Why progressive wage for cleaners is $1000 but the median salary is only $950?

Roy Ngerng ask why is it only $950 for median wage when progressive wage is here....

Obviously that idiot doesnt know the progressive wage model will only kick in in Sept 2014. Many companies have not started it!
