They used illegal workers to produce masks, the business of the moment, for which they had converted their businesses. Thirteen Chinese entrepreneurs were arrested by the Guardia di Finanza of Prato, seized hundreds of thousands of dpi masks intended for civil protection and the central purchasing for health on behalf of the Tuscany Region (Estar). Ninety workers not in compliance with permits. Among the disputed offenses fraud against the state, fraud in the public supply of surgical masks , aiding illegal immigration and exploitationof labor. The masks were those that the Region distributed free to all citizens. There would be no risk to safety: "All the products purchased and distributed for free - reads a note from the Region - have been tested successfully by the Chemistry Department of the University of Florence". The fact remains that the Higher Institute of Health had said no to their production and sale.
The investigation originated from the check to which a Chinese entrepreneur was subjected, who turned out to be an occult subcontractor, who would have forced his workers (23 countrymen) to grueling shifts of sixteen hours a day. The workers had no holiday rest and only took 10-15 minute breaks to eat in the same workplace. The laboratories also served as dormitories: it even emerged that a worker's bedroom had been set up inside a toilet. From there the investigation expanded, involving other entrepreneurs who had converted their business. The maxi operation involved a total of 250 men from the Gdfand the staff of the ASL. 28 individual companies in the Prato textile district, managed by Chinese, were searched as well as three more structured companies and the domiciles of some legal representatives and employees.
Overall there were 93 million masks at stake to be delivered to the Civil Protection and 6.7 million to the Tuscany Region, through Estar, for a public outlay of 45 million euros net of VAT. An impressive number of masks to be produced and delivered. The YL Group could only satisfy the requests thanks to contractors and two companies headed by the hidden subcontractor from which the investigation started. During the operations millions of masks were seized , whose delivery to the Civil Protection was scheduled today. Also seized numerous non-compliant machinery and over 75,000 euros in cash.
The purchasing department of the Tuscany Region in March had been involved in the purchase of 200 lung ventilators (for an expense of seven million euros) with the goods that never arrived from China and an ongoing investigation.
In a note, the President of the Region, Enrico Rossi , expressed his applause "for the ongoing investigation by the Guardia di Finanza, as well as for all the investigations that aim to ascertain irregularities in the workplace, the element that it seems to me to emerge more forcefully from this operation, which was however carried out in collaboration with the ASL Prevention department from which I was immediately informed.
