Legendary act Bon Jovi plays a surprise concert in Bangkok on Tuesday after China dates are cancelled

Fans of American rock group Bon Jovi are in for a pleasant surprise, as the band announced a show date in Bangkok on Tuesday.

Bangkok was not originally included in this Asia leg of the tour but was just added last week after the band's two shows in Shanghai and Beijing were abruptly cancelled due to "unforeseen reasons". The hastily arranged concert in Bangkok is organised by Live Nation BEC-Tero and will be held at Impact Arena Muang Thong Thani. The occasion will mark the long-overdue return of Bon Jovi to Bangkok after their only show back in 1995 at Thai Army Stadium.

"It's great to be back here again and we find it's important to do what people enjoy," said lead singer Jon Bon Jovi at Sunday's press conference at the Grand Hyatt Erawan Hotel. "We'll be doing hits, as well as some new songs like We Don't Run. Wear comfortable shoes and warm up your voice because you'll be dancing and singing a lot. We appreciate the enthusiasm and we can promise you that we'll give our all. See you on Tuesday!"

Drummer Tico Torres added: "We love you guys. We're glad to be back."

The band now consists of Jon Bon Jovi, Torres and keyboardist David Bryan, as guitarist Richie Sambora left the group in 2013.

Govt bans foreigner 'visa runs' to borders

Immigration police at land border crossings have now stopped giving entry stamps to foreigners who exit and immediately return to Thailand to extend their stay for 15-30 days on visa runs.

"The order is not new. Originally, officers were authorised to consider giving permits. But in this current situation of heightened security, all officers have to step up restrictions," said an official at the Immigration Bureau.

Many foreigners regularly go on visa runs to Cambodia and return through the Sa Kaeo immigration checkpoint, he said.

"Some foreigners do not even go themselves, but get illegal networks to obtain the entry stamp for them," the source said, adding the government has cracked down on the border-run syndicates, prompting them to change tactics.

Now the networks provide a one-day tour for foreigners to the Cambodian town of Poi Pet, so they can re-enter Thailand afterwards with permission to stay for another 15-30 days.

Law enforcement on these types of activities will intensify, said the source. From now on, foreigners who are re-entering Thailand will be screened rigorously.

They will need to provide information about their accommodation, tour company or other details to confirm they are in the country to travel as tourists.

The measure is likely to block scores of foreigners from re-entering Thailand through Sa Kaeo. Those wishing to enter Thailand from Cambodia will have to go to Phnom Penh to apply for a visa at the Thai embassy.

The police investigation into the bomb blasts at Erawan shrine on Aug 17 and the Sathon pier on Aug 18 discovered immigration police were bribed by an illegal network linked to the perpetrators.

The issue prompted national police chief Pol Gen Somyot Poompunmuang to call a meeting with the heads of immigration checkpoints on Sept 7, and was followed by a reshuffle in immigration police staff.

"The immigration police are coming under intense scrutiny," said another high-ranking official at the bureau.

Some army-backed officers were moved to head up the checkpoints in the recent reshuffle.

Pol Gen Somyot is now wrestling to oust bureau commissioner Pol Lt Gen Sakda Chuenpakdee, who allegedly failed to follow the government order to transfer officers linked to Rohingya traffickers out of his jurisdiction.

Pol Gen Somyot also handed out a report exposing the unlawful practices of immigration police under the command of Pol Gen Sakda, such as allegedly accepting 300-500 baht bribes from foreigners cutting the queue to apply for visas at Suvarnabhumi airport, the source said.

The practice is said to make about two million baht in profit for the immigration police every day.

"Pol Gen Somyot aims to destroy the treasure trove plundered by the bureau," the source said.

B200bn stimulus at the ready
Government hopes to boost full-year growth

At least 200 billion baht of the government's budget is expected to be taken out from October-December as part of efforts to ramp up public spending and tackle cooling economic expansion.

