A woman was found dead in a rental flat at Tampines Central early on Wednesday (Dec 17) morning.

A man was arrested after allegedly killing his girlfriend in their rented flat in Tampines Central early Wednesday (Dec 17) morning.

The 37-year-old Chinese national fled from the unit they shared with other tenants from China but police spotted him at the next block, just 10 metres away.

Residents said the Singapore Civil Defence Force deployed an airbag in case the suspect, who was bleeding profusely, fell.

The victim, also from China, was dead when paramedics arrived.

Police have classified the case as murder.

SINGAPORE - A Chinese national stabbed himself on the ninth-floor ledge of a HDB block in Tampines and threatened to jump, after allegedly killing a woman in the bedroom of a flat in the next block.

Residents of Block 505, Tampines Central 1, where the Chinese man had run to after allegedly committing the crime at Block 503, said they heard a loud quarrel broke out at about midnight on Wednesday.

Madam Lim Ai Lee, who lives on the eighth floor, said that she heard at least four different voices arguing loudly in heavily-accented Mandarin.

"They were talking very quickly and it was just tense," added the 41-year-old teacher, who could not make out what they were arguing about.

She said that the noise continued till about 3am when she decided to yell at the people to keep quiet or she would call the police.

Still, the commotion continued. She peeked out of her bedroom window and saw silhouettes and red, wet splotches dripping down the ledge on the landing.

There, the police arrested a 37-year-old Chinese national, who was bleeding profusely, on Wednesday morning for the alleged murder of his housemate, who was also from China.

Madam Lim said: "I thought it was red paint from construction work. There was so much. Who would have thought it was blood?"

When The Straits Times visited Block 505 on Wednesday morning, blood covered the ledge on the ninth floor and had dripped to the first level. There was also blood on the staircase landing.

The police said they received a call at 11.43pm on Tuesday, requesting for assistance. When the officers arrived at Block 503, they found a woman lying motionless in the unit on the seventh floor. Paramedics pronounced her dead at 12.10am.

Police have classified the case as murder and are investigating.

Next-door neighbour, Madam Fadzilah Hanum, said that she did not hear any commotion when the alleged murder happened.

"It was my husband's birthday, so I wished him 'happy birthday' at about 12.05am. He had just came home then," said the 35-year-old customer service officer.

She said that her previous neighbours had rented their unit out a couple of years ago, and since then, many Chinese nationals have been living in the five-room flat.

"There are many mattresses in the living room," she said. "They never open their doors fully, leaving only enough space for them to squeeze out one by one."

Residents said that about 10 people live in the five-room flat. It is not known how many of the occupants were in the flat when the alleged killing took place.

But they did not think much of this, because their new neighbours kept to themselves and did not create any problems.

Madam Fadzillah said: "Sometimes, they smile at my kids when I take them to school."

Another neighbour, Mr Neo Kim Tian, said that some of the tenants are believed to be factory workers as they wore uniforms on their way to work.

"The unit has always been quiet," added the 54-year-old maintenance worker.

The Chinese nationals who had been sharing a flat in Tampines where a woman was allegedly murdered on Tuesday night could not bear to live there any more, and have decided to move out.

Yesterday evening, the occupants were seen packing up their belongings and leaving.

"After an incident like this, would you want to stay on?" said one Chinese national, who revealed that he is the master tenant. He had been renting the seventh-floor five-room flat at Block 503 for the past year, and helped the unit's owners manage the sub-leases. He declined to give his name and occupation, but added that he would be staying in a hotel until he could find new lodgings. "My worry is that other landlords will not accept us because of the connection to this killing."

Other occupants who spoke to The Straits Times said they were returning to China after the traumatic incident.

The 37-year-old man arrested for the suspected murder and the victim had moved into the flat only on Tuesday night. Two hours later, the woman was found dead in a bedroom, while the man had run off to the next block, where he stabbed himself and threatened to jump from the ninth storey.

He was later arrested and taken to hospital.

The other occupants of the unit said they had paid little attention to the two new faces when they arrived, as tenants and their guests move in and out all the time. "Sometimes, the tenants have friends or family over, so the flat could be housing up to 12 people at a time, which I know is illegal," said the master tenant. "But we never make any trouble. This is the first time I've seen blood."

