The mysterious Elections Department

The Elections Department has a full-time staff establishment of about 28 officers, supported by a team of IT personnel. However, during the conduct of presidential election, parliamentary election or national referendum, the Elections Department's ranks swell to meet the challenge of steering the thousands of public sector employees engaged in the actual conduct of the election or referendum.

See how irrelevant this department is. There is NO person in charge. You don't know who runs the department. Only 28 people works in that department. There is a big IT team ...how many people, only PMO knows. So, who came up with the sampling poll, the first in the world with 100 percent accuracy? Nobody knows.
