Every company needs to declare average Singaporean salary, vs PR, vs foreigners.

Those companies who pay foreigners and PR a higher average salary will have one year to reverse the situation, following which, they will have to close down or be unable to renew any E pass or S pass for their foreign work force.

This will make companies think twice about hiring foreign PMET off the shelf, but have the training of younger Singaporean employees for senior management positions as part of their corporate sustainability plans.

Or they could have their foreign PMET apply for citizenship.

And PR are non citizens please. It is thus wrong to call PR as locals because that is a malicious method of concealing how low the Singaporeans salary is.

Even if PAP wanted to be kind to companies which pay foreigners more, there has to be a limit and probably a time line to reverse the trend, e.g. have the salary ratio shift yearly towards parity and then a higher Singaporean workforce median and average salary eventually.
