This is part of one belt one road project. But PRC more clever than PAP. Only give ten scholarships a year of HKD120k to mudlander Chinese. So smart like Trump billionaire giving 5k or 10k peanut can generate lots of publicity already.

I bet the mudlander Chinese will be very grateful to PRC for the TEN scholarships of HKD120k and won't take it for granted like the hundreds or possibly thousands of SG scholarships of SGD100k.
