I'll hazard a guess. In India sportsmen are treated as celebrities & can make a pretty good living. Some even go into politics.

So it would be difficult to attract them in Spore.

Also the sports which indians might be good in are not very popular in Spore e.g. cricket & hockey

In general, Indians in India not very interested in sports cos they do not have a good sports programme akin to what China has
