Why went PAP cut costs, they squeeze the bottom not the top?

We often hear the mantra of cost cutting and increasing productivity..etc but when it comes to implementation, they will cut the wages of the middle and bottom layer or ask them to work more or do more job tasks. But the top executives r often spared and worse they r given more monies and benefits too. No wonder the Gini coefficient of income equality is widening!
What they should do as in UK and soon more countries will follow is to legislate income ceiling for the high wage earners. Like the saying.. Eat also cannot eat finish...so we should have a wage cap for the top earners... The sky is def not the limit !