In the first three months of fiscal 2016 starting Oct 1, state agencies plan to draw down investment budget to the tune of 86 billion baht, more than 7,000 tambons will take out 5 million each or 36.2 billion baht total under the government's short-term stimulus for repairs and construction, 40 billion will be disbursed for small investment projects, and 68 billion left over from the previous fiscal year's investment budget will be drawn down, Budget Bureau director Somsak Chotrattanasiri said.

If budget disbursement achieves the target, it will surpass the 118 billion baht taken out in the same period last year.

The Fiscal Policy Office recently said the government's plan to speed up budget disbursement for fiscal 2016 would drive economic growth in the fourth quarter and boost full-year growth to hit the upper end of its forecast at 3%.

The 5-million-baht budget per tambon and the acceleration of budget disbursement for small projects worth less than 1 million are part of the first economic stimulus measures initiated by the government's new economic team led by Deputy Prime Minister Somkid Jatusripitak.

Another measure in the package aimed at rapidly directing money into the pockets of rural residents is a 1-million-baht loan to each of 59,000 Village Funds to relend to low-income earners.

Low-income earners in rural areas are suffering from a cash crunch cramped by the steep fall in farm prices and swelling household debt, while the worst drought in 10 years and the economic doldrums have dealt a double whammy.

Mr Somsak said speeding up budget disbursement for fiscal 2016 was among several measures the government planned to use in driving the lacklustre economy.

Taking out cash set for small projects can be done at a rapid pace.

The procurement process for small projects worth less than 2 million baht takes only 20-30 days compared with 30-42 days for projects worth more than 2 million.

The government has set budget expenditure worth 2.72 trillion baht and planned a budget deficit of 390 billion baht for this fiscal year.

The investment budget for fiscal 2016 amounts to 543 billion baht.

It comprises 16.9 billion baht for projects worth no more than 1 million each, 15.4 billion for projects worth more than 1 million but not exceeding 2 million, 46.3 billion for projects worth more than 2 million but not exceeding 5 million, 55.1 billion for projects worth more than 5 million but not exceeding 10 million, 8.72 billion from the central budget and the remainder for projects worth more than 10 million each.

Soldiers have been ordered to help build 30 more kaem ling water-retention areas as part of Prime Minister Prayut Chan-o-cha's long-term plan to fight drought.

The retention areas have emerged as a key measure to relieve water scarcity now that a controversial Royal Irrigation Department (RID) plan to divert water from the Mekong and Salawin rivers looks set to be scrapped, government spokesman Sansern Kaewkamnerd said Wednesday.

Gen Prayut and ministers who met to find ways of solving the country's water problems admitted it is almost impossible to implement the RID plan because parts of the rivers are in neighbouring countries -- Myanmar and Laos.

The Vamco effect: Tourists stranded as boats stay ashore
The Salawin River borders Thailand and Myanmar in the west while the Mekong forms a natural line between Thailand and Laos in the east.

Maj Gen Sansern said the best way forward is to look at local rivers running into the Salawin and the Mekong and to try to store water inside the country's boundaries.

More kaem ling and weirs need to be built to retain water in these rivers, which would help keep the water in the country as long as possible, Maj Gen Sansern quoted those at the meeting as saying.

Literally meaning monkey cheek, kaem ling were initiated by His Majesty the King as a way of storing or draining water by using large tracts of land -- natural, or man-made -- as ponds.

Agriculture and Co-operatives Minister Gen Chatchai Sarikulya told the meeting 30 places in five northeastern provinces can be developed into kaem ling, to store water for villagers.

The reservoir areas could be built in Nakhon Phanom, Bung Kan, Loei, Mukdahan and Nong Khai provinces, all of which are situated near the Mekong River.

Rivers that run through these provinces are in Thailand so "we don't need to ask permission from other countries," to build kaem ling near them, Maj Gen Sansern said.

"But they should not be built in a way that causes problems to other countries," he added.

Gen Prayut also told authorities to provide him with further details about water supplies in Thailand, Maj Gen Sansern said.

The information presented at Wednesday's meeting was about water stocks in major reservoirs.

The prime minister also wanted details about stocks from artesian wells and water sources newly developed under the state budget, Maj Gen Sansern said.

