Without buying the modern weaponry, SG has got nothing to deter potential aggressors. Who will be the aggressors? Nobody can tell. To deter is to prevent. The Vietcongs are facing an enemy from next door neighbour, China. Who would be willing to help them to "push" down China? Of course, the US will not let China usurp their role as the Big Brother.

You buy their new weapons to see how good or screwed up their technologies are and know their weaknesses which can used against them if they become your enemy.

This was what happened in China in the opium wars against the Pommies. Chinese bought Pommies cannons which fire max distance 4km but did not acquire their lastest updated one which fire 5km. Or they did not copy the technology to perform better to beat the Pommies.

Learn from history, to be ahead of the adversary in technological warfare buy their lastest weapon just to see the weakest point and changed/ modify to work better for you to beat them at their game.

Prior to WW2, the French colonised Indo-China peninsula. After the WW2, the Vietnamese under Ho Chi Minh led nationalism in Vietnam to kick out the French. The South came under USA while the North went over to commies under Ho Chi Minh. Next, came the war between the North and South when the commies wanted to kick out the US cronies Govt in the South. The US helped the South to resist the commies from the North but eventually gave up. The rest is history.

After killing each other bitterly, they are now the best of friends. Ironical, isn't it?
