Iranian state media has released images of crew members on a British-flagged tanker that was seized in the Gulf.
Video footage and a photo appear to show cooks preparing meals and crew members being briefed by an Iranian official onboard the Stena Impero.
A meeting of the government's emergency Cobra committee has been held after Downing Street called the seizure "unacceptable and highly escalatory".
Foreign Secretary Jeremy Hunt told MPs it was an act of "state piracy".

It comes amid reports that ministers are considering freezing Iranian assets.

The images, published by Fars and Irib news agencies, appear to show some of the 23 crew members - who are Indian, Russian, Latvian and Filipino - holding meetings and monitoring their computer systems.
During one "meeting" a uniformed crew member tells others: "Don't look at the camera."
Making a statement to MPs in the Commons, the foreign secretary announced plans for the UK to help to develop a maritime protection mission in the Gulf.
Mr Hunt said he spoke with a "heavy heart" but if Iran continued to act as it had, it would have to accept a "larger Western military presence" along its coastline.

The protection force to be created by European countries would not include the US because, Mr Hunt insisted, Britain was not part of President Trump's policy of "maximum pressure" on Tehran.
US Secretary of State Mike Pompeo told Fox News the "responsibility" fell to the UK "to take care of their ships".
Earlier, Downing Street had repeated its calls for Iran immediately to release the tanker that was seized on Friday. Theresa May had chaired a Cobra meeting to receive updates, discuss security in the area and consider how to react.

On Friday, the Stena Impero was seized by the Iranian Revolutionary Guard in the key shipping route of the Strait of Hormuz after Tehran said it was "violating international maritime rules".

A recording emerged of radio exchanges between HMS Montrose and Iranian armed forces vessels moments before the tanker was seized.
The Iranian vessel can be heard telling the British frigate it wants to inspect the Stena Impero for security reasons.
Iran's state-run IRNA news agency said the tanker was captured after it collided with a fishing boat and failed to respond to calls from the smaller craft.
Mr Hunt said it was illegally seized in Omani waters and forced to sail into Bandar Abbas port in Iran.
The seizure of the Stena Impero comes two weeks after Royal Marines helped seize tanker Grace 1 off Gibraltar, because of evidence it was carrying Iranian oil to Syria in breach of EU sanctions.
Mr Hunt said the Grace 1 was detained legally, but Iran said it was "piracy" and threatened to seize a British oil tanker in retaliation.

Former Cabinet minister Iain Duncan Smith told the BBC there were legitimate questions over the British government's actions, after HMS Montrose was too far away to stop the ship's seizure.

He said the detention of the Grace 1 tanker carrying Iranian oil two weeks earlier ought to have served as a warning that British vessels in the Gulf needed protection.

The Tory MP said he understood the US had offered the UK "assets" to support its shipping and they were not taken up.

"This is a major failure and the government has to answer that charge very quickly indeed," he said.

Former commander of UK maritime forces Rear Admiral Alex Burton said the size of the Navy's fleet had limited the UK's ability to act.

"There is no doubt that the size of the Navy since 2005 - reduced from 31 frigates and destroyers to now 19 - has had an impact on our ability to protect our interests around the globe," he told BBC Radio 4's Today programme.

GENEVA (Reuters) - Iran observes all U.S. ships in the Gulf region and has an archive of images of their daily movements, the head of Iran’s navy, Rear Admiral Hossein Khanzadi, said on Tuesday, according to the Young Journalists Club news site.


“We observe all enemy ships, particularly America, point-by-point from their origin until the moment they enter the region,” Khanzadi said, noting that images were recorded using Iranian drones. “We have complete images and a large archive of the daily and moment-by-moment traffic of the coalition forces and America.”

Iran and the United States came to the brink of war last month after the Islamic Republic shot down a U.S. drone, nearly prompting a retaliatory attack which U.S. President Donald Trump called off at the last minute.

WASHINGTON (Reuters) - A U.S. Navy ship took defensive action against a second Iranian drone in the Strait of Hormuz last week, but did not see the drone go into the water, the U.S. military said on Tuesday.

The United States said on Thursday that a Navy ship had “destroyed” an Iranian drone in the Strait of Hormuz after the aircraft threatened the vessel, but Iran said it had no information about losing a drone.

“This was a defensive action by the USS Boxer in response to aggressive interactions by two Iranian UAS platforms in international waters,” Lieutenant Colonel Earl Brown, a U.S. Central Command spokesman, said. UAS is an acronym for unmanned aerial system.
“We observed one UAS crash into the water but did not observe a ‘splash’ for the other,” Brown added. He added that they were two separate incidents but during the same transit through the Strait of Hormuz.


