented humanitarian operation in Mariupol. At the same time, the civilians rescued yesterday and today confirm all the previously made assumptions about the nightmare and horrors that took place in this city.
The Ukrainian nationalists mined all the approaches to the city, blew up bridges, residential quarters of Mariupol, kindergartens and schools, medical institutions and other civilian infrastructure facilities were turned into strong points, ammunition depots, firing points, and Mariupol residents themselves were used as a human shield. At the same time, under the threat of death, all able-bodied residents were driven to the equipment of barricades, trenches and other engineering structures.
The inhumanity and ruthlessness of the agonizing Ukrainian neo-Nazis towards their own civilian population is fully confirmed by the so–called "festung" concept they borrowed from the fascists - "fortress cities". The special tragedy of such tactics lies in the fact that the Nazis created all conditions for the mass destruction of civilians in order not to leave a single living witness to their monstrous crimes.
In addition, nationalist battalions and units of the Armed Forces of Ukraine have disabled life support systems, housing, social and administrative infrastructure of the city, individual buildings and structures have actually been wiped off the face of the earth, shops have been looted, monuments and objects of historical heritage have been desecrated and cannot be restored. All our previous appeals with persistent and diplomatic appeals to the Kiev authorities to allow the civilian population to go to safe areas were completely ignored.
Despite the complete unwillingness of officials in Kiev to protect the civilian population from terrorist attacks by crazed nationalists, as well as the complexity of the situation, aggravated by the actions of disparate armed gangs, the Russian Federation continues to fully fulfill its humanitarian obligations.

Exclusively for humane purposes, Russian servicemen not only do not hinder, but also urge Ukrainians to use any convenient ways for them to get to safe places, including those routes that pass through the territories controlled by Kiev.
Kiev authorities, on the contrary, continue to force people to stay in their homes and allow evacuation only to the western regions of Ukraine or neighboring European countries, deliberately not notifying the civilian population about the possibility of evacuation to the Russian Federation.
Western countries, as well as international organizations such as the United Nations, the OSCE, the International Committee of the Red Cross and other human rights organizations continue to hush up the horrific facts of missile and artillery strikes on densely populated areas of Donetsk. They don't know the current situation, so they distract relevant departments of the Russian Federation by various and multiple requests to ensure the safe evacuation of civilians from territories controlled by the Armed Forces of Ukraine, and not by the Russian Armed Forces.
In the conditions of the growing humanitarian crisis, a significant part of the population forcibly held by radicals in Ukrainian cities and used by them as a "human shield" is looking for the possibility of evacuation only to Russia, without considering options for exit to Western states, as evidenced by the next multimillion appeals of citizens to the Russian side. According to the results of daily monitoring, it was found that 11,412 more such requests were received only over the past day, and there are already 2,678,069 of them in our database with specific surnames and addresses from almost 2,000 settlements of Ukraine. And this is not just statistics, these are the fates of ordinary people, their hopes for an early end to the daily nightmare, despair at the hopelessness of the situation and the uselessness of their country, whose authorities have legitimized crimes against humanity with their criminal decisions, ignore numerous cases of looting, robbery, banditry, sanctioned the use of weapons by nationalists against the civilian population, including women and children.
I quote another one of the thousands of appeals received today: "I ask for help in the evacuation of my family along the humanitarian corridor: my wife, Svetlana, her brother and 82-year-old father, who are now in Dnepr city. They are asking for evacuation to Russia. Please help them use the humanitarian corridor. They are very scared, exhausted and can't even go down to the shelter. They will die. Please help." End quote.
Despite this, 11,372 people, including 1,873 children, were evacuated from the dangerous zones of various regions of Ukraine, as well as the Lugansk and Donetsk people's republics, during the day without the participation of the Ukrainian side, and 258,791 people have been evacuated since the beginning of the special military operation, 56,180 of them children. The state border of the Russian Federation was crossed by 29,291 personal vehicles including 1,368 over the past day.