The prime minister told the meeting that detailed studies are needed to come up with long-term plans to deal with floods and drought, the spokesman said.

The premier also asked authorities to come up with ideas to help farmers affected by state water initiatives.

If farmers are told to change to a different crop, officials have to take into account the impacts that may result and think of ways to solve them, Maj Gen Sansern quoted Gen Prayut as saying.

The prime minister gave officials two weeks to come up with "rescue packages". "I think they can ready the measures in time," said Maj Gen Sansern. Officials have the details they need about the problems and should not have to spend a long time sorting them out, he said.

Bt9.5-billion Show DC retail and entertainment mega-complex on course for opening in June

SHOW DC Corporation yesterday announced an investment of Bt9.5 billion in the development of Thailand's first retail and entertainment mega-complex, due to be officially opened in June next year. Located on a 27-rai (4.3-hectare) plot on Jaturathit Road, near the RCA (Royal City Avenue) clubbing area, construction of the shopping complex - Show DC - is already 80 per cent complete.

The complex will have 150,000 square metres of gross floor area, which will include the world's largest "K-town" outside South Korea.

The mall aims to attract 100,000 visitors a day, and is expected to achieve a return on investment within five years.

Chayaditt Hutanuwatra, chairman of Show DC Corp, said the landmark development would bring to Thailand the novel "shop and enjoy" retail concept, which combines spectacular entertainment facilities with a rich mix of retailing and food and beverage outlets.

"Visitors will be able to indulge in the best of shopping, eating and culture from Thailand and the region, with particular emphasis on trendy Korean offerings," he said.

Chayaditt added that visitors would be able to enjoy Thailand's most sophisticated entertainment offerings with a state-of-the-art performance hall for 5,000 people, and a 5,000sqm sports arena for exciting Asian sports entertainment. The arena will seat 1,500 people.

"There is also a sensational 5,000sqm Fantasy Dreamscape cultural walk-through phenomenon called Himmapan Avatar, which will bring to life dazzling Thai legends through immersive 4D experiences using the most advanced light, sound and holographic technologies," he said.

"Implementation of the Asean Economic Community [AEC], to be effective by the end of this year, will contribute a big help to the project. As Thailand's first retail and entertainment complex, we aim to reinforce Thailand's position as the region's retail and entertainment capital. We believe this new retail concept that combines great retail and food with great entertainment will make Show DC a major attraction in the entire AEC region."

Show DC will support the government's policy to create exciting new shopping and entertainment opportunities for international visitors, while also increasing the quality of visitors' experiences while in Thailand, he said.

Sixty per cent of the lettable space at Show DC has already been leased, and among its anchor tenants is YG Entertainment, one of South Korea's top star-maker entertainment companies, which is behind global K-Pop sensations such as Bigbang, Psy and 2NE1.

YG Entertainment will also operate a 5,000sqm rooftop K-Pop culture and entertainment park with hip bars and clubs for fun and relaxation, he said.

"As part of our emphasis on presenting the richness of Asia, Show DC has an expansive 10,000sqm Asian Food Street that is dedicated exclusively to restaurants. Next to that, inside the K-Town will be large areas devoted to Korean fashion [at K-Fashion], Thailand's most extensive offering of Korean beauty products and services [at K-Beauty], and celebrity food and beverage outlets, such as Psy's Psy Ramen, and After Rain, inspired by global K-Pop sensation Rain," Chayaditt said.

Praparwarn Waeladeevong, vice chairwoman of Show DC Corp, said the complex would be the first in Thailand to design facilities on this scale specifically to handle such high numbers of international travellers.

She said that with the Kingdom expecting 37 million visitors annually within five years, landmark lifestyle destinations such as Show DC were an essential service to ensure convenience for so many visitors, as well as to reduce the strain on Thailand's traditional tourist sites, which are rapidly becoming overburdened with visitors.

Show DC is easily accessible by multiple road and rail transport systems, being close to the Airport Rail Link's Makkasan station, the MRT's Phetchaburi and Rama IX stations, and the Si Rat Expressway's Rama IX exit and Asoke 1 entry, she added.

