2 loan shark runners held

<!-- by line --> <!-- end by line --> TWO men were arrested on Tuesday and Wednesday for suspected involvement in loan shark activities. In the first arrest on Tuesday, Ang Mo Kio Police Division officers patrolling the Yishun housing estate spotted a man behaving suspiciously. They searched him and found loanshark-related paraphernalia including debtors' notes, bank transaction slips, and a mobile phone believed to contain debtors' records. Preliminary investigation indicated that the suspect is a debtor-turned-runner and had been assisting the loan sharks in their businesses by tracing and contacting debtors. In the second arrest a day later, Ang Mo Kio Police Division officers caught the suspect in an operation at Tagore Industrial Estate. The suspect is believed to be a debtor-turned runner and had assisted the loan shark by collecting loans repayment and carrying out bank transfers. Two handphones believed to contain debtors' address were also seized from him. The two suspects will be charged in Court on Thursday.

Are the police only capable of catching the runners ?

These are just small fishes, which are easily replacable.

Can't they dig out more information from them regarding the bigger fish ?