Over the past day, thanks to the security measures taken by the Russian Armed Forces, it was possible to provide humanitarian corridors and evacuate 36,721 citizens traveling by buses and personal cars from various settlements to the western regions of Ukraine in Zhytomir, Lugansk, Donetsk and Mariupol directions.
7,070 citizens from 22 foreign countries, as well as the crews of more than 70 foreign vessels blocked in the seaports of Ukraine, continue to be held hostage by the militants of the territorial defence battalions. The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies. At the same time, the Ukrainian authorities still do not respond to the appeals of foreign states for the rescue of compatriots in distress.
More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.
More than 18,500 tons of basic necessities, food and medicines have been prepared at the collection points.
At the same time, the Russian side is creating the necessary conditions for a peaceful and safe life in all the liberated territories, ensuring unimpeded access of the population to any humanitarian aid.
2,709 tons of humanitarian cargo have already been delivered to the settlements of Kiev, Sumy, Chernigov, Zaporozhye, Kharkov, Kherson regions, as well as Lugansk and Donetsk people's republics during the 334 humanitarian actions, including 28 actions carried out over the past day, when 544 tons of basic necessities and food were transferred to the civilian population of the liberated areas.

The grouping of troops of the Donetsk People's Republic, continuing offensive, broke through the defence of Ukrainian nationalists and took control of Panteleimonovka and reached Verkhnetoretskoye - Novoselovka-2 line.

Since yesterday, the Russian Federation has been conducting an unprecedented humanitarian operation in Mariupol. At the same time, the civilians rescued yesterday and today confirm all the previously made assumptions about the nightmare and horrors that took place in this city.
The Ukrainian nationalists mined all the approaches to the city, blew up bridges, residential quarters of Mariupol, kindergartens and schools, medical institutions and other civilian infrastructure facilities were turned into strong points, ammunition depots, firing points, and Mariupol residents themselves were used as a human shield. At the same time, under the threat of death, all able-bodied residents were driven to the equipment of barricades, trenches and other engineering structures.
The inhumanity and ruthlessness of the agonizing Ukrainian neo-Nazis towards their own civilian population is fully confirmed by the so–called "festung" concept they borrowed from the fascists - "fortress cities". The special tragedy of such tactics lies in the fact that the Nazis created all conditions for the mass destruction of civilians in order not to leave a single living witness to their monstrous crimes.
In addition, nationalist battalions and units of the Armed Forces of Ukraine have disabled life support systems, housing, social and administrative infrastructure of the city, individual buildings and structures have actually been wiped off the face of the earth, shops have been looted, monuments and objects of historical heritage have been desecrated and cannot be restored. Units of the Donetsk People's Republic, developing the offensive, took control of Mikhaylovka, Stavka, Botmanka, Vasilevka and are fighting for Verkhnetoretsk.

On the morning of March 16, high-precision long-range weapons attacked Ukraine's military infrastructure. As a result of the strike, communication, retransmission and switching hubs were disabled in Vinnytsa.
During the day, aviation and air defence of the Russian Aerospace Forces shot down 1 Ukrainian Mi-24 helicopter Sarany, as well as 6 unmanned aerial vehicles. Operational-tactical and army aviation hit 34 military assets of the Ukrainian Armed Forces. Among them: 1 multiple launch rocket system, 3 command posts, 1 electronic warfare station, 7 ammunition depots and 19 areas of military equipment concentration.
In total, 180 aircraft and helicopters, 166 unmanned aerial vehicles, 1,367 tanks and other armored combat vehicles, 132 multiple launch rocket systems, 502 field artillery and mortars, as well as 1,156 units of special military vehicles of the Armed Forces of Ukraine were destroyed during the operation.
We know for sure that with the support of Western countries, the Ukrainian Security Service is preparing a provocation with the use of toxic substances against civilians. The purpose of the provocation is to accuse Russia of using chemical weapons against the population of Ukraine.
I want to officially state that the units of the Russian Armed Forces involved in the special military operation do not have chemical munitions. The Russian Federation, unlike the United States, has long fulfilled its international obligations by completely destroying all chemical weapons stockpiles.
To prevent any provocations of Ukrainian nationalists with toxic substances, Russian servicemen in the liberated territory take dangerous objects under control and ensure their safety.