BoI offers more tax exemption

IN ANOTHER bid to boost the economy, the Board of Investment (BoI) has increased corporate income tax exemptions by up to two years for investment projects that can begin operations by the end of 2017.

At a meeting yesterday chaired by Prime Minister General Prayut Chan-o-cha, the BoI also resolved to introduce measures to promote industrial clusters to boost the competitiveness of key industries and attract new investments.

Hiranya Sujinai, secretary-general of the BoI, said the investment board agreed to introduce measures to hasten investment projects and stimulate economic growth by offering additional tax exemptions to investors who submitted projects between January 1, 2015 to December 31, 2016 and can commence production or service provisioning by the end of 2017. Hiranya said the measures approved by the BoI yesterday could be implemented shortly and could be adjusted when the new BoI law comes into effect.

On Tuesday, the Cabinet approved a plan to amend the BoI law to allow the investment board to increase its corporate income tax exemption to 13 years, up from eight years.

The entitled projects comprise two groups.

The first includes projects that are located in Special Economic Zones (SEZs). They will receive corporate income tax exemptions for two years longer than they would have been entitled to under the current rates but not exceeding eight years. For projects that are already entitled eight years tax exemption will receive half of the corporate tax reduction for the following five years.



The second group includes projects situated outside the SEZs, which will receive one additional year of corporate tax exemption but not exceeding the eight years maximum cap according to the current.

Industry Minister Atchaka Sriboonruang said the BoI also agreed to introduce measures to promote industrial clusters in a bid to enhance the competitiveness of industries, promote their links with educational and research institutes, and attract more investments.

At the initial phase, six industrial clusters will be entitled to the extra investment privileges. These include four "Super Clusters" of high-technology industry and industries of the future: automobile and parts; electrical appliances and telecom equipment; environmentally-friendly petrochemicals and chemicals; and digital or ICT (information, communication and telecommunication).

The projects must be located in one of nine provinces: Nakhon Ratchasima, Ayutthaya, Prachin Buri, Chachoengsao, Rayong, Chiang Mai, Phuket, Chon Buri and Pathum Thani.

The other two targeted clusters are processed agriculture and textile and garments, which can be situated in any of the five regions: North, Northeast, Central, East, West and South.

Atchaka said the cluster-based projects would receive extra tax incentives, higher than the normal rates agreed by the Ministry of Finance.

The package would have to be approved by the Cabinet since they will include Boi and non-BoI incentives such as the extra tax privileges, the educational and research institutes' linkage measures, and the Transport Ministry's role to adjust its transport plan to support clusters development.

The BoI also yesterday approved to grant investment privileges for 17 projects with a total investment value of more than Bt78 billion.

These include eight agro-industry projects by firms such as Charoen Pokphand Food, Intec Feed, Betagro, Panel Plus MDF, and TOTO; three projects in the metal and automotive industries by Ford Motor Co, AED Fabrication and Century Tyres; and six projects in the power generation and airlines industries.

Chon Buri, including tourist mecca Pattaya, has been declared a disaster area following heavy flooding after the area was lashed with rainfall on Wednesday night and Thursday.

Citywide flooding reached 30 centimetres after just 45 minutes.

Wednesday's deluge, caused by tropical storm Vamco, continued all day and into the night, leaving most parts of Bang Lamung district under a metre or more of water.

The Friday morning enhanced satellite view of the Asean region by Meteorological Service Singapore shows Vamco still active over western Cambodia and Central Thailand, but moving slowly away into the Bay of Bengal.

Pattaya mayor Ittipol Khunpluem said the disaster declaration would help accommodate state relief and assistance to the area despite the fact that most of the flooding had subsided.

Tourism activities in Pattaya were continuing except at sea, he said.

However, authorities are closely monitoring the weather since rainfall has continued to a certain extent, Mr Ittipol said.

Storm surges and high-level roads are the main factors blocking water drainage in Pattaya and nearby Rayong, causing heavy flooding to wreak havoc in many parts of the area, an expert said.

