    I am a citizen of Australia and got my MM2H in 2013 by direct application. Malaysian driver who is not SPR can drive a Malaysian car in Singapore with no problem. You need to apply for “AutoPass” card at the CIQ where the owner particulars are registered (presume, they need to send summons to you).
