在世界经济的大海中，各国互通有无，船只川流不息，靠的是信用之帆和规矩之锚。遵守规则、尊重契约使得不同个人、群体和国家可以形成广泛合作，是人类进入文明社会的主要特征。然而，现任美国政府不顾各国公认、普遍遵循的国际交往准则，采取了一系列背信弃义的做法，对国际关系采取机会主义态度。在“美国优先”的旗号下，美国不断背弃承诺、频频变脸“退群”，成为国际社会的最大“不守规矩者”。美国人喜欢讲“软实力”。这几年，美国的“软实力”正在走下神坛。连“软实力”的提出者约瑟夫·奈都认为，美国的“软实力”已经遭到削弱。的确，没有公信力，谈何“软实力”？只想自己“优先”，又何来公正平等，谈何再次“伟大”？

[环球时报综合报道]“若《中导条约》失效，必须建立一个囊括五个拥核国家的新框架”，据日本共同社报道，日本外相河野太郎29日抛出这一说法。同日，美国国务卿蓬佩奥称，美俄进行了战略对话，希望中方也加入这些对话，相关协议需要包括中国。中国外交部发言人华春莹30日就此表示，河野外相所谓“新框架”其实没什么新意，无助于挽救《中导条约》，反而是变相为美国的单方面退约寻找或者提供了借口。蓬佩奥的言论是一种变相“甩锅”。美方退约的真实目的是给自己松绑，却拿中国说事，毫无道理，中方也不会接受。
共同社引述河野太郎29日的话称，目前，未签署《中导条约》的国家仍在继续扩充核军备。如果美俄《中导条约》8月2日失效，就有必要建立加上中国、法国、英国的新核裁军框架。
