Looks like individual self interests will be an obstacle to ASEAN unity. What's the point of the games, regional dialogues and all those "feel good" appearances when all are unable to stand together against a possible intruder? Looks like Vietnam may have to face the mighty and big PRC all by herself without the backing of the "gang."

ASEAN Silent In China/Vietnam Maritime Clash

One way to deal with a local bully is for a neighborhood to band together. But when the bully is the People's Republic of China, even an organized group might fail to muster much resistance.
Last week’s clash between Chinese and Vietnamese forces in the South China Sea, triggered by China’s move to establish the HD-981 oil rig near the disputed Paracel Islands, is the latest example of tension between China and its Southeast Asian neighbors. The Association of Southeast Asian Nations, the region’s major multilateral organization, responded by ... skirting the issue. A statement released by the foreign ministers of 10 countries at the conclusion of ASEAN's Myanmar summit expressed “serious concern” over tension in the South China Sea, and called on all sides to exercise “self-restraint.” China wasn’t mentioned by name at all.
ASEAN’s tepid response is the latest sign of how deeply the organization, which comprises countries with a combined population of more than 600 million people, is reluctant to offend its northern neighbor -- even as several member states have clashed with China over maritime issues. Most recently, the Philippines last week detained nine Chinese fishermen for poaching endangered sea turtles near the Spratly Islands, another disputed archipelago in the South China Sea.
ASEAN's member states have differing priorities. Countries like Cambodia and Laos -- which lack maritime claims in conflict with China and depend heavily on it for investment -- have little cause to offend Beijing. And because ASEAN seeks a common denominator before issuing a policy statement, the organization has a limited ability to take a strong stand on behalf of any one country.
For China, ASEAN’s message is clear: We won’t stand in the way. Projects like the HD-981 rig signify Beijing’s strategy in its East Asian periphery. The potentially energy-rich waters around the Paracel Islands offer China a chance to wean itself off of oil imports, which involve relying on distant, often unstable, regimes. China’s assertion of territorial claims has political utility, too, and is seen as restoring the country’s historic regional dominance.
For now, the oil rig incident remains unresolved. This is unlikely to be China’s last provocation in the region -- or ASEAN's last opportunity to expose its own impotence.

PRC is definitely making her military growth noticed. The South-China Sea will be the first place for this to take place and Vietnam is next door. I don't know how serious it is as we are quite far, but for the fishermen there, the recent naval vessels' collision has attracted world attention. If I were I Vietnamese and make my living in the seas there, I would certainly feel threatened. If there is oil there, China will want it as well to be less dependant on imported oil. Read in the news too that PRC is building an airstrip on some disputed islands (Spratly's/Paracels) there. No other regional country has the naval strength to match her.

It would be difficult to hold back any crowd that is emotionally charged and the results will be regrettable. The Vietnamese people are reacting to Chinese "intrusion" by this violent protests, elsewhere, the Philippines have lodged their case against Chinese building an airstrip on a disputed island. They seem to be working on their own. Against a big power like China, these actions may be futile, and unless ASEAN speaks and acts together, nothing is going to stop the big PRC power from bulldozing right through. Other ASEAN member will not want to sour up relations with China and risk economic damage, but this stance will not work for ASEAN as a grouping.

asean was form to protect s.e. asian countries from the threat of viet cong armies in the 1970s. but unlike the nato, asean only a loose body of countries more interested in making $$. the chinese didnt make noise regarding the south china sea only recently, they had been stating claims to all the island when deng was the paramount leader in the early 80s. Deng was dead for at least 17 years, all the claimant nations sat on their arses since Deng make the claims at the begining of his reign, without trying to resolve thru talks or at least increase relevant military purchases to deter the PRC after all these years. They deserve it lor.

It the rule of the jungle when staking claims to uninhabited islands.

Yes. You hit is right on the spot there. ASEAN was formed as a front against possible communist expansion at the time of the Vietnam war. That never happened and there is no vision now, apart from making money. And in this, everyone is looking for business cooperation with PRC. Also, the big boy in ASEAN, Indonesia, doesn't seem bothered by Chinese activity that is closer to Vietnam and so nobody else cares. Looks like it is China's game now.