Hydro and Agro Informatics Institute (HAII) director Royol Chitradon said high water levels had impeded storm water from flowing into the sea, causing continual sewage flooding in Pattaya and central areas of Rayong.

Drainage problems in the coastal provinces happen when flood-prone areas are hit by storms and heavy rains every year, he said.

In addition, high-level roads blocked water drainage.

On Thursday, the government declared four other provinces disaster areas after they were battered by downpours caused by the tropical storm.

A vehicle torn away by the flood waters lies upside down at tambon Huai Yai in Chon Buri.

In Rayong province Thursday morning, heavy rain caused a dyke at Klong Bang Phai reservoir to burst, resulting in a flood of 50-100cm in Yai Ra village of tambon Samnakthon in Ban Chang district.

The other provinces declared disaster zones were Tak, Chanthaburi, Surin and Si Sa Ket which was the worst hit, Interior Minister Anupong Paojinda said.

The storm continued to lash 14 tambons, eight districts in the five provinces in eastern and northeastern regions, inundating houses, sweeping stores and sinking trawlers and leaving tourists stranded on an island in Chon Buri province.

The Meteorological Department reported that Vamco had "lost steam" and was downgraded to a low-pressure cell. But its remnants, coupled with the monsoon over the Andaman Sea, the South and the Gulf of Thailand will continue to bring heavy rain to some areas today.

People in many provinces have been warned to beware of flooding: Nakhon Nayok, Prachin Buri, Chon Buri, Rayong, Chanthaburi, Trat, Bangkok and surrounding provinces, Phetchaburi, Prachuap Khiri Khan, Chumphon, Ranong, Phangnga, Phuket, Trang, Krabi and Satun.

Teams of army officers are helping villagers move their belongings to higher ground in flood-hit areas.

The baht halted a 10-week loss as investors returned to the nation’s assets following decisions by the Thai and US central banks to keep interest rates unchanged, maintaining the yield advantage of local bonds.

Overseas funds bought a net US$78 million of Thai corporate and sovereign notes in the four days through Thursday, ending three weeks of outflows. They also poured $70 million into equities, data compiled by Bloomberg show.

The Bank of Thailand kept borrowing costs on hold on Wednesday after the government chose to boost spending through an economic stimulus package as two rate cuts this year failed to revive growth. Futures indicate diminished odds for monetary tightening by the Federal Reserve this year.

Central bank governor Prasarn Trairatvorakul saw no big impact from the Fed’s much-anticipated decision to hold its benchmark rate at near zero and warned uncertainty remained.

“The Fed's decision will have no severe impact or cause fluctuations in the monetary market because market conditions remain the same. There's no u-turn in these factors,” he said.

Mr Prasarn said it was only a matter of time before the Fed did it.

Analysts view the delay as an opportunity to snap up equities.

“The delay by the Fed will offer some international investors an opportunity to buy assets in Thailand and other emerging markets,” said Pimonwan Mahujchariyawong, an economist at Kasikorn Research Co in Bangkok. “Still, the baht’s long-term outlook remains on the weak side with higher US interest rates on the horizon.”

The local currency climbed 0.7% this week to 35.785 a dollar as of 10.33am Friday in Bangkok, according to data compiled by Bloomberg. It fell 0.1% on Friday and is down 5.5% this quarter, trailing losses in Malaysia’s ringgit and the Indonesian rupiah. The 10-year government bond pays 2.83%, compared with 2.19% for similar-maturity US Treasuries.

Thailand’s current benchmark interest rate of 1.5% is close to its lowest possible level, deputy governor Pongpen Ruengvirayuth said Aug 28. The central bank wants the baht to move in line with emerging- market currencies, assistant governor Mathee Supapongse said after announcing this week’s rate decision.

The 10-year sovereign bond yield fell 29 basis points this week, the biggest decline since December, data compiled by Bloomberg show. Futures show 17% odds for an October rate increase by the Fed and 44% at its last meeting of 2015 in December.
