Its the pap that is above the rules...
The PAP has regularly been kicked out of private estates for the last 50 years. In 2011 during the GE campaign, the residents of one Condo literally chased out a cabinet minister and his polumpars. He was so shaken that he forgot the law on trespassing and lodged a Police report.
