A young China national was fined $5,000 for being party to a criminal conspiracy to sell forged education certificates to interested parties. He Lingting, 21, who came to Singapore about seven years ago to study, is the first among four people to be convicted of the offence.

A district court heard in April last year, while she was with her boyfriend, Xu Changqing, 28, they met Xu Rui, 26, whom she later learnt was in the business of selling forged educational certificates to students in Singapore. Last December, she placed an advertisement on her mobile phone chatline application about these certificates.

In January this year, she received a response from a person later identified as Liang Yan Wei, 27, who seemed interested to buy the certificates. She negotiated with Liang via text messages on the cost of the purchase. Liang asked her to send him some samples of the forged certificates. She e-mailed him the documents on Jan 8.

Liang later arranged to meet her on the pretext of wanting to buy the certificates. When she turned up at Kovan MRT station however, she was arrested by the police. Her lawyer Ismail Atan said her client's then boyfriend was a bad influence on her and she had not profited from her actions. In imposing the fine, District Judge Eddy Tham took into account the role played by her as well as the possibility that she had been unduly influenced by her then boyfriend.

SINGAPORE - A student who tried to sell forged education certificates did so out of "blind love" for her then boyfriend, a court heard on Friday.

He Lingting, 21, was fined $5,000 after she advertised made-to-order qualifications via a mobile phone chat application.

In the middle of last year, she and her boyfriend Xu Changqing, 28, became acquainted with 26-year-old Xu Rui, who was in the business of selling forged certificates to students here.

He, a Chinese national, was caught after she e-mailed samples of forged certificates to 27-year-old Liang Yan Wei, who responded to her advertisement in January.

The certificates, supplied by her boyfriend, were purportedly from the Management Development Institute of Singapore (Southern Cross University) and Nanyang Institute of Management University. They were also supposed to have been authenticated by the Chinese embassy.

The court heard that they were obtained from unknown suppliers in China, and designed to look as if they were issued by various local and foreign education institutions.

Mr Liang later arranged to meet He on the pretext of wanting to buy the certificates.

But when He turned up at the Kovan MRT station, she was arrested by the police.

She pleaded guilty to being party to a criminal conspiracy to cause the forgery of certificates purportedly issued by educational institutions.

The two Xus, who are unrelated, and another man have been charged. Their cases are pending.

Lawyer Ismail Atan said that He, an ITE College East student, was "duped" into committing the offence out of "blind love", and that she broke up with her boyfriend three months ago after realising he was a "bad influence".

The lawyer also said she did not profit from her actions.

District Judge Eddy Tham said the offence was a very serious one because such forged certificates could undermine the confidence of employers and other parties that rely on such documents.

The judge felt a hefty fine would be sufficient after having taken note of the role that He played, her young age and the influence exerted by her then boyfriend.
