North Korea only need to scare US/Japan/South Korea. These 3 country will automatic sent more food and aid.
Long range missile is a very good bargaining tool. If they dont offer any aid. Just sell the missile or info to others country, no need to fire/push any missile button. 3 country already piss in their pant.
