Japan says President Shinzo Abe pushed for improved relations with China during a brief meeting in Russia with Chinese President Xi Jinping.

Tokyo officials said Friday the five-minute exchange occurred on the sidelines of the G20 summit in Saint Petersburg.

Such a meeting had been in question, since Japan-China ties have been damaged by a flare-up over a decades-old territorial dispute.

China's official Xinhua news agency acknowledged the two leaders met Thursday after Mr. Xi "encountered" Mr. Abe in a VIP room at the G20 summit.

Xinhua said Mr. Xi expressed concern that China-Japan ties face "grave difficulties" that Beijing is "unwilling to see."

But on Thursday, a Chinese delegation spokesperson at the summit said the responsibility for improved relations "does not lie with China."

China was angered after Japan last year purchased a group of disputed islands in the East China Sea from their private Japanese landowner.

Beijing has since sent increased ships and airplanes to patrol the area, raising fears of a military clash. The islands, known as Senkaku in Japan and Diaoyu in China, are surrounded by rich fishing grounds and possible energy reserves.

President Abe, who came to power in December, has taken a firm stance on the island dispute. But he has also pushed for high-level dialogue with China to help improve ties. Beijing has so far refused to hold such talks.

A Friday editorial in Xinhua, which often reflects official opinions, said China's refusal to hold bilateral talks is a "strong message that Tokyo is responsible" for the deterioration in ties. It called Mr. Abe's call for dialogue insincere.

Relations between the world's second and third largest economies have also been complicated by recent statements of some Japanese officials that Beijing have interpreted as a denial of Tokyo's wartime past.

答:当地时间1月22日,中拉论坛第二届部长级会议在智利圣地亚哥举行。习近平主席专门就会议召开发去贺信,智利总统巴切莱特出席开幕式,王毅外长率团与会。拉美和加勒比地区31个国家的外长或高级别代表,以及联合国拉美经委会等4个地区组织和多边机构负责人出席。

会议期间,王毅外长介绍了习近平主席倡导的“一带一路”倡议,得到了与会各国热烈响应,双方就此形成政治共识。会议还专门发表了“一带一路”特别声明。很多拉美国家表示,“一带一路”是一个伟大倡议,非常希望参与其中。双方一致认为共建“一带一路”将为中拉全面合作伙伴关系提供新的理念,注入新的活力,开辟新的前景。双方愿意在推进“一带一路”过程中实现中拉合作优化升级、创新发展,打造领域更宽、结构更优、动力更强、质量更好的中拉合作新局面。

Abe’s unprecedented meeting with both Xi and Li in such a short period of time is a sign of improving relations.

In their third sit-down talks since Li became premier in 2013, he and Abe are expected to build on the progress made at the Vietnam meeting, possibly with an extra focus on economic ties given Li’s role in China.

They may be able to reach little common ground on regional issues, however, with Japan urging all countries to maximise pressure on North Korea to abandon its nuclear and ballistic missile programmes while China is advocating dialogue with Pyongyang.

Abe is likely to again invite Li to make his first visit to Japan as premier for a trilateral summit with South Korean President Moon Jae In by the end of the year.

Can Xi and Abe work together on the belt and road, to build better Sino-Japanese relations?

Both sides now have a solid political foundation on which to make commitments to improving ties.

Abe’s ruling coalition achieved a solid victory in last month’s general election, while Xi and Li were re-elected to their positions in China’s Communist Party following its twice-a-decade national party congress.

This year is the 45th anniversary of the normalisation of ties between Japan and China, while next year will mark 40 years since the signing of a bilateral peace and friendship treaty.

Japanese officials have lauded an improvement in ties with China, but Japan must reconcile the benefits of the thaw with lingering concerns about China’s rising influence coming to dominate the region.

Japan ‘pushes for summit’ with China and South Korea this year

While Abe and other officials take care not to mention China by name, the emphasis they put on maritime security, calling on other nations to uphold a rules-based order at sea and condemn “unilateral attempts to alter the status quo”, serves as an oblique caution about Beijing’s activities in the South China Sea and beyond.

The countries remain at odds over the disputed Diaoyu Islands, known by Japan as Senkakus, in the East China Sea.

The Abe administration’s push for “high quality” infrastructure investment, particularly in Southeast Asia, hints similarly at trying to present Japan as a balancing agent against China’s influence.

Abe and Li will meet again on Tuesday with South Korea’s Moon and the 10 members of the Association of Southeast Asian Nations for the Asean-plus-three summit.