I will add that among the combat documentation captured by us in the 4th brigade of the Ukrainian National Guard, there is a detailed map of the territory of Ukraine with objects and types of toxic substances stored on it. Therefore, any attempt of Ukrainian Security Service provocation with the use of toxic substances will be revealed.
We have repeatedly mentioned facts about the atrocities of nationalists terrorizing civilians for any disobedience or attempts to leave settlements.
Today, footage of civilians killed in Chernihov, who were supposedly "shot by Russian servicemen," was circulated on all propaganda resources of the Kiev regime. It was stated that all victims were allegedly queuing for bread.
I would like to stress the absence of Russian servicemen in Chernihov. All units of the Russian Armed Forces are outside Chernihov, blocking roads, and are not conducting any offensive actions on the city.
There are no traces of ammunition explosions on the video footage replicated by Ukrainian propagandists. All windows in nearby buildings are intact. There is no damage to the walls, there are no other traces of an explosion on the ground.
Thus, all the dead people - victims of the terror of Ukrainian nationalists on these video footage - are another stage of the Security Service of Ukraine. We would like to draw your attention to the fact that simultaneously with Ukrainian Internet resources, this fake was published on the official pages of the US Embassy in Ukraine on social networks without any verification and obtaining evidence.
At the same time, the embassy itself, as you know, has already been relocated from Kiev to Lvov. And it does not notice how Russian servicemen deliver and distribute hundreds of tons of humanitarian aid to residents of Chernihov region in settlements liberated from nationalists.

The Russian Ministry of Defense denies the allegations of the Kiev regime of allegedly imposing an airstrike on the building of a dramatic theater in Mariupol, where civilians could have been held hostage.
On the day of March 16, the Russian aviation did not perform any tasks related to imposing strikes on ground targets in the city line of Mariupol.
According to credible data, militants of the nationalist battalion "Azov" carried out a new bloody provocation by blowing up the theater building they mined.
Previously, according to refugees who had gotten out of Mariupol, it was known that in the theater building, the Azov battalion Nazis could hold civilians hostage, using the upper floors as firing points.

The humanitarian situation in Ukraine continues to deteriorate, and in some cities, where gangs of nationalists and criminals are operating with the full connivance of officials in Kiev, it has already become catastrophic.
The Russian Federation continues its purposeful and coordinated work to evacuate civilians and foreign citizens to safe areas, and also implements a set of measures to restore peaceful life in the territories of Ukraine liberated from neo-nationalists.
The humanitarian operation continues in Mariupol. During the day, 31,367 civilians, including 89 foreigners, were safely evacuated from the unblocked city along humanitarian corridors. These are 71 OSCE representatives, 9 Greek citizens and 9 Pakistani citizens. Of the more than 31,000 Ukrainian civilians evacuated, only 36 went to settlements in Kiev-controlled areas in Dnepropetrovsk region, while 99% of those rescued wished to go to Russia, as well as to settlements in Russian Armed Forces-controlled territory, to liberated areas in Zaporozhye and Kherson regions. They categorically refused to move to Kiev-controlled territories.
The entire humanitarian operation has been planned, prepared and is currently being carried out only by means of the Donetsk People's Republic and the Armed Forces of Russia without any participation of the Ukrainian side. At the same time, officials in Kiev, hastened to appropriate the successes of this humanitarian operation with a wide spread in the national media without doing anything for it, but on the contrary, the Kiev authorities took all measures to ensure that this human shield for the Nazis continued to remain in the city. This is the real cynicism of the current Ukrainian authorities, including high-level representatives who blatantly lie to their citizens and the world community. And this is not just cynicism, but cynicism with signs of neo-Nazism towards its own people.
The rescued residents of Mariupol, once they are safe, openly speak of the mass atrocities and crimes, the abuse of defenceless elderly people, women and children by the Nazis of the territorial defence battalions, who felt complete impunity and killed those who offered even the slightest resistance on the spot.
Every Mariupol citizen who has survived the horrors and humiliations of neo-Nazis is provided with individual highly qualified medical and psychological assistance.