Earlier on Tuesday, the head of U.S. Central Command had said the second drone may have been brought down.
“We are confident we brought down one drone, we may have brought down a second,” General Kenneth McKenzie told CBS News in an interview.
Tensions in the Gulf region are high, with fears that the United States and Iran could stumble into war.


The United States has blamed Iran for a series of attacks since mid-May on shipping around the Strait of Hormuz, the world’s most important oil artery. Tehran rejects the allegations.

In change, Britain says it will escort all UK vessels through Hormuz Strait
LONDON: Britain has started sending a warship to accompany all British-flagged vessels through the Strait of Hormuz, a change in policy announced on Thursday (Jul 25) after the government previously said it did not have resources to do so.

Tensions have spiked between Iran and Britain since last Friday when Iranian commandos seized a British-flagged tanker in the world's most important waterway for oil shipments. That came two weeks after British forces captured an Iranian oil tanker near Gibraltar, accused of violating sanctions on Syria.

HMS Montrose, a British frigate now in the area, carried out the first mission under the new policy on Wednesday evening.
"The Royal Navy has been tasked to accompany British-flagged ships through the Strait of Hormuz, either individually or in groups, should sufficient notice be given of their passage," a government spokesman said.


"Freedom of navigation is crucial for the global trading system and world economy, and we will do all we can to defend it," he added in a statement.
The British government had previously advised British-flagged vessels to avoid the Strait of Hormuz where possible and to notify the navy if they must cross it, but had said it would not be able to escort every ship.


Britain has been seeking to put together a European-led maritime protection mission to ensure safe shipping through the Strait of Hormuz after Iran's seizure of the tanker in what London said was an act of "state piracy".
The change of policy was not the result of a change made by new Prime Minister Boris Johnson, as the government had been working on the plan for a few days, according to a official, who asked not to be named.


UNCERTAIN TIME
The UK Chamber of Shipping trade association, which previously called for more protection of merchant vessels in the area, welcomed the change.
"This move will provide some much needed safety and reassurance to our shipping community in this uncertain time," said the chief executive, Bob Sanguinetti. "However, we will continue to push for a de-escalation of tensions in the region."


On any given day, about 15 to 30 large British-flagged ships travel in the Gulf, with up to three passing through the Strait of Hormuz between Iran and Oman, where a pair of two-mile-wide shipping lanes provide the only routes in and out of the Gulf.
About a fifth of the world's oil passes through the strait, and shipping companies are already deploying more unarmed security guards as an extra safeguard.


The cost of insuring a ship sailing through the region has risen tenfold as risks have risen, which has also prompted some ship owners to avoid the area entirely. The United States, Britain and other nations will be meeting in Florida on Thursday to discuss how to protect shipping in the Gulf from Iran.

Washington, which has by far the strongest Western naval contingent in the Gulf, has been calling for its allies to join it in an operation to guard shipping there. But European countries, which disagree with a US decision to impose sanctions on Iran, have been reluctant to sign up to a US-led mission for fear of adding to tension in the region.

France, Italy and Denmark support Britain's idea of an EU-led flotilla in the Gulf, three EU diplomats said on Tuesday. Germany has said it is too early to discuss how Berlin might take part.

Iran says it is the guarantor of security in the strait. It will not allow any disturbance in shipping there, state news agency quoted Deputy Foreign Minister Abbas Araqchi as saying on Tuesday.

A second Royal Navy warship has arrived in the Gulf to protect British ships amid heightened tensions in the region.
HMS Duncan has joined frigate HMS Montrose to escort vessels sailing under the British flag through the Strait of Hormuz.
HMS Montrose has so far accompanied 35 vessels through the strait, according to the Ministry of Defence (MoD).


Defence Secretary Ben Wallace said the UK continued to push for a diplomatic resolution to the situation.
He said: "Freedom of navigation in the Strait of Hormuz is vital not just to the UK, but also our international partners and allies.
"Merchant ships must be free to travel lawfully and trade safely, anywhere in the world."
Mr Wallace added the Royal Navy will continue to provide a safeguard for UK vessels "until this is the reality".
HMS Duncan is a Type 45 Destroyer which the Royal Navy describes as "among the most advanced warships ever built".



Why have tensions escalated?
Earlier this month, British Royal Marines helped seize Iranian tanker Grace 1 near Gibraltar which was suspected of breaking EU sanctions, infuriating Iran.

HMS Montrose was alerted but it was too far away to stop the seizure.

Stena Bulk said the 23 crew members, who are Indian, Russian, Latvian and Filipino, are in good health and have met with officials from their respective countries.