MANILA – Prime Minister Shinzo Abe and Chinese Premier Li Keqiang met Monday in Manila, saying they share a desire to further improve bilateral relations and which they noted are getting better.

Their meeting came on the heels of talks between Abe and Chinese President Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation forum in Vietnam on Saturday, in which they agreed to make a “new start” on bilateral ties that have often been strained by territorial and historical grievances.



“While of course we cannot deny the existence of some sensitive factors … I think both sides must work hard together to make the momentum of improvement in China-Japan relations into something solid,” Li told Abe at the outset of the meeting, which as open to the press.

“I want us to strongly move forward the development of a strategic, mutually beneficial relationship,” Abe replied, saying he too has noticed a trend of improvement.

Abe’s unprecedented meetings with both Xi and Li in such a short period of time is a sign of improving relations.

In their third sit-down meeting since Li became premier in 2013, he and Abe are expected to build on the progress made at the Vietnam meeting, possibly with an extra focus on economic ties given Li’s role in China.

Earlier in the day, Abe, U.S. President Donald Trump and Australian Prime Minister Malcolm Turnbull agreed in Manila to maximize pressure on North Korea in light of its nuclear and ballistic missile development program.

According to the Foreign Ministry in Tokyo, the leaders “affirmed their ongoing close coordination based on their shared understanding of the importance of using every possible means to raise pressure on North Korea to the maximum possible extent, including by fully enforcing U.N. Security Council resolutions.”

More broadly, the leaders confirmed in their first sit-down trilateral meeting since November 2014 “the unshakable bonds of the Japan-U.S.-Australia (relationship), in order to lead (efforts) to ensure regional peace and prosperity,” the Foreign Ministry said.

At the outset of the meeting on the sidelines of the Association of Southeast Asian Nations summit, Abe called the North Korea issue “the immediate challenge facing our three countries, which share fundamental values and strategic interests.”

Turnbull said the three countries share “the same values and the same focus in ensuring that the North Korean regime comes to its senses and stops its reckless provocation of threats of conflict in our region.”

Trump hailed the progress of dialogue between the three, adding that his administration will release a “major statement” on the progress made with other countries regarding North Korea, trade and other issues on Wednesday following his return to the United States.

On Sunday in Manila, diplomats from Japan, Australia, India and the United States discussed a “free and open” Indo-Pacific order and agreed to work together based on their shared values.

Abe has previously advocated a “security diamond” formed by the four countries to safeguard the Indo-Pacific region, taking indirect aim at China’s rising influence.

Following the three-way meeting, Abe and Turnbull held bilateral talks in which the Japanese prime minister said he wants to work closely with his Australian counterpart in strengthening a free and open order in the Indo-Pacific region and making it work in the interests of the entire world, according to the ministry.

The two agreed to work together on regional matters, including maritime security.

Abe and Turnbull also agreed to coordinate with each other to swiftly bring the recently agreed version of the Trans-Pacific Partnership trade deal into force.

Their meeting followed Saturday’s agreement between the 11 TPP signatories to bring the pact into force as the Comprehensive and Progressive Agreement for the Trans-Pacific Partnership after the United States withdrew from the original deal in January.

The accord will come into force 60 days after at least six of the signatories complete their domestic procedures.

Washington (CNN)CIA Director Mike Pompeo said Tuesday that the US intelligence community still considers North Korean leader Kim Jong Un to be a "rational actor" but that assessment does not mean he is only developing nuclear weapons as a means to preserve his regime.

"We do believe he would use these tool sets beyond self-preservation," Pompeo said at the the American Enterprise Institute, adding that Kim is likely prepared to use both nuclear and conventional military forces for "coercive" purposes with the intent of reunifying the Korean peninsula under his rule.

A dangerous choice looms for Trump on North Korea

While the CIA has long highlighted North Korea's rapid improvements in the capacity and rate of its intercontinental ballistic missile tests, Pompeo emphasized that Pyongyang's progress should be measured by reliability rather than in timelines.
"Kim Jong Un will not rest with one single successful test" that demonstrates he has the ability to hit a US city with a long-range nuclear weapon, Pompeo said.
"His next move would be to develop an arsenal" or the capacity to deliver missiles from multiple firing points simultaneously, he added, noting it is "our mission is to make the day that he can do that as far off as possible."
Pompeo declined to answer whether the US could conduct a limited military strike on North Korea without provoking a full-scale conflict, but did say that US intelligence and military agencies continue to prepare a series of options for President Donald Trump should diplomacy fail to achieve the stated goal of denuclearization.
The White House has long maintained that all options are on the table when it comes to dealing with North Korea and most of Trump's top national security advisers have said that military options should be reserved pending an imminent threat to the US or allies.