Therefore, questions arise for the authorities in Kiev:
Why are you holding your own citizens hostage and keeping them out of Kiev, Kharkov, Chernigov, Sumy and many other localities; why don't you listen to them and why disregard their right to control their own lives? You are holding hostage, first and foremost, those who made up their minds a long time ago and are ready to leave for the safe places in the Russian Federation. The number of Mariupol residents evacuated to Russian territory and to areas controlled by the Russian Armed Forces is clear evidence of this.
We are forced to raise the same issues with international organizations and today we are sending them a formal appeal for the Ukrainian authorities to create an environment that complies with all international legal standards for genocide of civilians.
A total of 450 tonnes of medicines, basic necessities and food, including baby food, have been handed over to the population of Mariupol since the start of the humanitarian operation.
In addition, a range of humanitarian activities are ongoing on other fronts. Thus, as of 10am today, we have once again opened and secured humanitarian corridors in the Kiev, Chernigov, Sumy and Kharkov directions: one corridor eastward into Russian territory; and one more through Kiev-controlled territory towards Ukraine's western borders. The Russian Armed Forces strictly observe the ceasefire in these corridors.
Despite earlier agreements, today the Ukrainian side has not provided the Russian Joint Coordination Headquarters for Humanitarian Response with an official written approval at all, and, accordingly, the Kiev authorities have not notified representatives of foreign embassies, specialized UN structures, the OSCE, the International Committee of the Red Cross and other international organizations based in Ukraine about the planned humanitarian operations.
Local administrations also did not notify citizens. Information about the time and place of the opening of humanitarian corridors has once again been deliberately withheld from the population; people do not know where and when to go to save their lives. The Joint Coordination Headquarters has received over 63,000 appeals on these issues from all over Ukraine today through various communication channels. These appeals are not only about humanitarian corridors towards the Russian Federation, but also in any direction, just to get to safe places.
These circumstances once again confirm the carelessness and unwillingness of officials in Kiev to fulfil its obligations to the people of Ukraine.
On the basis of humane principles, in order to ensure the evacuation of civilians forcibly held by nationalists in blocked settlements, today we are once again declaring ceasefire in the Kiev, Zaporozhye, Zhytomyr, Sumy, Kharkov and Poltava directions along the humanitarian corridors previously proposed by the Ukrainian side. This has been confirmed repeatedly by means of objective monitoring, including the use of drones.
The neo-Nazis do not let anyone out of the humanitarian corridors open to the Russian Federation, threatening physical punishment, and those who manage to break through are ruthlessly fired upon. Today, the Ukrainian side once again shelled a bus convoy with refugees travelling in a humanitarian corridor towards Russia in the Kharkov direction. As a result, four people were killed and there are wounded.
We demand that the Ukrainian side strictly comply with all conditions to ensure the safety of humanitarian corridors in all directions for the organized evacuation of the population and foreign citizens.
We appeal to the leaders of the United Nations, the OSCE, the International Committee of the Red Cross and other international organizations and urge them to use the authority and capacity of their organizations to force the authorities in Kiev to fulfil their humanitarian obligations to ensure the security of Ukrainian civilians and foreign citizens.
Ordinary people are looking for any opportunity to evacuate north and east to the Russian Federation and are not even considering other options to the west, including to EU states. This is primarily evidenced by the millions of appeals from Ukrainian citizens and foreigners seeking help. As of today, the database already contains 2,688,726 people wishing to evacuate from almost two thousand settlements in Ukraine. In the past 24 hours alone, 10,657 more Ukrainian civilians and foreigners have contacted the official structures of the Russian Federation and directly the Joint Coordination Headquarters through various channels with requests to evacuate to Russia.
I quote one of these appeals: "I beg for help. I am located in Sumy. Save my hometown from the Nazis. I understand that the "green corridor" to my relatives in the Kursk region requires the consent of the city authorities, but there are cases where this has to be taken unilaterally, aren't there? 6,910 citizens from 22 foreign countries as well as crews of 70 foreign vessels blocked in Ukrainian seaports, due to the high mine threat posed by the Kiev authorities in its internal waters and territorial sea as well as possible provocations by the Ukrainian Armed Forces from the coast, remain hostages of militants of the territorial defence battalions.