According to Housing Board guidelines, a five- room flat can have only nine sub-tenants, and only Singapore citizens can sub-let their flats. A Straits Times check revealed the unit is owned by one Ms Huang Yuefan and Mr Chew Chak Min, who are believed to be married to each other. According to Chinese evening Shin Min Daily, Mr Chew said that he had kept to HDB regulations on flat leases.

Madam Fadzilah Hanum, who lives next door but heard little noise at the time of the alleged murder, said it was hard to keep track of the number of people living in the unit as "faces change regularly". This has been the case since the owners started renting out their unit about two years ago.

The owners had asked her to contact them if the tenants created any problems. But the 35-year-old customer service officer did not have a reason to do so as the tenants kept to themselves.

"They never opened their doors fully, leaving only enough space for them to squeeze out one by one," she said, adding that she has seen mattresses in the living room.

A Chinese national stabbed himself on the ninth-floor ledge of a HDB block in Tampines, leaving the area heavily stained with blood, after allegedly killing a woman in the bedroom of a flat in another block 30m away.

The 37-year-old was heard negotiating loudly with police officers and threatening to jump.

After climbing back to safety, he was arrested while bleeding profusely and taken to Changi General Hospital sometime after 3am yesterday morning.

Police said that they received a call for assistance at 11.43pm on Tuesday. When they arrived at the seventh-floor flat in Block 503, Tampines Central 1, they found a woman, who is believed to be from China as well, lying motionless in a bedroom.

Paramedics pronounced the woman, who is believed to be in her 20s and in a relationship with the suspect, dead at 12.10am.

By then, the alleged killer had run to Block 505, carrying a knife. Singapore Civil Defence Force officers set up an airbag at the foot of the block.

Madam Lim Ai Lee, who lives on the eighth floor of Block 505, said that she heard "very tense" shouting in heavily-accented Mandarin, although she could not make out the words.

From her bedroom window, the 41-year-old teacher saw "red, wet splotches" on the ledge outside the staircase landing, but thought they were paint from construction work.

"There was so much. Who would have thought it was blood?" she told The Straits Times.

The five-room flat where the alleged murder happened was rented to a group of at least eight Chinese nationals. The suspect had moved in on Tuesday night itself, and the victim arrived soon after at around 9pm.

The tenants said they had never seen the new additions before. At about 10.45pm, the suspect and the woman began fighting in their room.

The other occupants heard shouting from behind the locked door, The Straits Times was told, although next-door neighbours said they heard nothing.

The noise inside the room lasted for about 10 minutes, followed by silence.

The suspect was then seen emerging from the room with a bloodied knife, partially wrapped in paper. He locked the room door behind him and ran to the neighbouring block.

The other occupants called the flat's master tenant, who was out at work at the time.

When he got back, he unlocked the bedroom door to find the woman lying face down, fully clothed, on a mattress. The walls were stained with blood.

"I shouted, 'Hello? Hello?' but she was not responsive, and so I called the police," the master tenant said. He declined to give his name or occupation.

Speaking to reporters, he said the suspect had contacted him at the weekend with an urgent request for accommodation.

The suspect mentioned that his wife would be accompanying him on some nights, added the master tenant, who had lived in the flat for the past year and had been helping the flat owners manage the sub-leasing.

A neighbour, Mr Neo Kim Tian, said that some of the tenants are believed to be factory workers as they went to work wearing uniforms.

"The unit has always been quiet," added the 54-year-old maintenance worker, who did not hear anything from the neighbouring unit on Tuesday night when the murder allegedly took place.

Police, who last night revealed that the suspect was still alive, have classified the case as murder, and said investigations are ongoing.

Chinese national Zheng Xianghua has been charged for the alleged murder of a woman at a HDB block in Tampines.

The 37-year-old suspect was charged at Changi General Hospital on Thursday morning.

After allegedly killing Ms Wang Xueyan in the bedroom of a HDB block in Tampines, Zheng had run to a neighbouring block 30m away. There, he stabbed himself while on the ninth-floor ledge, leaving the area heavily stained with blood.

He was subsequently arrested while bleeding profusely and taken to Changi General Hospital sometime after 3am on Wednesday morning.

Police had received a call for assistance at 11.43pm on Tuesday about the case, and found Ms Wang lying motionless in a bedroom when they arrived at the seventh-floor flat in Block 503, Tampines Central 1.

Paramedics pronounced Ms Wang, who is believed to be from China, in her 20s and in a relationship with the suspect, dead at 12.10am.
