MCYS to strengthen social safety net to ensure 'no one is left behind'
by Carolyn Quek 04:46 AM Oct 14, 2011SINGAPORE - Early intervention efforts for individuals and families-at-risk will be broadened, said the Ministry of Community Development, Youth and Sports (MCYS) as it seeks to build a cohesive, resilient Singapore that is supported by strong families and caring communities.
This was among the list of things put forth by the Acting Minister for Community, Youth and Sports, Major-General (NS) Chan Chun Sing, in an addendum to President Tony Tan's address on Monday, in a move that social workers say will help better ensure that no one will fall through the cracks.
"With rising economic volatility and industry restructuring, the MCYS will strengthen the social safety net to help those in need so that no one is left behind," said MG (NS) Chan.

Head of Fei Yue Family Service Centre Rachel Lee said in adopting such early intervention programmes, it was also important to adopt a "child-centric" mindset when working with families at risk.
While children from such families may not pose an immediate problem, the issues that their families are facing "may have an impact on the children".
"We also want to help (the children) break the cycle … to prevent another generation from struggling with similar issues," said Ms Lee.

Meanwhile, Marine Parade Family Service Centre general manager Han Yah Yee called out for more outreach efforts for the middle-class group who may be struggling but yet not "caught" by the social safety net."MORE"? MG (NS) Chan also said his ministry will be adopting a "more client-centric and flexible approach" when it comes to helping the needy and at-risk groups.
To do this, it will be studying the needs of emerging groups requiring support and develop appropriate programmes.

Social safeguards to reduce harm arising from problem gambling and efforts to keep at-risk youth on the straight and narrow will be enhanced. To strengthen families, more support will be given for caregivers who have to take care of family members.
Community and home-based eldercare services for seniors will be increased, as the ministry steps up investment in infrastructure and manpower for the eldercare sector.
There will also be more childcare centres for families with young children while more resources will be invested in training and career development in child care.
Within the social service sector, manpower and organisational capability efforts will be ramped up to nurture "stronger hands" in the "many helping hands approach", said MG (NS) Chan.
More Singaporeans will be encouraged to take part in sports with the Singapore National Games, where sports programmes will be introduced to the community.
Also on the addendum, more youth leaders will be nurtured and there will also be more opportunities for the young here to maximise their potential through initiatives such as Project Youth Empowerment.