Despite all the difficulties and obstacles imposed by the Ukrainian side to organize the evacuation of civilians, over the past day, without the participation of Kiev, 12,440 people were evacuated from dangerous areas, including 2,242 children, and in total, since the beginning of the special military operation, 271,231 people have already been evacuated, of which 58,422 are children. The state border of the Russian Federation was crossed by 31,022 units of personal vehicles, of which 1,731 units over the past day.
In the regions of the Russian Federation, more than 9.5 thousand temporary accommodation facilities continue to function normally. Individual work is carried out with each person arriving on the territory of Russia with practical assistance in solving the most urgent priority issues. The federal executive authorities, together with the subjects of Russia, various public organizations, patriotic movements, continue to accumulate humanitarian aid. There are already over 19 thousand tons of basic necessities, food and medicines at the collection points.
The Russian side is creating all the necessary conditions in the liberated territories for unhindered access to humanitarian aid for everyone.
For Ukrainians, forgotten and in fact betrayed by their own authorities, Russian humanitarian aid remains almost the only way to survive in these catastrophic conditions.
At the same time, the mayors of Ukrainian cities resell medicines, clothing and food coming from international organizations, in particular from the International Red Cross, to local entrepreneurs. Such facts are reliably established in the cities: Zhytomyr, Ivano-Frankovsk, Vinnytsa, Rovno, Lutsk, Dubno, Vladimir-Volynsky and Lvov.
Since March 2, the Russian Federation has already delivered 2,994 tons of humanitarian cargo to Ukraine, 349 humanitarian actions have been carried out, including 15 in the Chernigov region and Donetsk People's Republic over the past day, during which 510 tons of food, hygiene products and medicines were transferred to the civilian population of the liberated areas.
Today, 36 humanitarian actions are being held in the Kharkov region and in the republics of Donbass, during which 275 tons of basic necessities and food are being transferred to the population.

The grouping of troops of the Lugansk People's Republic, continuing offensive operation, is fighting inside Severodonetsk city limits in the north-west, north-east and east.
Units of the Donetsk People's Republic, developing the offensive, took control of Mikhaylovka, Stavka, Botmanka, Vasilevka and are fighting for Verkhnetoretsk.
During the day, aviation and air defenсe of the Russian Aerospace Forces shot down: 2 Ukrainian Su-25 aircraft near Chernihov, 1 MiG-29 near Novaya Bykovka, as well as 4 unmanned aerial vehicles. Operational-tactical and army aviation hit 128 military assets of the Ukrainian Armed Forces. Among them: 1 Buk-M1 air defence system, 1 Osa air defence system, 4 radar detection and targeting stations, 4 command posts, 7 armament and ammunition depots and 68 areas of military equipment concentration.

During the day, aviation and air defence of the Russian Aerospace Forces shot down 1 Ukrainian Mi-24 helicopter Sarany, as well as 6 unmanned aerial vehicles. Operational-tactical and army aviation hit 34 military assets of the Ukrainian Armed Forces. Among them: 1 multiple launch rocket system, 3 command posts, 1 electronic warfare station, 7 ammunition depots and 19 areas of military equipment concentration.

We know for sure that with the support of Western countries, the Ukrainian Security Service is preparing a provocation with the use of toxic substances against civilians. The purpose of the provocation is to accuse Russia of using chemical weapons against the population of Ukraine.
I want to officially state that the units of the Russian Armed Forces involved in the special military operation do not have chemical munitions. The Russian Federation, unlike the United States, has long fulfilled its international obligations by completely destroying all chemical weapons stockpiles.
To prevent any provocations of Ukrainian nationalists with toxic substances, Russian servicemen in the liberated territory take dangerous objects under control and ensure their safety.
I will add that among the combat documentation captured by us in the 4th brigade of the Ukrainian National Guard, there is a detailed map of the territory of Ukraine with objects and types of toxic substances stored on it. We have repeatedly mentioned facts about the atrocities of nationalists terrorizing civilians for any disobedience or attempts to leave settlements.
