Is this news?

They have blamed blocked longkangs, contractors who made unplanned changes, now it is a burst water pipe ...
I'm not in the construction business but I suspect poor quality control & corners were cut leading to these problems.

Anyone have any updates on the 20+ trains that were sent back to China because of cracks?
