70% voted for complacency. These are voters who are afraid of many things, Kiasi, Kiasu, Kia Bo Cheng Hu. They highly preferred their life to be status quo. They wept when the leaders died, and screamed like Siao Lang when the MP walked by. You cannot pushed them for further break through, without them looking back and see whether the PAP still hold on to their hands. In their mind, meritorarcy is to get a helping hand from PAP. Businessmen received their award by posing with the ministers, Grasslooters received their recognition through the president, and other suck up for gift and vouchers thrown at them. This is the definition of meritocracy in Singapore.

Luckily, the golden boy olympic swimmer was not borned out of the above "system" and brought singapore to the next level on world stage.