Today, footage of civilians killed in Chernihov, who were supposedly "shot by Russian servicemen," was circulated on all propaganda resources of the Kiev regime. It was stated that all victims were allegedly queuing for bread.
I would like to stress the absence of Russian servicemen in Chernihov. All units of the Russian Armed Forces are outside Chernihov, blocking roads, and are not conducting any offensive actions on the city.
There are no traces of ammunition explosions on the video footage replicated by Ukrainian propagandists. All windows in nearby buildings are intact. There is no damage to the walls, there are no other traces of an explosion on the ground.
Thus, all the dead people - victims of the terror of Ukrainian nationalists on these video footage - are another stage of the Security Service of Ukraine. We would like to draw your attention to the fact that simultaneously with Ukrainian Internet resources, this fake was published on the official pages of the US Embassy in Ukraine on social networks without any verification and obtaining evidence.

The Russian Ministry of Defense denies the allegations of the Kiev regime of allegedly imposing an airstrike on the building of a dramatic theater in Mariupol, where civilians could have been held hostage.
On the day of March 16, the Russian aviation did not perform any tasks related to imposing strikes on ground targets in the city line of Mariupol.
According to credible data, militants of the nationalist battalion "Azov" carried out a new bloody provocation by blowing up the theater building they mined.
Previously, according to refugees who had gotten out of Mariupol, it was known that in the theater building, the Azov battalion Nazis could hold civilians hostage, using the upper floors as firing points.
Given the potential danger to the lives of civilians, and the provocation of nationalists with Hospital No. 3 in Mariupol that was already implemented on March 9, the city center theater building has never been considered as a target to be defeated.

Meeting of the Joint Coordination Headquarters for Humanitarian Response in Ukraine:
The humanitarian situation in Ukraine continues to deteriorate, and in some cities, where gangs of nationalists and criminals are operating with the full connivance of officials in Kiev, it has already become catastrophic.
The Russian Federation continues its purposeful and coordinated work to evacuate civilians and foreign citizens to safe areas, and also implements a set of measures to restore peaceful life in the territories of Ukraine liberated from neo-nationalists.
The humanitarian operation continues in Mariupol. During the day, 31,367 civilians, including 89 foreigners, were safely evacuated from the unblocked city along humanitarian corridors. These are 71 OSCE representatives, 9 Greek citizens and 9 Pakistani citizens. Of the more than 31,000 Ukrainian civilians evacuated, only 36 went to settlements in Kiev-controlled areas in Dnepropetrovsk region, while 99% of those rescued wished to go to Russia, as well as to settlements in Russian Armed Forces-controlled territory, to liberated areas in Zaporozhye and Kherson regions. They categorically refused to move to Kiev-controlled territories.
The entire humanitarian operation has been planned, prepared and is currently being carried out only by means of the Donetsk People's Republic and the Armed Forces of Russia without any participation of the Ukrainian side. At the same time, officials in Kiev, hastened to appropriate the successes of this humanitarian operation with a wide spread in the national media without doing anything for it, but on the contrary, the Kiev authorities took all measures to ensure that this human shield for the Nazis continued to remain in the city. This is the real cynicism of the current Ukrainian authorities, including high-level representatives who blatantly lie to their citizens and the world community. And this is not just cynicism, but cynicism with signs of neo-Nazism towards its own people.
The rescued residents of Mariupol, once they are safe, openly speak of the mass atrocities and crimes, the abuse of defenceless elderly people, women and children by the Nazis of the territorial defence battalions, who felt complete impunity and killed those who offered even the slightest resistance on the spot.
Every Mariupol citizen who has survived the horrors and humiliations of neo-Nazis is provided with individual highly qualified medical and psychological assistance.
Therefore, questions arise for the authorities in Kiev:
Why are you holding your own citizens hostage and keeping them out of Kiev, Kharkov, Chernigov, Sumy and many other localities; why don't you listen to them and why disregard their right to control their own lives? You are holding hostage, first and foremost, those who made up their minds a long time ago and are ready to leave for the safe places in the Russian Federation. The number of Mariupol residents evacuated to Russian territory and to areas controlled by the Russian Armed Forces is clear evidence of this.
