yes its a joint venture , where most of the talent from bollywood made this movie possible, and got recognition by mean of awards world over.Yes ,they were speaking in English and the novel was in english, and was written by an Indian author.
if you film something in India, of course you get indian casts, technicians too, it is cheaper that way, you want to bring technicans from London. They have to keep cost down.

Bollywood is the name given by west to them, they call it Hindi film industry.By Putting Uk money a film does not belong to them it wont have been possible with out INDIAN cast ,crew , Writers.

Well i think you have not seen the film ..It wont even exist if the Indian Author didnt write. cast and crew are not by mere chance but by choice.
to be honest, its actually a british film. the movie was based on on a book written by an Indian but what made the movie a success was the scriptwriter Simon Beaufoy's skill translating this into the narrative. I just don't think the movie would enjoy the same level of success had it been led by an indian producer, director, casting director etc. eg the casting director turned down hunk after hunk for the lead role. If its Bollywood, its clear who the lead role will go to.