White House reins in Tillerson's offer to start North Korea talks

But Trump's provocative rhetoric and suggestions that the administration could be considering a "preventative war" have raised concerns that he may be more willing to engage in a conflict on the Korean peninsula than past presidents.
Asked if the US would be willing to live in a world where North Korea could destroy New York with the push of a button, Pompeo said that decision is ultimately up to the President but stressed that Trump has been unambiguous on that point.
The message may not be so clear to Pyongyang though, as Pompeo said US spies are concerned that Kim may be receiving inaccurate intelligence from his senior advisers about how willing the US is to launch a military strike should diplomacy fail.

CIA: North Korean leader Kim Jong Un isn't crazy

"It is not a healthy thing to be a senior leader and bring bad news to Kim Jong Un," Pompeo said.
"Tell someone you are going to do that and then try to get a life insurance policy," he added, referencing Kim's history of executing top officials and his even own relatives.
While Pompeo's remarks elicited laughter from the crowd, they also provided some insight into the CIA's assessment of what is driving Kim's decision making.
The US is "taking real world actions we think will make it unmistakable to Kim Jong Un that we are pursuing denuclearization," Pompeo said.
Determining the point at which North Korea's missile and nuclear programs reach that stage largely falls to the CIA, a task Pompeo said his agency is well prepared to handle.

"When I came in it (North Korea) clearly hadn't received the attention and focus for what this administration was going to ask for," Pompeo said, adding that the agency has made significant progress in developing a global intelligence picture to fill some of the gaps he inherited from previous administrations.
With a more robust global network focused on North Korea, the CIA can now assess the impact of different parts of the administration's "maximum pressure campaign," Pompeo said, including the effect, or lack of one, sanctions are having on Pyongyang's missile program.
"We have officers all around the world working diligently to make sure that we do everything we can to support the US pressure campaign and to tighten the sanctions," he said.
Pompeo would not discuss the extent sanctions have impacted the rogue regime's weapons' programs to date but, ultimately said the CIA is "pretty confident" it can deliver reliable information about North Korea's evolving nuclear capability and testing capacity.

日媒罕见称赞中国将成人工智能第一 日网友吐槽亮眼

  人工智能化是未来世界发展的一个大趋势,中国在人工智能领域取得的成果也引起了世界的高度关注。特别是在中国将人工智能列入战略计划中后,中国将有望赶超美国,成为这一领域的领头者。对于中国能取得这样的成果,日本媒体称,中国有三大优势!

  据日本媒体1月15日刊登的题为《中国在人工智能领域迅速赶上美国》的报道中,日本肯定了中国在这领域的发展,同时指出中国有帮助人工智能行业发展的三大优势。

  首先是充足的研发预算。据日本文部科学省科技技术学术政策研究所称,中国近年的科技预算一直持续增长,2015年就已达到20.7万亿日元(约合1.2万亿人民币),是当时日本的6倍。这也决定了中国可以拿出更多的经费用于研发。

  其次是大数据的支持,这也是中国在人工智能领域的主要竞争力。截至2017年6月,中国有超过7.5亿的互联网用户,而这比美国总人口(3.2亿)的两倍还多。而他们的数据经由人工智能收集并分析,可以帮助企业向用户提供最适宜的产品和服务,提高使用体验并带来更多用户。

  然后还有个不应忽视的优势,就是中国正吸引着全世界的人才前往。在日本科学技术振兴机构对世界各地研究者经常引用的,计算机科学和数学论文开展的国别分析发现,中国的论文占到所有引用论文的21%,远远超越美国。而在去年,美国谷歌也宣布将在北京成立以个人工智能研究中心,这表示这一人工智能巨头也不再忽视中国的存在。

  而曾经作为亚洲科技领头者的日本,在这一方面却与中美有这巨大差异。日本现在也和美国一样,采取的削减科技预算,收紧移民限制的政策。日本全球工业和社会发展研究所高级顾问警告说:“日本在全球人工智能竞争中开始落后。按照目前的速度,日本有可能落后一代人。”

  与此同时,日本的这篇报道也让日本的网友非常不淡定。纷纷吐槽,“5年前就已经是这个情况了,中国是绝对不能轻视的一个国家。从历史来看的话就能论证这句话。人才更是胜于日本。特别是优秀的人才,日本没法和中国相比。日本只能加倍努力虚心赶上。”(作者署名:前沿哨所)