We are forced to raise the same issues with international organizations and today we are sending them a formal appeal for the Ukrainian authorities to create an environment that complies with all international legal standards for genocide of civilians.
A total of 450 tonnes of medicines, basic necessities and food, including baby food, have been handed over to the population of Mariupol since the start of the humanitarian operation.
In addition, a range of humanitarian activities are ongoing on other fronts. Thus, as of 10am today, we have once again opened and secured humanitarian corridors in the Kiev, Chernigov, Sumy and Kharkov directions: one corridor eastward into Russian territory; and one more through Kiev-controlled territory towards Ukraine's western borders. The Russian Armed Forces strictly observe the ceasefire in these corridors.
Despite earlier agreements, today the Ukrainian side has not provided the Russian Joint Coordination Headquarters for Humanitarian Response with an official written approval at all, and, accordingly, the Kiev authorities have not notified representatives of foreign embassies, specialized UN structures, the OSCE, the International Committee of the Red Cross and other international organizations based in Ukraine about the planned humanitarian operations.
Local administrations also did not notify citizens. Information about the time and place of the opening of humanitarian corridors has once again been deliberately withheld from the population; people do not know where and when to go to save their lives. The Joint Coordination Headquarters has received over 63,000 appeals on these issues from all over Ukraine today through various communication channels. These appeals are not only about humanitarian corridors towards the Russian Federation, but also in any direction, just to get to safe places.
These circumstances once again confirm the carelessness and unwillingness of officials in Kiev to fulfil its obligations to the people of Ukraine.
On the basis of humane principles, in order to ensure the evacuation of civilians forcibly held by nationalists in blocked settlements, today we are once again declaring ceasefire in the Kiev, Zaporozhye, Zhytomyr, Sumy, Kharkov and Poltava directions along the humanitarian corridors previously proposed by the Ukrainian side. This has been confirmed repeatedly by means of objective monitoring, including the use of drones.
The neo-Nazis do not let anyone out of the humanitarian corridors open to the Russian Federation, threatening physical punishment, and those who manage to break through are ruthlessly fired upon. Today, the Ukrainian side once again shelled a bus convoy with refugees travelling in a humanitarian corridor towards Russia in the Kharkov direction. As a result, four people were killed and there are wounded.
We demand that the Ukrainian side strictly comply with all conditions to ensure the safety of humanitarian corridors in all directions for the organized evacuation of the population and foreign citizens.
We appeal to the leaders of the United Nations, the OSCE, the International Committee of the Red Cross and other international organizations and urge them to use the authority and capacity of their organizations to force the authorities in Kiev to fulfil their humanitarian obligations to ensure the security of Ukrainian civilians and foreign citizens.
Ordinary people are looking for any opportunity to evacuate north and east to the Russian Federation and are not even considering other options to the west, including to EU states. This is primarily evidenced by the millions of appeals from Ukrainian citizens and foreigners seeking help. As of today, the database already contains 2,688,726 people wishing to evacuate from almost two thousand settlements in Ukraine. In the past 24 hours alone, 10,657 more Ukrainian civilians and foreigners have contacted the official structures of the Russian Federation and directly the Joint Coordination Headquarters through various channels with requests to evacuate to Russia.
I quote one of these appeals: "I beg for help. I am located in Sumy. Save my hometown from the Nazis. I understand that the "green corridor" to my relatives in the Kursk region requires the consent of the city authorities, but there are cases where this has to be taken unilaterally, aren't there? According to their testimonies, the total number of Ukrainian servicemen, Nazis and foreign mercenaries who took refuge in Azovstal does not exceed 2,500 people.
As of April 16, in Mariupol alone, the losses of the Ukrainian group amounted to more than 4,000 people. Therefore, Zelensky's recent statements to the Western media that the irreplaceable losses of the Ukrainian military during the operation allegedly amount to 2,500-3,000 are a common lie for him.
