A 16-YEAR-OLD girl who committed mischief by fire and harassed debtors on behalf of unlicensed moneylenders was jailed for four years on Thursday.

Community Court judge Soh Tze Bian accepted the prosecution's arguments that youths who resorted to such serious offences to make a quick buck should expect a stiff sentence.
Deputy Public Prosecutor Mohamed Faizal felt that even reformative training, which was recommended in this case, would not serve as a sufficiently effective deterrent in light of the growing prevalence of harassment offences committed by youths.
There was a clear and undeniable trend that loanshark syndicates were actively recruiting young people to act as runners and harass debtors on their behalf, the court was told.
'A strong deterrent signal must be unequivocally sent to such youths that they will not be treated lightly purely by virtue of their young age, or by virtue of their clean record hitherto,'' said DPP Faizal.

Arguing for her appeal on Wednesday, lawyer Shriniwas Rai said that Nur Azilah Ithnin deserved a second chance because of her age. The first offender, who was only 16 when she committed the crimes, had been misled by older accomplices, he said. Pressing for a stay of sentence, Deputy Public Prosecutor Lee Lit Cheng said that Nur Azilah had committed 13 very serious offences in less than a month.

Also, the teen is kept apart from the adult prisoners in the Changi Women's Prison and was undergoing special rehabilitation. She has been allowed to continue her education and is attending religious studies, said the prosecutor. However, Judge of Appeal Chao Hick Tin pointed out that there was a difference between the rehabilitation programmes of the prison and the Reformative Training Centre (RTC). He said reformative training would be a better place for a youthful offender like Nur Azilah. The period of detention at RTC is between 1.5 years and three years, depending on the offender's progress.
