SINGAPORE — The Housing and Development Board (HDB) does not provide window grilles as a standard feature in its flats, whether sold or rental, as they are not considered essential by all households, said Dr Mohamad Maliki Bin Osman, Minister of State (National Development and Defence) in Parliament today (Sept 9).

However, households with young children under 12 years old, and with medical conditions such as hyperactivity, are eligible for the installation of window grilles in their rental flats, added Dr Maliki.

“Rental tenants may install their own window grilles. If they are unable to afford to do so and have safety concerns, HDB will help to install the grilles on a case-by-case basis,” he said. Also, rental tenants who have installed their own grilles are not required to remove them when they move out, if the grilles are in good condition.

In his speech, Dr Maliki also explained that in the past, window grilles were included as one of the improvement items as part of the Government’s plans to improve living conditions.

“However, some tenants also provided feedback that their window grilles obstructed their activities, especially for the elderly who have difficulty hanging up their clothes,” he said.

As such, the HDB reviewed the scheme in 2007, excluding window grilles as essential items. To date, 74 per cent of rental tenants are already provided with window grilles.

“Today, we have received 60 requests (for installation of window grilles) and in the last two years, HDB has helped 27 cases. For others who did not meet this requirement, we asked them to seek help from Voluntary Welfare Organisations, because they are not deemed as households with safety risks,” said Dr Maliki.

In future all HDB flats whether rented or sold will not come with doors, front door, room doors, for feedback from residence they impede their movement. There no gates too, in case of fire SCDF cannot reach the people inside. There have already done away the window grills, now there do not provide windows as well, for it obstruct the beautiful of the gardens downstairs , it let in light & breeze & it save on electricity costs too...

Toilets with come with a hole only....toilet appliances are optional...
 
Grills are not only to keep kids from falling out but also serve to keep thieves out.

With the PAP's open door policy there are now plenty of desperados committing break-ins .

Grills are not only to keep kids from falling out but also serve to keep thieves out.

With the PAP's open door policy there are now plenty of desperados committing break-ins .

Many spidermen/spiderwomen have entered the country thanks to the PAP's embrace of pinoys, ah tiongs and ah nehs (PATANs).

Barriers cannot effectively prevent trespassing

SMRT Corporation and the Land Transport Authority have ruled out installing railings and half-height barriers as a safety measure at open-station MRT and LRT platforms.

'Physical barriers, such as metal railings and half-height barriers cannot effectively prevent trespassing onto the tracks as commuters can still enter the tracks by going through the openings or climbing over the barriers. Such barriers may also pose a safety hazard if commuters get trapped between the barriers and the train doors,' they said in a joint statement. 'A balance needs to be struck between excessive installation of safety features and how such measures would exact a cost on the provision of public transport services,' the statement added.

But both the rail operator and the LTA assured the public that they take a serious view of the safety of commuters. SMRT has enhanced the safety measures at stations with open platforms. Their reiteration of their commitment to safety came as a spate of incidents at MRT station platforms raised concerns over commuters' safety.

'Eight-seven per cent of the cases where commuters were found trespassing on the tracks at aboveground MRT and LRT stations in the last 13 years were non-accidental acts. For the safety of commuters, the operators will step up enforcement against those who violate the instruction not to step beyond the yellow line until the train has stopped at the station,' said LTA and SMRT.

Despite various safety measures in place, there have been more than 220 cases where commuters have jumped onto train tracks since 1991. The cases of non-accidental trespass included commuters jumping onto the tracks to retrieve personal items, commuters taking short cuts and acts of suicide.

Commuters who ignore instructions not to cross the yellow line until the train has stopped can be fined up to $500. Those caught trespassing on the tracks can be fined up to $5,000.

Cost cutting to boost profits ...SMRT, HDB and many more. Those savings can then be channelled to fund the pay increases of our ministers.
