SBS Transit and SMRT Buses fined for lapses in service
Posted: 15 October 2008 1127 hrs

SINGAPORE: The Public Transport Council has fined SBS Transit S$9,300 and SMRT Buses S$1,000 for lapses in service standards in the six months from December 2007 to May 2008.

The council said the fines are due to the incompliance of standards such as operating scheduled trips, adhering to scheduled headways or frequency of services, as well as passenger load.

However, the council noted that the bus operators have been able to meet most required standards, and have kept breakdown and accident rates low.

This penalty framework started in October 2007, to enforce "Quality of Service" standards set for basic bus services.

Fines range from S$100 a day per bus service route, to S$10,000 a month per breach of standards.

The council reviews the bus services, and announces the results every April and October.

I think that fining bus companies is not only a silly thing to do, but also detrimental to commuters' interest. The bus companies will simply write the fines to costs in their ledgers. If costs are too high, they show the ledgers to the PTC and apply for fare hike, and the commuters end up paying for the fines away through higher fares.

I think that individual executives found responsible should be fined, not the company.

How much had they made since the last fare revision? Again, how much were they fined? I can imagine the giggling going on in their respective HQs right now.

It is part of the charade, PTC, stands for PUNISH THE COMMUTERS. Like you have mentioned the cost will be passed to the consumers, in the name of maintaining a standard.

In uniquely Singapore, it is the 'small people' who gets punished, not some bigwags executives, minstars..etc..

You have to thank the PTC for maintaing a world class transportation system...thank you!, just pay more..more & more!, thank you!

Any heads going to roll or is it business as usual for the top management? If nothing happens, what purpose does the fine serve?

Trying to show that they are doing their job what. Instead of always shoving the increase fares up your ass.

Wayang, Wayang, Wayang, Wayang, Wayang......

The bus companies simply pass the expenses to us!!

A real punishment would be making the buses carry commuters for FREE for a few days!! That's what Tokyo did when there was a service lapse last year.

it sounds damn bloody stupid to me... to fine $9k and $1k... what is the big deal ?? It showing PTC doing some thing ?

Can PTC tell us how many people or how many man-hour is committed to do this job ? and just fine $9k ??

from what i hear ... i think the bus drivers are under-paid, their basic pay is only about 1k, and they have to work many hours of "compulsory OT" then they get a salary of about $2500 per month. Most drivers only got 1 off day in every 2 weeks, and their working hours is amost 10-11 hours a day "including OT"

This is a very good punishment... At least the commuters benefits.. This encourage the public to take public transport also and can reduce jams and pollution... 1 stone kill many birds.. Morever commuters are the ones who suffered during the disruption, thus its only right that we gain something back..

Money from one pocket to another.

Commuters who complain. Companies come down on drivers.
Bus drivers are disciplined ! Commuters does not care for drivers.
Because human nature or particularly Singaporeans are a selfish nation.
So cost are passed here and there without actually benefitting both commuters and drivers

How about turning the fines into rebates for public commuters? E.g. Free traveling for all public commuters for a week? So where does all the fine paid to PTC goes to??

The sum of fines, while it may seem small, the punishment meted out is far from symbolic.
PTC means business.
